VILLAGE OF FOOTVILLE - MEETING NOTICE
SPECIAL BOARD MEETING
THURSDAY, MAY 21, 2026
MINUTES
1. The Special Board Meeting of the Village of Footville was called to order by President John Thomson at 6:04
pm. Board members present: John Thomson, Nichole Conaway, Steve Haberman, Chuck Hagmann,
Danielle Harnack, Roland Nath, and David Wells. Also present: Parker Janes, Roger Butts, Sandy Baertschi,
Frank McKearn, Chuck Duncan, and Bob Selck.
2. APPROVAL OF THE AGENDA: Motion by N. Conaway, 2nd by C. Hagmann to approve the agenda. Motion
carried unanimously.
3. CITIZENS WISHING TO BE HEARD: Roger Butts, 205 Haberdale Drive, spoke of the stormwater issues on
Haberdale Drive and his concerns with placing concrete blocks to help direct water down Haberdale Drive
instead of letting it flow across Dunbar and down behind the houses on the north side of Janesville Street.
Parker Janes, 130 Haberdale Drive, also spoke of his concerns with the concrete barriers that were
installed. With the water diverted from Dunbar it will direct the water up his driveway and around his
house. It was asked if any surveying had been done there before the concrete blocks were installed. Sandy
Baertschi noted the previous residents at 130 Haberdale Drive had to have their driveway redone a couple
times due to flooding and that was without the water being diverted down Haberdale as it is now. Roger
Butts thanked Steve Haberman for the work he has done to help keep the water from flowing into the
houses on the east side of Haberdale Drive.
4. Approve the Village’s offer to purchase land at 317 Galena Rd: The Village Attorney has drawn up an
offer to purchase for the property at 317 Galena Road. The Village will purchase approximately 32 acres at
a cost of $29,000 per acre. The land will be surveyed to get the exact acreage. C. Hagmann asked about
access to the property. Access will be from the water tower subdivision. Motion by N. Conaway, 2nd J.
Thomson to approve the Village’s offer to purchase the land at 317 Galena Road. Roll call vote: C.
Hagmann – Yes, D. Harnack – Yes, D. Wells – Yes, S. Haberman – Yes, R. Nath – Yes, N. Conaway – Yes, J.
Thomson – Yes. Motion carried unanimously.
5. Discuss next steps in the Water Tower subdivision project with Contry Homes representative: Chris
from Contry Homes was present to answer questions on the next steps in the development of the water
tower subdivision. Once a purchase agreement and developer’s agreement are completed work can begin
on the infrastructure. The board will approve the final plat for the subdivision. People that are interested in
purchasing a home in the subdivision should contact Contry Homes. If all goes well they will start building
homes next spring or summer.
6. Open and award bid for the park bathroom construction project: Three bids were presented. The lowest
bid was from the Friends of Footville Parks for $87,135. Last year the Village underspent by approximately
$100,000. Some of that money can go towards building the new restrooms and concession stand.
Construction of the new restrooms and concession stand will most likely begin in August, after the ball
teams are done for the season. Motion by N. Conaway, 2nd by D. Wells to approve the bid from the Friends
of Footville Parks for $87,135. Motion carried unanimously.
7. Stormwater management discussion with Batterman Engineering: J. Thomson stated we may need to
regrade Haberdale or possibly put a storm sewer at the end of the street. Frank McKearn from Batterman
Engineering stated they will present a proposal to study the storm water issues in the Village. Once a study
has been done projects can be prioritized and the Village can start budgeting for them. The Village can try
to pursue grant money to help offset the costs.
8. DOT grant awarded for Janesville Place resurfacing: The Village was awarded a DOT grant in the amount
of $19,983.57 to go towards the resurfacing of Janesville Place. This money must be used by 2031. The
Janesville Place road project may be combined with another road project in the next few years. Motion by
S. Haberman, 2nd by C. Hagmann to table this item to a future meeting. Motion carried unanimously.
9. Seek quotes for crack filling on Clover Lane: Motion by N. Conaway, 2nd by D. Harnack to table the crack
filling on Clover Lane. Motion carried unanimously.
10. Maintenance of water tower field for 2026: The water tower field will be left fallow this year. J. Thomson
will ask Craig Case about a price to spray and mow the field this summer. S. Haberman will also look into a
price for mowing.
11. Approve using Veteran’s Park funds to purchase flowers for the Veteran’s Memorial Park: Money from
the general fund was approved to be used for flowers each year. The Clerk will look up the amount that is
available to be spent on flowers.
12. Intergovernmental Agreement with Plymouth Township: Plymouth cannot pay the annual fee that was
proposed. We can go back to the previous offer and charge $35 each time they request an officer to
enforce an ordinance. S. Haberman noted we need to know the operating costs for the police department
so a price can be determined. N. Conaway will need to put all of Plymouth’s ordinances into the TIPPS
program before any ordinances can be enforced. The Clerk will figure out what the hourly costs are for the
court and the police department. N. Conaway will schedule a time to meet with the Plymouth Township
board. Motion by C. Hagmann, 2nd by D. Harnack to table this item until after the Plymouth board meeting.
Motion carried unanimously.
13. Employee Handbook: A workshop will be scheduled for the whole board to go through the handbook.
14. PRELIMINARY DISCUSSION ON OTHER MATTERS NOT PROPOSED FOR BOARD ACTION: D. Harnack
stated the non-profit is looking for volunteers to plant and care for the flower barrels in the Village. The
batting cage is going up at the park on Friday. They have cleaned the concession stand and bathrooms. The
bathroom sinks are leaking and will need to be fixed. The Friends of the Footville Parks would like to save
the stone when the stone pavilion is taken down. The baseball diamond renovation will take place between
May 29th and June 6th. If it cannot be done that week, it will need to be pushed back to the fall and rebid. R.
Nath noted the salt spreader is still in the truck and needs to be taken out, stop signs still need to be put up
and the loader needs to be looked at. N. Conaway also noted the stop signs have not been put up yet.
15. ADJOURNMENT: Motion by C. Hagmann, 2nd by N. Conaway to adjourn. Meeting adjourned at 7:54 pm.
