VILLAGE OF FOOTVILLE-MEETING NOTICE SPECIAL BOARD MEETING MONDAY, APRIL 20, 2026 MINUTES 1. The April 20, 2026, Special Board Meeting of the Village of Footville was called to order at 6:00 pm by President John Thomson. Board members present: John Thomson, Nate Beal, Nichole Conaway, Danielle Harnack, Roland Nath, and David Wells. Absent: John Harnack. Also present: Officer O’Malley Lomax, Josh Hoerler, Nathaniel Francis, Brenda Heath, Steve Allen, Caroline Allen, Phyllis Burns, Devin Clark, and Mae Cowan. 2. APPROVAL OF THE AGENDA: Motion by N. Conaway, 2nd by R. Nath to approve the agenda. Motion carried unanimously. 3. Dumpsters to assist with residential clean-up: J. Thomson got quotes from three companies for dumpsters. John’s Disposal can provide a dumpster for $250/pull and $50/ton. There could be two or three placed around the Village for residents to fill with flood damaged items. With rummage sales this coming weekend, the board would like to have as much of the flood debris picked up as possible. The dumpsters will be placed at the end of Sunset Ave and in the Church of Christ parking lot. Motion by N. Conaway, 2nd by D. Harnack to go with John’s Disposal and get at least two 40-yard dumpsters, with the option of a third, for emergency use due to the historic flooding. Motion carried unanimously. 4. Removal of branches, field residue – how the Village can assist with this: Mike and David can pick up the branches and field residue that was left by the flooding. Residents can rake it to the curb, and they will pick it up with the loader. Residents need to understand that with the soft ground, if they have to go into the yard to pick it up they will leave ruts that the resident will be responsible for fixing. 5. Other ways the Village/Rock County Emergency Management can assist residents at this time: Officer Lomax noted we need more barricades, high water signs, and sandbags. Having more barricades and high- water signs will help to get the streets closed down faster. J. Thomson noted there are clean-up kits that can be picked up at the Orfordville Fire Department. N. Conaway asked if the village could provide residents with plugs that could be put in basement drains to keep the sewer from backing up. It was also asked if there would be FEMA money. That is unknown at this time. 6. Assessment and reporting of flood damage to the county: J. Thomson is waiting to hear from the county. They were in town to evaluate damage on Sunday, but a lot of people would not answer their door to talk to them. Residents with damage need to call 211 to report it. 7. Authorize discussions with Batterman Engineering to discuss recommendations for long-term solutions for flooding for May Board Meeting: J. Thomson put together a list of places in the Village that flooded. There needs to be retention ponds to help slow the water down. They would like to look at putting a big retention pond on the Fuller property. The cutout on Haberdale Drive also needs work and possibly a bigger culvert on Janesville Street. The ditch at the end of Sunset Avenue needs to be cleaned out. There needs to be a plan for runoff issues. It was asked if the county could do anything about it, or possibly the DNR. J. Thomson noted we could use eminent domain to take land to help divert water. Motion by N. Conaway, 2nd by J. Thomson to authorize discussion with Batterman Engineering to develop a plan. Motion carried unanimously. 8. ADJOURNMENT: Motion by R. Nath, 2nd by N. Conaway to adjourn. Meeting adjourned at 6:46 pm. Submitted by: Stacy Neal Village Clerk/Treasurer
