Discuss and act on health department 2026 budget: Michelle described the process of preparing 2026 budget, including how changes at the federal level are trickling down to the local level and the power of partnerships that have been created over the past five years. Michelle reviewed funding coming in for fees for services (ex. nail care, water test, immunizations), grant funding (pg. 3 of budget), and that the agent program that is a self - sustained funding source not included on the budget for discussion. The draft budget was reviewed line by line with comparisons from 2025 through 2026 proposed. The first large clinic will be the Senior Health Fair on October 17 at MASH. The office will be closed that day until 2:30PM. We would like to thank her for her service! • AEDs have been ordered through the awarded $5000 Enbridge grant and Fire Association. There were a couple bumps (new vendor, unlicensed vendor), but she responded with both timely and competent service. Exemplary work! • Michelle reviewed events that have taken place over the past couple months – including Fair Before the Fair, National Night Out, and community health fairs. Kudos to Rhianna Schmidt for her time and energy to make National Night Out a success. We will continue to review requests prior to commitment until we understand funding and priorities for outreach through the end of the year. • Melissa reviewed the status of grant funding summary document that was included in the program packet, providing updates on the pending funding requests that were denied. A revised copy will be included in the follow up. • Michelle expressed gratitude to the Board of Health and her ‘rockstar’ staff for their support to allow her to focus on helping her family during this difficult time. An article re: the changes in fees including the popular nail care program. Negative responses were limited and resolved, including ADRC staff at meal sites during the next month to answer questions. Michelle shared discussions that have been taking place in the State and with other health officers. Continued concern over whether there will be other grants that will be impacted in the future, including consolidated contracts. It is unclear how this will affect busy immunization times in fall, including the immunization programs for youth (the adult’s program was discontinued). Michelle also shared that we have received notice that we may be losing preparedness dollars with this grant cycle ending in June which supports staff, outreach, planning, sheltering, equipment, and other emergency response services. • Advocacy discussions with local and state policy makers over the past few months regarding the importance of public health and what it means for the community if it is not present. • Met with Aspirus on communicable disease processes and procedures, health department’s role, and answered questions. Another meeting with Aspirus ER will be scheduled in the future to ensure consistency in procedures. • Packets have been sent to Plain Communities to highlight information on rising measles cases and information on the department services. • DATCP fees will not be increased this year, so we will not increase our fees until next year. Michelle shared that June 19 th will be the next Taylor County Health Fair with Feed My People at St. Paul’s Church. • Michelle shared that the department was asked to support in the grant writing to establish a broadband coalition to increase awareness and utilization of existing and understand the need for new services. Miscellaneous topics/items to discuss or update on: Lynn recognized Michelle for her 5 years of service to the County with a certificate and kudos. Michelle shared how she arrived at the department and how it aligned with where she is today in her current role. Approval of Agenda: Diane moved to approve the agenda with eleven items with a revision to the meeting minutes dates; Lynn seconded. Motion Carried. Public Comment: N/A Correspondence: A thank you letter was received from Rep. Karen Hurd following an office hours discussion with Melissa and Michelle. We stressed the importance of our programs, services, and need to invest in prevention. Discussing and act on Fee Schedule Changes: Michelle reviewed the proposed changes to the fee schedule, which was distributed prior to and at the meeting. The cost of supplies and hourly wage of nurses was increased to $35 (from $20), an increase in mileage fees to $5 and $10. The plan is to do an educational campaign on the changes to explain increase through media and in partnership with the ADRC of Taylor County. Ear flushes are also increasing to $40. Water testing was increased due to the need for follow -up from our department, and changes in testing fees through partners in the City of Medford. We also added a fee for shipping fees for all lab tests to send to those who request them vs picking them up. Suggested donations remain at $5 for immunizations, screenings, blood pressure checks, and ear checks only. Tips are also not allowed directly to individual staff, and all donations are put in a separate line and tracked by our Finance Administrator. Requested to follow up with regular data sharing on if these increases Motion to approve the new TCHD service fee schedule increase made by Ronette, seconded by Karen. Motion carried. Michelle reviewed the changes to the DATCP fees due to increases at a state level. The fees will be changing in 2026, and the % that we have to give back to the state on a reimbursement schedule. Currently 12% goes back to the state, and local entities keep the remainder. In 2026, it will go to 13%. By 2028, it will reach 15%. For the calendar year 2025, fees collected will sustain the program. Discussion on if locally we increase the fees to 15% earlier to alleviate the need to continue to increase them on an annual basis. Michelle proposed that the committee approves the increase to 15% based on the outcome of the statewide DATCP meeting proposal being approved at an upcoming meeting which takes place prior to the May 7th BOH meeting. Motion to approve the DATCP fee increase to 15% contingent on the outcome of the upcoming statewide DATCP proposed fee schedule meeting was made by Karen, seconded by Ronette. Motion carried. Follow up discussion on different license types and the associated fees. Highlights from Health Officer Report & Other Departmental Updates: Michelle provided an overview of what was included in the report provided, including staffing updates with MRC assistance, Operations Conference overview, statewide conference presentations, and other ongoing initiatives (coalitions, outreach, and awareness building). Michelle updated that we will no longer be participating in the bi -monthly tri-county outreach event in Abbotsford at St. Bernards due to the failure to capture Taylor County residents. In June, in partnership with St. Paul’s Church, we will host a similar event to see if the response is more positive for these programs and services. If this is successful, we will look at hosting an event in Gilman at another church which is also part of the Feed My People program. There was a records request sent to Jim Metz for initiatives that support DEI (diversity, equity, and inclusion), which may require staff to invest time into providing a summary of all grants and other funding that went to support DEI. Wisconsin Counties Association has been taking the lead on what our response should be to the request from the state committee who put out the request. ➢ Capacity Building, Trainings, & Conferences – Reminder that any Board of Health members who are interested in attending the Wisconsin Public Health Association (WPHA) Conference May 20-22 in Milwaukee to let Michelle know ASAP. We are also actively working with these establishments who don’t have AEDs to try and help find funding to help get units into their businesses. Our vending machine has been given permission to move the existing machine at the courthouse to the Gilman Fire Station. This extends access to the western part of Taylor County and will also be available 24/7. There will be a new outdoor machine installed at the Taylor County Courthouse outside of the jail/dispatch to in turn have an additional machine available 24/7. If future funds and interest in Rib Lake would be the next target location if possible. We are revisiting the discussion with key stakeholders regarding safe and secure medication and sharps disposal of Taylor County Residents. The process has become more streamlined but does require the Sheriff’s approval to continue moving forward. More information to come in future meetings. d. We continue to offer vaccines with all in home nail care and senior site locations. f. Communicable Disease: Over the last month Taylor County has seen an uptick in Pertussis and Mumps. This in turn has created extra hours of work for tracing close contacts and checking vaccine status. Mumps exposure has affected many families in the western part of the county. The one group this could potentially affect is the tourist rooming house fees. b. Lead Testing – With the increase of communicable disease our promotion has slowed down. We are actively planning a springtime push with our partners in childcare and school - based settings to reach our target population. We have two funding sources to help support this initiative and staff training time for lead assessors. Currently, we are reevaluating a plan before purchasing another kit due to them expiring multiple times before being able to use.
