VILLAGE OF FOOTVILLE PLANNING COMMISSION MEETING TUESDAY, MARCH 31, 2026 MINUTES 1. The Village of Footville Planning Commission Meeting was called to order at 6:15 pm by acting Chairman John Thomson. 2. Committee members present: John Thomson, Joe Schwengels and Nathanial Francis. Also present: Jason Dupuis, Rachael Lindemann, Coye Harrett, Finn Rowe, and Bob Selck. 3. Application to amend Conditional Use Permit – Rachael Lindemann, 115 W Centre Street: Jason Dupuis from Batterman Engineering explained their recommendation is to keep the previous conditions and allow for the additional use as a residence. The current secondary structure on the property is nonconforming with the rear yard setback requirements . C1 zoning does allow for nonconforming setbacks. The recommendation is to give a variance for the rear yard setback to be nonconforming. Motion by J. Schwengels, 2nd by N. Francis to approve with the variance, the Conditional Use Permit for 115 W Centre Street. Motion carried 2 -0-1. J. Thomson abstained. 4. Review status of properties previously notified via clean -up letters and discuss actions the Footville Police Department will take regarding these properties: A couple of properties have started to make some progress with cleaning up. Officers will stop at residences that have received letter s and find out what their intent is for cleaning up the property. 5. DISCUSSION ON OTHER MATTERS NOT PROPOSED FOR ACTION: Coye Harrett, owner of Akey Manufacturing, was present and gave the committee an update on his business and plans for expansion in the near future. He has added 10 – 12 employees and is planning to start running a second shift in the next couple of months. He will be looking to expand the building soon as they are running out of space. The business is in the new TID and there may be options for the Village to use some of the TID money to help with the expansion. He would need to update his Conditional Use Permit which would include submitting a site plan and having Batterman give their recommendations. Coye will present his plan for expansion to the board at Thursday night’s meeting. Bob Selck stated he would like to see more commercial property in the Village. Bob has also talked to builders that are interested in developing the new subdivision. He will bring their information to the board on Thursday night. 6. SET DATE OF NEXT MEETING: The next meeting date is to be determined. 7. ADJOURNMENT: Motion to adjourn the meeting by N. Francis, 2 nd by J. Thomson. Meeting adjourned at 7:12 pm.
