ECONOMIC DEVELOPMENT COMMITTEE MEETING
MONDAY, FEBRUARY 23, 2026
MINUTES
1. The February 23, 2026, meeting of the Economic Development Committee was called to
order at 6:00 pm by Chairman Bob Selck. Committee members present: Bob Selck,
Danielle Harnack, Brian Givens, Jeanne Wilson, Mae Cowan, Charles Duncan, and Dick
Laws. Also present: Steve Haberman, Troy Suer, Julia Engler, Roland Nath, and Tom Popp.
2. Discussion on plans for the new park restrooms, layout, and location: The committee
voted to have C. Duncan get quotes on his plans for the 3 stall bathrooms with a concession
stand and utility room. There was a discussion on having the concession in the new building
or waiting to put it in the new grandstand. It would be approximately $50,000 more if we
wait. So to be cost-effective it was decided to put it in the new building. There will be a
men’s room with urinal, women’s room and family bathroom with a baby changing pull
down table. They will all be ADA compliant along with large sidewalks.
The budgeted money offered by the board was $50,000 and an additional $12,500 for the
grant. We did not get the grant, so it will be funded from the $62,500 offered. D. Harnack will
ask the board for the additional money needed to make it a three-restroom structure
instead of two. The committee does not want to downsize when they are trying to get more
events at the park. Troy Suer believes the project can be started in the late spring and
finished by early summer.
There was ongoing discussion on location of the bathrooms. Three locations were talked
about. Troy Suer believes the area of the stone pavilion is the best location. The committee
discussed taking it down but re-using the stones for possibly a gazebo or adding it on to the
bathroom area for a sitting and eating area. The water will flow better in that area, and it will
give a lot of room for adding on. This will go to the Village Board for approval.
3. Update on ball diamond upgrade: B. Givens received a quote from Popp Inc. to upgrade
the ball diamond. Using the money the Village has offered, with approximately $6,000
additional dollars, we could add the arch to the outer diamond. This is a very big plus for the
ball players. The Parks Committee will bring the quotes to the board meeting and ask for
additional money to complete the project.
4. Plans for taking over the Viking Youth Concession stand by the non-profit: The non-
profit will be taking over the Viking Youth concession stand this year. It will be a trial. We are
trying to work together to make summer ball more successful and bring in more teams.
5. Chuck Duncan will discuss quotes for the removal of the grandstand: C. Duncan had 2
quotes for the grandstand removal. This is just to give an idea for future projects. The first
quote was $18,500 and the second quote was $11,500. The fire department has also
offered their help if needed.
6. Discuss removing inactive Economic Development Committee members and adding
members to the Economic Development Committee and the non-profit committee: The
Economic Development Committee will be putting a few people on the inactive list just until
they want to become active again - Douglas Reith, Taron Kobs and Brian Givens. There are
two additions to the non-profit – Mae Cowan and Jeanne Wilson. If anyone else is
interested, please let the committee or the Village Office know.
7. Discuss the 100-year Park celebration for next year – Parks & Recreation Committee,
non-profit and Economic Development Committee: The non-profit, Parks & Recreation
Committee and the Economic Development Committee will be working on a 100-year
celebration for 2027.
8. Discuss contractors for the new subdivision: Nine contractors have contacted Bob Selck
concerning the subdivision. B. Selck, C. Duncan, and C. Hagmann will bring their opinions
to the board for approval.
9. Discuss developing a 3-year plan for the renovation of the Park: There is a 3-year plan:
2026: Build new bathrooms and update the ball diamond
2027: Fundraisers and 100-year anniversary
2028: Tear down the grandstand and rebuild with the TID funds.
10. DISCUSSION, IDEAS, OR CONCERNS FROM COMMITTEE MEMBERS: R. Nath is not
happy that the bathrooms or the infield is not completed. The committee will be working to
have it done in spring and early summer.
11. SET FUTURE MEETING DATE: The next meeting date is to be determined.
12. ADJOURNMENT: Motion by D. Laws, 2nd by B. Givens to adjourn. Meeting adjourned at 7:52
pm.
