VILLAGE OF FOOTVILLE POLICE AND FIRE DEPARTMENT COMMITTEE TUESDAY, JANUARY 14, 2026 MEETING MINUTES A Meeting for the Police and Fire Department Committee for the Village of Footville was called to order at 5:00 pm, by Chairperson Nichole Conaway. Committee members present: John Thomson, Nate Beal, David Wells Also present: Officer Robert Shrock, Rich Woodstock, and Randi Mielke REVIEW OF FIRE DEPARTMENT RESPONSE LETTER REGARDING PSC REGULATIONS AND REPORTING: John Thomson addressed that there are three specific items from the letter which require action. Item 1 – Following a recommendation from Nate Beal, the hydrant located on the west side of the Fire Station is slated for decommissioning and capping. This project requires a temporary shutdown of the water tower and is best suited for completion during the summer months. This item will be placed on the April Board meeting agenda for formal approval and scheduling. Item 2 – The committee addressed concerns regarding the requirement for Village staff to be present during hydrant flushing. It was determined that for both emergency responses and scheduled training, the Fire Department will notify Village employees of the activity. To track usage without a dedicated village employee on-site, any consumption exceeding the established daily average read by Village employees will be calculated and recorded for billing purposes. Item 3 – The committee discussed reporting requirements for the fire department’s interior water meter. While a radio-read upgrade was considered, it was deferred due to cost. Instead, the fire department will submit quarterly electronic reports broken down by month. To streamline administration, a PDF report will be emailed to the Village office if usage is recorded; if usage remains at zero for the entire quarter, a simple email notification will suffice. This quarterly electronic format was adopted to reduce physical filing space and avoid the inefficiency of monthly reporting during periods of inactivity. REVIEW OF VILLAGE BOARD LETTER TO FIRE COMMISSION REGARDING PROPOSED MERGER : The committee confirmed that the letter had been received by those present and that there were no questions prior to the Fire Commission meeting scheduled for January 21 st. ADJOURNMENT: 5:35pm – Motion by David Wells, Seconded by John Thomson Submitted by: Nichole Conaway Health and Human Resources Chairperson APPROVED
