VILLAGE OF FOOTVILLE PLANNING COMMISSION MEETING TUESDAY, NOVEMBER 25, 2025 MINUTES 1. The Village of Footville Planning Commission meeting was called to order by chairperson Sandy Baertschi at 6:04 pm. 2. Planning Commission members present: Sandy Baertschi, Marilyn Runaas, and John Thomson. Also present: Kathleen Schweder, William Schweder and Jeff Garde. 3. Review an application for a minor land division in Plymouth Township. The proposal is splitting off farmland from the existing house and buildings. This is extra-territorial for the Village of Footville: Jeff Garde from Combs & Associates was present to explain the land division application. The house, buildings and 5.2 acres will be split from the farmland. This application has been approved by the township and the county. Motion by J. Thomson, 2nd by S. Baertschi to recommend to the board the approval of the extra-territorial land division. 4. Identify residential properties requiring clean-up: A property on Galena Rd was identified as having junk and debris in the yard that needs to be cleaned up. A property on Railroad Street is running a business out of the garage without a Conditional Use Permit. The property owners will be sent letters regarding these issues. 5. Review status of properties previously notified via clean-up letters and determine further actions: The Village DPW employees will speak with the property owner on Janesville Street that has septic issues. The Village will have police officers starting in the next couple of months. They will enforce the ordinance violations at the properties on Edward Street that have not complied with letters the Village has been sending regarding their ordinance violations. Corey Mielke has finished his building. Next spring he will finish grading and seeding the lot. 6. Parking on Janesville Place/No Parking on Veteran’s Park lawn: There are more No Parking signs to be put up. Reflective stakes for snow plowing will also be put up to keep people from parking on the grass. 7. DISCUSSION ON OTHER MATTERS NOT PROPOSED FOR ACTION: The Planning Commission will need to talk about requirements for the new subdivision and will meet with members of the Economic Development Committee to discuss ideas. 8. SET DATE OF NEXT MEETING: The next meeting will be January 13, 2026. 9. ADJOURNMENT: Motion by M. Runaas, 2nd by J. Thomson to adjourn the meeting. Meeting adjourned at 6:54 pm.
