VILLAGE OF FOOTVILLE ECONOMIC DEVELOPMENT COMMITTEE MEETING TUESDAY, DECEMBER 2, 2025 MINUTES 1. The Economic Development Committee meeting was called to order at 6 pm by Chairperson Robert Selck. Committee members present: Robert Selck, Danielle Harnack, Brian Givens, Chuck Hagmann. Jeanne Wilson arrived at 6:27 pm. Also present: Sandy Baertschi, David Wells, Steve Sagen. 2. Discuss plans for the new park buildings and layouts: Bob read a proposal from Angus- Young Associates for $5570.00 for the Footville Village Park. Scope of park agreement – Batterman Engineering doing structural engineering. Committee agreed to decline the offer of Angus-Young but thanked them for their offer. Motion by D. Harnack, 2nd by Chuck Hagmann to decline the proposal from Angus-Young Architects/Engineers for $5570. Motion carried 4-0. 3. Discuss plans and quotes for the ball diamond upgrade: Brian reviewed KEI proposal to renovate the ball diamond and field at the Village Park. Good version: $13,857. Better version: $16,578 + Good version = $30,435. Best version: $32,715 + Good & Better versions = $63,150. Discussion followed regarding fund raisers for paying for diamond, field and grooming equipment. Steve Sagen provided experience and guidance for equipment and field maintenance – weed/feed/controls, liquid and granular applications. KEI fertilizer plan proposal = $2,335. 4. Discuss quote from Bjoin for removal of the grandstand: Tabled 5. Ideas for next year’s Non-Profit Parks Fundraiser/Parks Committee Fundraiser and what should be purchased: Meat raffles, arts and craft fairs, live music with food and drinks. Funding for pickle ball courts, ball diamond and rest room renovations, fencing on east side of park – 4-foot chain link with top cover; look up bathroom/concession plans online. 6. Further discussion on ideas and rules for the possible new subdivision. Set parameters for house size: 1400 square foot houses, .3 acre lots, 22 lots/houses max, walking path on the west boundary, retaining wall above north ball field, paved driveways, no sidewalk, attached two car garage (behind house if needed). 7. Discuss Request For Proposal for contractors: Danielle to take ideas to board at the December 4th regular board meeting. 8. Discussion, ideas, or concerns from Committee Members: New fence – east side of park – Chuck Hagmann. Park is looking very good lately – lights, grass, etc. -Sandy Baertschi. Brian – none. David – none. Steve – none. Jeanne – none. Danielle – American Legion Hall this weekend – Christmas in Footville, kids program, Christmas decorating, tree lighting at Veteran’s Park. Bob – grant applications, blueprints for bathrooms, fundraiser ideas for non- profit, proposals to board. 9. SET FUTURE MEETING DATE: The next meeting will be January 6, 2026, at 6:00 pm. 10.
