finalized at the next meeting.
b. With no new loans, NWRPC staff are monitoring the active loans.
• Approval of assignment of CDBG mortgages from TCHA to Taylor County,
totaling $750.00: There are 21 mortgages with TCHA listed as the mortgagee,
that should have Taylor County listed. NWRPC will prepare the paperwork that
Chuck Webster will need to sign and then have the Register o f Deeds file the
paperwork. Motion by Mann, seconded by Swiantek, to approve paying for the
re-assignment of the 21 mortgages to Taylor County. Motion carried.
• Cancellation of HOME/HCRI contract awards: As of October 31 st, all grant
money is rescinded and approved by the state.

municipalities, etc.) are collected by intercepting the debtor's state tax refunds.
There are some small and occasional deposits received into the TCHA HOME and
HCRI accounts where rent assistance or help with a security deposit was provided
and repayment was not made. No action taken.
• Rental unit WHEDA grant project: The masonry work is the only outstandin g
work to be completed with the WHEDA grant money and it cannot be done until

house: Johnson will be waiting to hear back from WHEDA to see if we are able to sell the
house. Farrand will work with Corporation Counsel as well. No action taken.
Northwest Regional Planning Commission update: Johnson provided the update:
• Update on CDBG loan files: there are 147 active files, and a spreadsheet was
created so insurance and taxes can easily be tracked. There are 27 loans that
have Taylor County Housing Authority as the lien holder instead of Taylor County.
There are 39 loans that have a different amount on the AR report than on the
mortgage, so there is still some clean-up to do.
• CDBG RLF closure announcement by DOA -DECHR: As of September 30, 2025,
there are no more local funds. All should be referred to NWRPC as they have $2
Million of regional CDBG funds for the 10 county region.
• Administrative costs to reconcile CDBG loan program: Johnson will be
sending an invoice for the work that has been done to date on the CDBG loans in
the amount of $4560.56 as previously approved.
• Update on HOME/HCRI and rental unit: there are 178 open HOME,
HOMEBUYER and HCRI loans. They have not created a spreadsheet for these
yet. Johnson has estimated that it will cost $5000 - $6000 to create it. Motion by
Carbaugh, seconded by Mann, to approve Northwest Regional Planning build the
spreadsheet at a cost of approximately $4500-$6000. Motion carried.
• Estimated costs to turn over HOME/HCRI program to NWAH: In order to
assign all of the open HOME, HOMEBUYER and HCRI loans to NWAH, there will
be a $30.00 filing fee for each, or $5340 total. It will also cost about $250 per
loan, up front to administer them for the next 30 years. Once the spreadsheet is
completed we will have a better idea of the final cost, but it is approximately
$50,000 for NWAH to take over the administration of all the loans. Johnson also
stated that they are still waiting for an answer to the letter sent to the state in
August.

Swiantek and Lisa Carbaugh are the signers on all accounts. Motion by Swiantek,
seconded by Tomandl, to approve. Motion carried.
Updates to CDBG housing program administration: Sheldon provided details on some CDBG
loan related issues.
• In 2023, one client applied for a new loan, which prompted a title search and
home inspection. However, these services were neither paid for nor secured with
a lien. TCHA may be responsible for that $550.00.
• In 2023, a loan was approved with CDBG and HOME dollars, but the project is
ineligible. This is still under investigation and all work has been stopped.
• Sheldon received a call from the inspector, he did inspections on four properties,
but none of the projects were approved. Sheldon is working through all of these.
One is actually Village of Rib Lake and one is Jump River, so he will see if they will
take them on. One has a leaking roof, so it may fall under the emergency clause.
• All mortgages in excess of 30 years need to have extensions filed with the
Register of Deeds. There are currently 19 that are in excess of 30 years and 59
coming to 30 -year mark in the next 10 years. The state is currently trying to
figure out a plan to cover these with CDBG money, but this was not a provision
until he brought it up with them.
• Sheldon requested bank statements and check copies for the CDBG account for
2024 and 2025 so all can get current as it appears that some clients have been
making payments and they were not recorded. Carbaugh to get us the account
statements and check copies.
Updates to Homebuyer & Housing Rehabilitation (HHR) and Housing Cost Reduction
Initiative (HCRI) Programs: Sheldon provided details on these programs:
• There was an inspe ction completed, (Housing Quality Standards Assessment -
HQS) for a down payment program and the applicant was over income, so it was
ineligible. The inspector would like to be paid the $500.00 he is owed. Motion
by Swiantek, seconded by Mann, to pay the HQS Homebuyer inspection
performed on May 19, 2025. Motion carried. This will be paid from the TCHA
Administration account.
• Johnson has asked for account statements as well as check copies for 2024 and
2025, so NWRPC can rebuild these accounts.
• There were several loans that were applied for that never became a project.
• There will also be the same issue with these loans reaching 30 years and needing
mortgage extensions, approximately 110 between the two programs.
• In order for Northwest Affordable Housing, a subsidiary of NWRPC, to take over
administration of these two programs, we will need to file an assignment of
mortgage for each, assigning them to Northwest Affordable Housing at a cost of
$30.00 each for the filing fee with the Register of Deeds. TCHA w ill also need to
pay Northwest Affordable Housing a lump sum to maintain the files for
approximately 20 more years. That amount is yet to be determined at this time.
There was no action taken.
Discussion and possible action to formally request DEHCR to terminate HOME Homebuyer
and Homeowner Rehabilitation (HHR) awards 25 -14 and 24 -14 and Housing Cost
Reduction Initiative (HCRI) awards 25 -22 and 23 -22: Through the Division of Energy,
Housing and Community Resources ( DEHCR), we have these four active gran ts with no activity.
We could return this money to the state. Motion by Carbaugh, seconded by Swiantek, to
approve the return of the HOME Homebuyer and Homeowner Rehabilitation (HHR) awards 25 -
14 and 24-14 and Housing Cost Reduction Initiative (HCRI) awards 25-22 and 23-22 to the state.
Motion carried. A letter was drafted and signed by Chuck Webster to initiate the return.
Taylor County Housing Authority rental house discussion and possible action to sell the
house: Webster asked Sheldon if NWRPC is interested in the rental property and Johnson
stated that NWRPC does not want to be a landlord. There was discussion about tax and
insurance payments, Farrand to research. There was discussion about the WHEDA grant
received and finishing the masonry work to eliminate the leak in the basement. Motion by
Carbaugh, seconded by Tomandl, to go ahead with the masonry work. Motion carried. Further
discussion will need to take place regarding the WHEDA grant and any restrictions. Johnson to
coordinate with Farrand.
Discussion and possible action regarding program administration fee for HHR and HCRI
existing mortgage management, payoff requests, and other administrative requirements:
Johnson stated that they are not ready to discuss cost to administer at this point as there is too
much work to be done to rebuild the accounts. Farrand has offered to assist with that as much
as possible. Johnson and Farrand will coordinate efforts.
Other updates: Farrand had several questions for Johnson regarding mail and w hat to send to
NWRPC that were clarified. Farrand will also deposit the money received from the tenant at the
rental upon receipt into the account for the rental.
