Tonnages & Expenses through September 2025: Tons: Report was reviewed through September 2025 vs. 2024 comparison. Most of the towns show a decrease in volumes, with just a few going up. The towns present feel they are getting the same amount of recyclables coming in. All towns have new containers placed from GFL. They seem to be a bit smaller than the previous containers. Expenses: Administrator reported expenses to date are $ 52,725. The current balance available is $ 55,709. It is anticipated there will be an additional $ 9400 of expenses before Year-End. An estimated balance forward to 2026 is around $46,000. Clean Sweep: The Clean Sweep collection was conducted on June 12 in Medford. There were 138 participants. Collected was 7606 pounds of hazardous waste from residences, 1500 pounds from small businesses, 1894 fluorescent tubes along with 208 pounds of batteries. Most of the participants learn of the collection newspaper and the posters & flyers that are distributed. There were 37 participants who had never been to a Clean Sweep before. Tire collection: The 2025 tire collection was conducted in August at 3 different sites. There was a total of 81 participants with 1415 tires collected, plus tubes. There were 6 towns that brought in tires from road ditches . Bee Line picked up 36.36 tons of tires, which included tires from the Highway Dept. Highway will reimburse their charges back to the Recycling Authority. Melvin Company tires were also picked up and will reimburse the cost back to the Recycling Authority. Summaries were reviewed for number of tires collected by site, by town, number of participants and expenses/revenues. All towns provided a worker for the collection and Bee Line picked up the tires without delay from the sites. Total expenses for the tire collection were $11,221.20 with revenue reimbursements of $10,604. Some of the advertising was paid by the Solid Waste budget as the collection is offered county-wide to residents. When comparing only the tires picked up bill vs. the dollars collected, we were $264 ahead which will go towards advertising. Cooperative Agreement s: We were recently informed the Village of Rib Lake wants to withdraw from the Joint Rib Lake Commission and do curbside pickup. The Towns of Greenwood and Rib Lake are discussin g their options. There are no agreements to sign at this time, but regardless of the outcome, it appears all 3 municipalities still want to remain part of the Recycling Authority with a Cooperative Agreement. The base 1999 grant dollar amount will need to be determined in order to distribute funds separately in the future. Motion by Randy Mayer and seconded by Kim Meyer, to work with the municipalities to obtain the required agreements whether it be two or three. Motion carried. The agreements allow parties involved to obtain more grant dollars rather than if submitted separately. The Recycling Office prepares all the grant applications and does annual reports based on each entity’s expenses and tonnages. Molitor request to Join : The Town of Molitor may be interested in joining the Recycling Authority. They currently have a contract with Waste Management that does not expire until July 2027. The ir curbside collection is becoming quite expensive and they would like to switch to containers. We will exchange information over the next several months and will discuss again at a future Recycling Authority meeting. Recycling Rule Revision : The DNR has revised the administrative code for Responsible Units effective recycling programs. The rule revisions took effect July 1, 2025. Some of the changes required are education, collection requirements, ordinance modifications for multi -family, non- residential, and tenant notification requirements. All responsible units are required to update their recycling ordinance. Taylor County’s last update was in 2004. Other Business: a) 202 6 grant was submitted to the DNR by the October 1st deadline. The application is requesting close to the same funds as prior years . The grant included the Joint Rib Lake Commission as it had previously. b) 2026 recycling brochures will be prepared with updated report cards and distributed with tax bills. Any site changes were reviewed. The next meeting will be held on May 19, 2026, hosted by the Town of Taft at 6:00 PM. Motion by Joe Zenner and seconded by Randy Mayer , to adjourn the meeting at 6:50 PM. In discussing dates, prices, size of tires, advertising, workers, etc., it was decided to collect on August 9 in Medford and Gilman and on August 16 in Holway from 8 AM to Noon at each site. Each town will provide a worker to help with the collection. If there is a “no show” the town will be charged $100. Municipalities in the Recycling Authority will be allowed 10 free tires from road ditches. The tire prices and sizes will be: up to 22” (car/SUV/pick -up) is $5/tire; 23” to 24” (includes semi) is $20/tire; 24” to 30” (tractor) is $25/tire; and over 30” (oversized, end loader, skidder, etc.) is $60/tire. Advertising will be conducted the same as last year. After discussion, motion by Joe Zenner and seconded by Debbie Fuchs, to proceed with tire collections as discussed, which is basically the same as in 2024. Motion carried. Other Business: Some towns have received new containers at their sites and briefly commented on issues they’ve had.
