Bike trail update and public input: Jorgen Hamann was in attendance, Svejda stated that he and Hamann had walked the campus trail and the proposed single -track trail would not be invasive to the walking trails. Several members of the public spoke, and they were opposed to the addition of the mountain bike trail for various reasons, including destroying the wildflowers, ruining the quiet and not being compatible with walkers. Hamman addressed the concerns and said the purpose of the trail is to introduce the community to single track mountain biking. The trail is designed to be fun, so people don’t venture off it. There was a person that spoke in favor of the trail, stating that it is 45 minutes to the nearest one, so this is a great way to have people, especially young people, get some exposure to mountain biking locally. No action was taken. Hamm radio lease agreement: Svejda stated that there is not currently a lease agreement with the amateur radio group and Corporation Counsel agreed we should have at least one MOU in place. Lynn Kreyer was on hand from the Hamm radio group and stated that they had an agreement with Sheriff Daniels years ago. Emergency Management stressed the urgency in getting this done. Motion by Carbaugh, seconded by Floyd, to have Corporation Counsel create a MOU/lease agreement. Motion carried. Tower Management: Svejda mentioned that the 5 -year contract with Begley Wireless will expire in December. No action taken. Carmen Merrell is interested in parking her food truck at Sackett’s Lake and she is looking for any necessary permits or permission to do so. Since she would be responsible for any permits she may need, the county would only require proof of insurance. Floyd also stated that they would be expected to ensure that the garbage is taken care of. Motion by Floyd, seconded by Carbaugh, to allow the food truck at Sackett Lake. Motion carried. Bike trails on county properties: Jorgen Hamann was in attendance and made a presentation to the committee on his proposed single track bike trails at the Campus Trail and at the Perkinstown Winter Sports Area. Svejda would like to walk the campus trail with him and get a better understanding of what he has in mind. Hamann would also make improvements to the existing double track trail. Svejda also stated we would need to draft an MOU (Memorandum of understanding) in order to proceed. Adding a trail to the Winter Sports Area will be more of a process, as Svejda will need to add this to its usage agreement with the Federal Government and get their approval before we can do anything else. All were in agreement to keep moving forward and re-visit it at the next meeting. No action was taken. Mechanical equipment replacement: Svejda stated that there is some aging equipment that will need to be replaced as it has exceeded its life expectancy. Instead of replacing these tanks, he received a proposal from Complete Control to remove the tanks, remove the boiler and install (3) 100-gallon hot water heaters, replace the mixing valves, among other things for $119,524.00. Although the concept was previously approved, it had never been implemented. With the Lead Technician retiring in a few months, Svejda felt now would be a good time to roll it out. He reached out to Marathon, Clark and Oneida counties and they have a similar plan, although some paid hourly and some were a fixed rate.
