No changes were made at this time. Sam Discussed purchasing of new and more efficient software programs. The current programs/software are almost 20 years old if not already. Bringing on new software will allow for better workflow etc. Sam discussed the possibility in years to come consideration of Health Insurance being offered through the Taylor County Housing Authority. Sam discussed loan request needed for Board Approval. The board decided at meeting that it would be good to table this till January 202 5. Sam will contact the client to notify them of this information. Tomandl made motion to table, seconded by Swiantek Sam discussed joining Indianhead Board, as low- income representative for Taylor County. Sam discussed attending/takeaway from attending WAHA Conference in Milwaukee. Sam updated the board on upcoming projects. Secretary: Jessica Mudgett JOINT EXECUTIVE COMMITTEE AND HOUSING AUTHORITY Monday, April 1, 2024 County Board Room Members Present: Jim Metz, Mike Bub, Scott Mildbrand, Chuck Webster, Sue Swiantek, Lisa Carbaugh, Joe Tomandl. Members Absent: Tammy Mann. Other Attendees: Nicole Hager, Courtney Graff, Jessica Mudgett, Larry Brandl, Brian Wilson - Star News and Andria Farrand. Call Meeting to Order: Metz called the meeting to order at 4:05 p.m. Approve Agenda: Motion by Bub, seconded by Mildbrand, to approve the agenda. Motion carried. Discuss continued partnership between the Housing Authority and Taylor County: Swiantek presented all the programs that the Taylor County Housing Authority offers to the residents of Taylor County. CDBG, HOME, H OMEBUYER, HCRI and POWTS. Each of the grants have specific eligibility requirements and offer different things to the residents. CDBG has emergency funds, HIME is similar, but no emergency money. Others offer foreclosure prevention. Mudgett provided a good overview of the activity of the programs for the past seven years, with the dollars granted by program as well as the number of projects by program, by year. The administration fee retained by the Housing Authority is 15% for CDBG, 10% for HOME and HOMEBUYER. HCRI is negligible. After much discussion, there was talk of CDBG transferring to Northwest Regional Planning Commission, (NWRPC) and the balance to remain with the Housing Authority. Mildbrand felt we could gain efficiency if we transfer CDBG to NWRPC. It was stated that only CDBG could transfer to NWRPC. There are still questions whether or not NWRPC could administer the HOME, HOMEBUYER and HCRI programs. The new person in the Housing Authority would work 32 hours a week, Mudgett currently works 40 hours. It was suggested by Bub that the new hire should work with the City of Medford and other municipalities to improve housing in Taylor County. Tomandl asked that they be allowed to continue for a few more years as is with the new hire. Graff suggested that the Housing Authority bring a resolution to the April County Board session. Motion by Tomandl to extend an offer to a candidate for new Executive Director position for 32 hours per week which will be Monday thru Thursday 8:00am till 4:30pm daily at a rate of pay being $27 per hour with 160 hours of PTO per year and if scheduled on a day the courthouse is closed for a holiday, it is a paid holiday for the candidate as well. Motion made by Mann to post Executive Director Position both in Star News and through WAHA with the position being 32 hours per week consisting of Monday through Thursday 8:00 am to 4:30 pm closing for a half hour lunch each day. Jessica will screen applicants initially and do the first round of interviews and will reach out to Sue and Lisa for 2 nd round of interviews before coming back to the board for final approval to hire.
