Dums explained that the last ortho -imagery was completed in 2020 and the county has been updating this every 5 years so 2025 would be a flight year. She informed the committee the plan was to do the same resolutions as in 2020, with higher quality photos in the City, Villages, and around some of the lakes. The total cost would be $111,084. Dums stated they applied for a new grant this year that, if approved, could cover the cost of completing the entire county under the higher resolution. The grant would cover all of the upgrading, including what they were already planning to do and bring the county’s cost down to $74,784. They have not heard back yet on whether or not they’ve been approved for the grant. Either way, they’d like to move forward with the project, using land information grant funds to cover the costs. Hansen made a motion, second by Suckow to move forward with the project. Motion carried. 7. Surveying charges for county departments. Meyer explained that he does surveying work for other departments within the county from time to time and wanted clarity on whether he should be charging for time & materials. There was a questionnaire done from other counties showing some of them charge other departments time and materials within the county and 5 responded they charge but didn’t specify a rate in the questionnaire. Meyer proposed charging for time and materials if total time spent was over half of a day. Thompson stated he believed all time should be charged to better track what those departments were having him do. A motion was made by Thompson, second by Hansen to charge hourly rate of time and materials. Suckow opposed. Motion carried. 8. Large Format Copier Charges. Dums explained the Land Information Department has a large format copier/printer that they charge the public for use. The last time the fees were updated was back in 2009. She stated a new machine was purchased a couple years ago and since 2009 the costs have gone up. She told the committee that in coming up with a new fee chart, they took into consideration all the costs for paper, ink, and maintenance as well as a plan to be able to replace the machine one day when necessary. A motion was made by Hansen, second by Thompson to approve the new proposed fee chart as presented. Motion carried. 9. Discuss new procedures to follow per Act 207. Holtz explained how Act 207 changed the process of selling In Rem properties including timelines and being able to give properties to the municipality. Minimum bids now need to be at least the assessed value. If they do not sell, then a second land sale can be done with lower starting bids or offered to the municipality. Olson asked if both sales could be the same day. Holtz responded no. Holtz also stated single family occupied properties now can be purchased back by the owner for the amount owed to the county. The WCA is working on an ordinance to propose they cannot purchase properties back with all the liens wiped clean. Holtz added that previously, the county had to hold onto any extra proceeds for 5 years. Under the new act, if she can’t find the owner to give the proceeds to, the county needs to hold them 1 year and then can start the process of moving the proceeds to the general account. Adams asked if these were federal or state mandates. Holtz replied these were state changes. 10. Set minimum bids for In Rem parcels. Holtz went through what was owed on each property and what the assessed values were. A motion was made by Suckow, second by Hansen to set minimum bids as assessed values. 11.
