Tonnages & Expenses through September 2024:
Tons: Report was reviewed through September 2024 vs. 2023 comparison. Most of the towns
increased in volume, with a few going down. Overall, we are up in volume by approx. 50,000
pounds compared to last year at the same time.
Expenses: Administrator reported expenses to date are $ 55,734. The current balance
available is $ 63,769. It is anticipated there will be an additional $ 9500 of expenses before
Year-End. An estimated balance forward to 2025 is around $54,000.
Clean Sweep: The 30th Clean Sweep collection was conducted on June 5 in Medford. There were 126
participants. Collected w as 7577 pounds of hazardous waste, 2833 fluorescent tubes along with 329
pounds of ballast, 155 pounds of batteries, and 153 gallons of waste oil. Statistics show weekend
events have a greater participation. There were 36 participants who had never been to a Clean Sweep
before.
Tire collection: The 2024 tire collection was conducted in August at 3 different sites. There was a
total of 106 participants with 1820 tires collected, plus tubes. There were 8 towns that brought in tires
from road ditches. Bee Line picked up 50.7 tons of tires, which included tires from the Highway Dept.
Highway will reimburse their charges back to the Recycling Authority. (Melvin Company did not have
tires for disposal this year. ) Summaries were reviewed for number of tires collected by site, by town,
number of participants and expenses/revenues. All towns provided a worker for the collection and
Bee Line picked up the tires without delay from the sites. Total expenses for the tire collection were
$15,139.18 with revenue re imbursements of $ 12,531.25. Some of the advertising was paid by the
Solid Waste budget as the collection is offered county-wide to residents. The remaining balance to be
made up by the Recycling Authority will be $479.18.
Cooperative Agreements: Cooperative agreements with Joint Rib Lake and with the City of Medford
were discussed. The agreements allow all parties involved to obtain more grant dollars rather than if
submitted separately. The Recycling Office prepares all the grant applications and does annual
reports based on each entity’s expenses and tonnages. The Joint Rib Lake group signs an agreement
annually and the City of Medford signs a 3-year agreement. Motion by Del Kroeplin and seconded by
Kim Meyer, to accept both agreements with stated term length. Motion carried.
Contract Bids: Recycling contract bid request was advertised in early September. There were 2 bids
received from GFL Environmental and Harter’s Disposal. After reviewing with the 3 -member mini-
committee it was most advantageous to pursue the bid from GFL. The base price starting 1 -1-2025
will be the same as the current price in 2024 with a 5% annual increase for a 5 - year term. A draft
Service Agreement was reviewed. In comparing the draft agreement with our current contract there
were a few minor areas we would like to be the same in the new agreement. Motion by Ron Sromek
and seconded by Mary E der, to accept the bid from GFL and sign the Service Agreement if the Terms
and Conditions can be mutually agreed upon. Motion carried. The Recycling office will continue to
work out the details with GFL.
Other Business: a) 202 5 grant was submitted to the DNR by the October 1st deadline. The
application is requesting close to the same funds as prior years . b) 2025 recycling brochures will be
prepared with updated report cards and distributed with tax bills. Any site changes were reviewed.
The next meeting will be held on May 20, 2025, hosted by the Town of Goodrich at 6:00 PM.
Motion by Ron Sromek and seconded by Joe Zenner, to adjourn the meeting at 6:47 PM. Motion
carried.

Tonnages/Expenses thru Year -End 2023 & Per Capita: A comparison of 2022 vs. 2023
pounds per capita was reviewed. The 2023 weights are up slightly. Year End 2023 indicates our
volume was 582 tons. All municipalities in the Recycling Authority met the DNR per capita
requirement of 83.7# per person; with the average being 129.5# per capita. Total expenses in
2023 were $62,820.24 with a balance of $63,028.29 carried forward to 2024.
Tonnages/Expenses for 2024 to date: So far in 2024, expenses are $21,184.26. The grant
dollars have been received of $88,460.50 which is $86.86 more than last year. The Recycling
Authority will receive approximately $43,800 of the grant dollars for operating this year. The
2024 weights through April are up approximately 8% compared to 2023.
Appliance & Electronic collections: The collections were held on Saturday, May 11 in Medford
and Gilman. There were 422 participants in Medford for the electronics with over 650
TVs/monitors collected. There were 65 participants in Gilman with over 150 screens collected.
We do not have the pounds of electronics at this time, but 3 semis were filled along with a few
items that had to be picked up later. The appliance collection in Medford had 208 vehicles with
281 appliances collected. In Gilman, there were 36 participants with 50 appliances collected.
Gilman had a low turnout compared to other years. The Administrator applied for an Electronics
Grant with the DNR, and the county was awarded a $5,000 grant to be used for electronic
expenses. We had great volunteers that helped with the collection.
The Hazardous Waste Clean Sweep will be on Wednesday, June 5 from 10 am to 2 pm. This
collection will be chemicals, pesticides, cleaners, oil base paint, stains, fluorescent tubes, etc. We
have distributed posters, flyers, and advertising has started.
Tire collection: Companies were contacted to obtain bids for doing a tire collection. Bee Line
bid is $275/ton (up $25/ton from last year), Liberty Tires never responded back, and Tire Express
was $250/ton plus fuel surcharges and would be hand loading. RA was not receptive to their
bid due to travel distance for picking up. Discussed were dates, prices, size of tires, advertising,
workers, etc. After discussion, motion by Randy Mayer and seconded by Kim Meyer, to go with
Bee Line bid for our collection. The collection dates will be August 10 at the Medford and
Gilman Highway Shops and on August 17 at the Town of Holway site. The tire prices will
increase and sizes will be: up to 22” (car/SUV/pick -up) is $5/tire; 23” to 24” (includes semi) is
$20/tire; 24” to 30” (tractor) is $25/tire; and over 30” (oversized, end loader, skidder, etc.) is
$60/tire. Towns will be allowed some free tires if picked out of road ditches, collection hours will
be from 8 AM to Noon, and towns will be charged $100 for No Show workers. Advertising and
costs were reviewed and it was decided to advertise in the paper, Facebook, county website,
Chamber and distribute flyers and posters. No radio advertising this year. Motion carried.
Recycling Contract: Our current recycling contract with GFL will expire at the end of this year.
The Recycling Dept will be seeking bids mid -September. A range of 2 years to 5 years will be
requested. A subcommittee was set up consisting of Dan Hoffman, Randy Mayer and Amber
Larson to review the bids along with Kyle Noonan and Michelle Grimm. A proposal will be
presented at the October meeting for the Recycling Authority to take action.
Other Business: a) any towns need changes in number of containers; b) report of garbage in
recycling container.
The next scheduled meeting will be on October 15, 2024, hosted by Town of Ford at 6:00 PM.
Motion by Amber Larson to adjourn the meeting at 7:16 PM, seconded by Jon Rief. Motion
carried.
