Maintenance: Septic - Administrator reported there were 817 septic tank notices sent out this
spring due back by mid-August. In August, there were 194 second notices sent that were due by
October. Recently, there were 11 c itations issued for lack of septic maintenance for properties
that did not pump or contact our office with delays . There are approximately 5 more that need
to comply or citations will be issued. Currently, we are at 2.2% compliance with septic
maintenance for 2024. Holding Tank - Administrator reported holding tank warning letters were
sent out in 2023 to 192 individuals for tank instal lations from 2001 through 2021 that had not
pumped their holding tank for a 3-year span. In 2024, reports indicated there were still 69
individuals that did not have their tank serviced from the letters sent in 2023 . Our department
followed up with a second letter to the 69 individuals again in July 2024. Once our department
has received and updated all pumping records for Year -End 2024, non-pumping will be
determined and we will revisit maintenance with committee to discuss potential citation issuance.
GPS for Zoning Dept vehicle: The committee discussed the fact that even though the Zoning
Administrator is usually working with the public and keeps his staff aware of where he is going
and when he’ll be back, that GPS will be installed on the department’s one vehicle to be uniform
with most all county vehicles. The administrator stated he does have this expense budgeted for
2025 and it should not be a problem. Thums moved to approve putting GPS on the Zoning
Department vehicle; seconded by Thompson. Motion carried.
Non-Metallic Mining GPSing and Pits: The Administrator recently GPSd Taylor County pits to
determine current acres. There are a total of 44 active pits and 4 inactive pits in the county. There
will be a total of 706 acres licensed for 2025; with most acres for the three big Operators and 14
individually licensed pits. There were no new pits licensed in 2024.
Shoreland Zoning update: The DNR develops standardized revisions to Shoreland Zoning
Ordinances for counties to update. The Administrator has revised Taylor County’s ordinance and
has submitted it to the DNR for review. Once the DNR has okayed the revised ordinance, a public
hearing will have to be conducted, followed by Committee approval and finally County Board
adoption. We are anticipating a February/March public hearing and meeting with County Board
approval in April. There were no major changes to the ordinance.
Any Other Business: The Wisconsin Fund dollars of $52,698 have been received from DSPS for
property owners who applied and qualified for reimbursement for rehabilitating their sanitary
system. Ten applicants were approved from 2023.
Next Committee Meeting: The next meeting of the Zoning Committee will be at the call of the
Chairman, in February or March.
Adjournment: With no further business, Thums moved to adjourn the meeting; Seconded by
Albrecht. Motion carried. The meeting was adjourned at 9:30 AM.

Non-Metallic Mining, Metallic Mining, Uniform County Address System, Environmental Lands
Clean Up, POWTS Loan Program, Environmental & POWTS revenues, and permit revenues were
reviewed. There is a slight increase due to GPS unit requirement being added to Zoning
Department vehicle. There will also be some carry-over dollars utilized. The operating expenses
for all budgets total $12,250. Thompson moved to approve the proposed budgets as presented;
Seconded by Cummings. Motion carried.
Septic Maintenance: Administrator reported 817 septic tank notices were sent out this spring to
property owners to have their septic tank pumped/inspected by August 16. As of August 21, we
have received 543, which is approximately 66% compliance. Second notices will be sent for the
remaining 281 (34%) at the end of the month with a due date at the end of October. The final
step will be Citation issuance for those non-compliant. We are anticipating to be 3-5% compliant
prior to citations.
Holding Tank Maintenance: Administrator updated on the holding tank warning letters that
have been sent out. In 2023, letters were sent to individuals (192) with tank installations from
2001 through 2021 that had not pumped their holding tank for a 4 -year span. When running
reports in 2024, there were still 69 individuals that did not have their tank serviced. In July, warning
letters were sent to the 69 individuals again. Once our department has received and updated our
records to determine non-pumping, we will revisit maintenance with committee to discuss which
course of action to be taken. Currently there are a total of 2979 active holding tanks in Taylor
County.
Any Other Business: The State has made changes to Shoreland Zoning. A draft of revisions and

SUBDIVISION ORDINANCE, CHAPTER 33, TAYLOR COUNTY CODE
PUBLIC HEARING
January 11, 2024
County Board Room
Call Meeting to Order: Chairman Jim Gebauer called the hearing to order at 9:00 AM.
Members Present: Jim Gebauer, Rollie Thums, Myron Brooks, Sue Swiantek, and Mike Bub
Members Absent: None
Other Attendees: Jim Metz, Stanley Schmidt, Tim Netzer, Wendell Kester, Brian Wilson from Star
News, Kyle Noonan, Sue Noland
The public hearing is due to request to swap 0.13 acres between adjacent landowners to own
occupation line located in part of Government Lot 23, Sec. 30, T31N, R1E, Town of Medford. The
properties will remain two separate substandard parcels. One parcel wi ll be reduced from 1.83
acres to 1.70 acres creating a substandard lot less than 2 acres. Taylor County Code, Chapter 33,
Subdivision Ordinance allows existing nonconforming lots to acquire additional land that will
result in either full compliance or impr oved compliance with Chapter 33 but will not allow a
nonconforming lot to reduce land that will result in greater nonconformance.
Administrator reported the public hearing notice was posted in the Star News on December 21
and 28. The request for subdividing was denied due to making an existing non -conforming lot
even greater non -conforming. Noonan explained the ordinance requiremen ts and when there
can be exceptions to the 2 -acre requirement. Adjacent landowners were notified and provided
the proposed CSM. Landowner Tim Netzer stated he and his neighbor wanted the split to be
through the existing ditch. Town of Medford Chair Stan ley Schmidt reported the Medford
Planning Commission reviewed and approved the proposal due to both lots being less than 2
acres and the neighbors are working together to remedy.
No other comments were received. Public Hearing was adjourned at 9:07 AM, by motion of
Thums/Swiantek. Motion carried.
