STAFF MEMO
Meeting Date: September 28, 2026
To: Common Council
From: Clerk/Executive Assistant Anastasia Gonstead
Subject: Final Resolution Levying Special Assessments – Road Reconstruction Project
BACKGROUND
At its December 8, 2025, meeting, the Common Council adopted a Preliminary Resolution
declaring its intent to exercise the City's special assessment police powers for the road
reconstruction project. A public hearing was held in conjunction with the adoption of the
Preliminary Resolution.
Following adoption of the Preliminary Resolution, preliminary special assessment estimates
were prepared and mailed to the affected property owners on February 27, 2026. Property
owners were also invited to attend a public information meeting held on March 9, 2026, to
discuss the proposed assessments and the project.
The project has now been completed. Kunkel Engineering has prepared the final special
assessment calculations based upon the actual project costs and the applicable assessment
methodology.
On September 18, 2026, the City mailed notice to the affected property owners providing their
final special assessment amounts and notifying them of the September 28, 2026, public
hearing concerning the final assessments.
FINAL RESOLUTION
The Final Resolution before the Common Council will formally confirm and levy the special
assessments associated with the completed project and establish the terms under which
property owners may pay those assessments.
The resolution provides property owners with the following payment options:
1. Pay the full special assessment in one payment.
2. Pay the assessment over three (3) annual installments through the special assessment
appearing on the property's tax bill, with the unpaid balance bearing interest at 3.5% per
annum.
3. Pay the assessment over five (5) annual installments through the special assessment
appearing on the property's tax bill, with the unpaid balance bearing interest at 3.5% per
annum.

Property owners who select an installment option will also have the ability to prepay the
remaining balance of their assessment, subject to the applicable statutory requirements and
City procedures.
The 3.5% interest rate is intended to account for the administrative work and costs associated
with managing the special assessments and installment payments. The rate provides property
owners with an installment option while limiting the City's administrative and financing costs
associated with carrying unpaid assessment balances.
TAX ROLL
The installment assessments are intended to be placed on the property owners' tax bills, with
the first year of the assessments timed so that the initial installment should be included on the
2026 tax roll, subject to completion of the required statutory process and tax-roll timing.
Following adoption of the Final Resolution, City Hall staff will complete the required statutory
notices. The Final Resolution will be published as a Class 1 notice as required by Wisconsin
law. City Hall will also provide the affected property owners with notice of the available
payment options and the applicable deadline for selecting an option.
If a property owner does not respond with a payment option by the deadline provided in the
City's notice, the property owner will be placed into the five-year installment option.
