To support this request, I have attached photos taken today for sharing at the next meeting. These photos include both the view of Open Door’s wall from the street and a view of the Krieser Construction Services building for comparison. My assertion is that the portion of the building proposed for improvement is clearly visible from Main Street and the adjacent sidewalk to both drivers and pedestrians, and so it directly affects the appearance of the streetscape. I also note a potential inconsistency in application of the guidelines. Krieser Construction Services received approval for the “Goose Explosion” mural on its western wall, an elevation that is not street-facing, lacks a sidewalk, and is comparable in scale to Open Door’s alley side (with the addition of some parking). Open Door’s side wall is at least as visible, if not more so, given its direct location on Main Street. Finally, the grant program language states: “Property owners in conjunction with businesses within the Downtown and Central Business District of the City of Mayville are eligible for up to $5,000 in matching grant funds for improvements to the exterior of their building and improvements visible from the exterior of the building.” The proposed work for Open Door Coffee House involves exterior improvements that are plainly visible from outside the building and, in my opinion, therefore appears to fall within the stated scope of the program. In light of the visibility evidence, the comparable precedent, and the program’s own wording, I believe reconsideration is warranted and would better ensure consistent application of the guidelines. Thank you for considering this request. When a motion passes, any affirmative voting member can ask for a reconsideration of the vote. This can be done at the same meeting or the one following. We are limited on how long after this request can be made. From what I am seeing below, would I be correct in that is what you are asking to occur - that at the next meeting a Page 12 of 26 reconsideration of this action. I will need confirmation that is your intent before I add it to the agenda. As Mayor Boelk is the Chairperson of the CDA, he is cc'd in this email for awareness. As you know, the application was unanimously declined because the proposed work was determined not to qualify as facade improvements under the current guidelines, which are limited to facade beautification. However, after viewing the building in person, I am wondering if this decision could and should be reconsidered. The alley-facing side of the structure is large and clearly visible from Main Street. In its present condition, the wall in particular appears neglected and contributes to a blighted appearance that detracts from the streetscape. It is also at risk of structural failure, and as a historic building, I think this adds more to the importance of its preservation, which directly impacts the beauty, charm, and character of the city. Addressing this area would meaningfully improve the visual quality of the property as experienced by the public and align with the spirit of enhancing the downtown environment. In addition, I encourage the committee to consider expanding the grant program’s scope to support the preservation and maintenance of historical buildings in town, or perhaps we can create another grant program for this function. Many of these structures contribute significantly to the community’s character and long-term vitality, and broadening eligibility beyond strict facade work could help protect these assets while still advancing the program’s beautification goals. I know that funds are limited and careful discretion must still be made on a case by case basis, but I do think this is worth Page 13 of 26 considering and would welcome the opportunity to discuss this further in the future if you think it's relevant to add to the agenda. I appreciate you taking the time to read this. Thank you and have a great day!
