CITY OF MAYVILLE FINANCE COMMITTEE MEETING MINUTES AUGUST 24, 2026 6:00 PM MAYVILLE CITY HALL 1. CALL TO ORDER AND ROLL CALL The meeting was called to order at 06:34 PM by Ald. Bob Smith, with the following roll call: Present: Ald. DeBaker, Ald. Molly Henkel, Ald. Bob Smith Excused: None. Absent: None. Staff present: DPW/Parks Director Jake Schellpfeffer, Police Cheif Ryan Toellner, Police Lieutenant Jeremy Johnson, EMS Director Julie Staffin, EMS Deputy Director Devin Sellnow, TAG Director Jess Loomans, Fire Cheif Geoff Engel, Comptroller/Treasurer Darlene Smith, and Clerk/Executive Assistant Anastasia Gonstead. 2. CITIZEN COMMENTS None. 3. APPROVAL OF MINUTES 3.1. Approval of Minutes of the July 27, 2026, Finance Committee Meeting The motion to approve the minutes of the July 27, 2026, Finance Committee Meeting was made by Ald. Henkel and seconded by Ald. DeBaker. Ayes: Ald. DeBaker, Ald. Smith, Ald. Henkel. Nays: None. Vote Count: 3 - 0 Motion has Passed. 4. DISCUSS WITH POSSIBLE ACTION 4.1. Discuss, with Possible Recommendation, 2027 Capital Improvement Plan Projects An update was provided, the Body needs to go over operating budgets first before bringing CIP items to the Finance Committe of the Whole. The motion to table this agenda item was made by Ald. Smith and seconded by Ald. Henkel. Ayes: Ald. DeBaker, Ald. Smith, Ald. Henkel. Nays: None. Vote Count: 3 - 0 Motion has Passed. 4.2. Discuss, with Possible Recommendation, Contract Renewal with Associated Appraisal Consultants, Inc. for Appraisal Services for 2027 - 2031 and Interim Market Update Revaluation for 2027 Clerk/Executive Assistant Gonstead provided an overview of this agenda item. The motion to recommend Common Council approve the contract renewal with Associated Appraisal Consultants, Inc. for appraisal services for 2027 - 2031 and interim market update revaluation for 2027 was made by Ald. Henkel and seconded by Ald. DeBaker. A roll vote was taken. Ayes: Ald. DeBaker, Ald. Smith, Ald. Henkel. Nays: None. Vote Count: 3 - 0 Motion has Passed. 4.3. Discuss, with Possible Recommendation, Proposed Contract from Vierbicher for Grant Administration Services for Mayville EMS and the Wisconsin Department of Administration Non- State Grant and FY27 Congressionally Directed Spending Application An overview was provided by EMS Director Julie Staffin. This proposed contract includes their current grant and potentially one EMS is in the running for. The cost would come from non-grant state funds, who will then administer the grant. The motion to recommend Common Council approve the proposed contract from Vierbicher for grant administration services for Mayville EMS and the Wisconsin Department of Administration Non-State Grant and FY27 Congressionally Directed Spending application was made by Ald. DeBaker and seconded by Ald. Smith. A roll vote was taken. Ayes: Ald. DeBaker, Ald. Smith, Ald. Henkel. Nays: None. Vote Count: 3 - 0 Motion has Passed. 5.
