Theresa Public Library Meeting Minutes
December 2, 2025
Present: Mary Alice Bodden, Diane Steger, Jody Steger, Kelly Gengler,
Callie Adelmeyer, Ty Breitlow, Kris Groeschel
Absent: Angie Anderson
Guests: Diane Koch, Rick Steger, Donna Geiger, Becky Tellier, David
Brandenburg, Officer Daniel Markus
Meeting called to order by President Diane Steger at 4:01p.m.
Discussion held on the Village of Theresa continuing as the fiscal agent for
the Theresa Public Library.
Discussion Points:
1. The Village sent a New Joint Agreement created by their Lawyer
without consulting the Town or Library Board. The Agreement has the
false statement, “The Village is the owner of the Library Building.” and
other concerning issues.
2. The Village requests a $10,000 fee for doing its fiscal duties of
managing the Theresa Public Library Bills in 2026. Asking Theresa
Town to put $5,000 in their 2026 budget to cover their half of the bill
since they are currently covering the Library Budget Costs 50/50.
3. Theresa Town declines to approve the agreement out of concerning
statements and issues listed in the agreement. They feel the Library
Board and all parties involved should be able to address these issues
together. The Joint Agreement should be looked at a later date.
4. Mary Alice states that adding $10,000 to the Library will damage the
Library’s Cost per circulation total which affects County payments for
non-library circulation reimbursement.
5. Mary Alice has been in contact with the Monarch Library Systems
Director Riti Grover throughout this process.
6. Riti Grover contacted several Other System Directors and the DPI
Library Division to affirm that other small libraries are not being
charged an unacceptable high price for doing their fiscal agent duties
to the library.
Everyone affirmed that their small libraries are not being charged an
amount that is, “unrealistic," and would cause significant hardship to
the Library and Community.
7. The DPI states the Village/fiscal agent needs to provide actual hard
documentation of the cost for doing their duty. This cost needs to be
realistic for the size of the library. 1% of the annual budget is advised
8. The DPI wants to see the Village continue being Theresa Public
Library’s fiscal agent by managing the library’s bills without causing
significant hardship to the Library, Town, and Community in 2026.
9. A Resolution was handed out and not signed by the Library Board Ty
Breiotlow felt the Town and Village should work out their difference at
a later date where all three parties that are involved can meet.
10. Mary Alice states that the purpose of this special meeting is to
confirm that Village will continue to be the Library’s Fiscal Agent and
will do their duties in 2026.
11. Ty Breitlow suggested that since the DPI recognizes, Theresa Village,
as the Fiscal Agent of Theresa Public Library, they should continue
being the agent and take up the extra responsibilities that are being
requested of them by the Library due to current changes in the Joint
Library State Statutes.
Other: Motion by Ty Breitlow, seconded by Diane Steger to take money
out of budget for lighting not to exceed $2,000.00. Motion carried with Kelly
Gengler absent on vote.
Motion to adjourn at 5:28p.m. by Ty Breitlow, seconded by Diane Steger.
Motion carried.
