VILLAGE OF THERESA Budget Public Hearing and Special Village Board Meeting November 24 , 2025 – 6:30 p.m. Call to Order: The Special Village Board meeting was called to order at 6:30 p.m. by Trustee Brandenburg. Roll Call of Members: Present – Trustees Haak, Krapfl, Bodden, Billings, Koenigs, and President Steger. Excused – Trustee Krapfl. The meeting started with the budget public hearing. A question was asked if the Eye on Water Program is still active. Yes, the program is provided by Badger Meter. It was also asked if we continue to monitor and call accounts who have water leaks. Yes, if we have a way to contact individuals we do call or email. Public Hearing Adjournment: The public hearing was declared adjourned by Trustee Brandenburg at 6:32 p.m. Trustee Brandenburg asked for information on Lottery Credits. The Wisconsin Lottery and Gaming Credit is a property tax credit available to Wisconsin residents who own a home and use it as their primary residence as of January 1 of the tax year. The state uses revenue from the Wisconsin Lottery, pari-mutuel racing, and other gaming activities to reduce property taxes for qualifying homeowners. Brandenburg also asked for an explanation of First Dollar Credit. The Wisconsin First Dollar Credit is a property tax credit that reduces the school tax portion of the property tax bill for any taxable property that contains a real property improvement—meaning any building, home, garage, or structure. Unlike the Lottery Credit, the First Dollar Credit does not require the property to be a primary residence. If a building exists on the parcel, the credit applies automatically. Motion made by Brandenburg, seconded by Haak, approving the budgets as presented. Motion carried, 6-0. Motion made by Brandenburg, seconded by Haak, approving the Village Tax Levy and the 2025 Village Mill Rate per $1000 of assessed value. Motion to adjourn at 6:38 pm made by Brandenburg, seconded by Haak. Motion carried. Respectfully submitted, Becky Tellier, MMC Clerk-Treasurer
