Theresa Public Works Report – From
July for August Meeting
Bill Weisensel, Director of Public Works
Village DPW
Will be sending out a request for bids for McArthur Road and Wisconsin Street for chip/seal. Continuing to patch potholes for now as time allows.
Heavy rains and wind during severe thunderstorms caused some damage to some trees with branches down. Cleanup has been completed of branches off streets and R.E. Park. River levels were very high but have started to recede. No damages have been reported from flooding that we are aware of.
Trees that were damaged from the previous tornado earlier this year were removed/pruned. The brush pile continues to grow as our brush grinding contractor has stated his machine is broken down, so we are continuing to push the pile together almost daily. The compost/mulch pile will be hauled away by Adelmeyer Farms when they are able to get here.
Much time has also been spent monitoring illegal dumping of non-authorized debris at the brush/compost pile. Would like to explore the installation of cameras at R.E. Park to be able to discourage this type of activity.
5. Hwy 28/Mayville Street project has been completed. Lawn restoration on properties that had ADA sidewalk installation has been completed however many areas may need to be re-seeded by contractor as the grass has many weeds.
6. Other work at the parks included removing worn out fixed benches, with one replaced so far. Mulching around playground equipment, attempting to control bees and weeds, mowing and trimming of lawns.
7. Still looking to hire an additional DPW/Utility employee due to increased work loads and upcoming projects.
Sanitary Sewer
Excessive rainfall has continued to cause infiltration/inflow into the sanitary sewer system. Influent flows to the wastewater treatment plant exceeded 500,000 gallons per day when we had the 4” rainfall event, and flows continue to be higher than normal due to ground saturation. Several manholes were inspected for signs of I/I and excess clear water has been found coming from many sources including leaking manholes, sewer mains, and laterals.
A reminder that Village ordinance Ch. 280 states: No person shall cause to be discharged any stormwater, surface drainage, subsurface drainage, groundwater, roof runoff, cooling water or unpolluted water into any sanitary sewer.
We are trying to develop a project to inspect and make needed repairs to any remaining un-lined clay sanitary sewer mains, and some manhole repairs as needed. Along with the mains we would like to combine some private lateral work to attempt to reduce costs for homeowners. Several residents have expressed interest in this concept if a project can be approved.
Other private lateral work continues for homeowners throughout the village. Much time has been spent verifying private lateral information and working with the property owners to achieve compliance with the sewer lateral ordinance.
Investigation into culvert/ditches along McArthur and Bancroft Roads within the village has revealed the need to reconstruct some of the ditch/riprap areas as they are overgrown with grass preventing proper drainage. Bids are being collected to hopefully be able to make these needed repairs.
Waterworks
A project to replace a worn-out fire hydrant at Highland Ave/Forest Street intersection is in process of being quoted. A separate project to replace a leaking water service to a residence on Mill Street will also need to take place. Due to the proximity to the fire hydrant to the leaking water service, the hydrant will also need to be replaced and some other improvements to this 4” water main will also be required in this area. This will need to have 3 bidders due to the potential cost.
New home construction also continues, so water services to new homes are connected, and meters installed. Also had to remove an existing meter for possible warranty replacement of meter reading endpoint.
Other time spent with water includes passing out several late/disconnect notices for water billing, annual water sampling requirements completed, and DNR monthly reporting requirements.
Concrete repairs have been completed to the removed curb at a Mayville Street residence. All costs of this repair have been sent to the PTS contractor for repayment to the village as this project was still under warranty. Also replaced the heaved-up sidewalk over a village utility easement sidewalk area of S. Milwaukee Street from the extreme high temperatures in July.
