Village of Theresa Board Meeting Minutes April 21, 2025 Call to Order: President Steger called the meeting to order at 7:02 p.m. The Pledge of Allegiance was recited. Roll Call: All members were present. Clerk’s Statement: Clerk-Treasurer Tellier confirmed that the agendas were posted and published to the Village website on Thursday, April 16, 2025. Public Comment Linda Herman: • A Mexican food truck is interested in operating in the Village. • Asked if a new police officer had been hired, noting she saw someone unfamiliar on duty. Chief Markus clarified that the only male officers are himself and Officer Seis. • Noted that the gas company needs to restore several properties. Tammy Hampton – Funding Opportunities: • Milwaukee Street – CDBG Grant: The Village may be eligible to apply if an income survey is conducted. Current data shows 42% eligibility; this needs to increase. Once approved, an income survey will be conducted. The grant could provide up to $500,000, which would require matching funds from the Village and other sources. • DNR Funding: Applications are due by October 31, 2025. The Village may qualify for up to 30% principal forgiveness if funds are available. No forgiveness was received for Mayville Street. USDA funding (for sewer and water) is available but considered administratively burdensome. CDBG and DNR grants are likely the most beneficial. • Priority Listing: A list of applicants and funded communities is published on the DNR website. Tammy is working with Craig Hardy (DOT) to maximize funding. • Survey Details: The income survey area and required response rate are determined by CDBG. Surveys typically ask for household size and income level and are tracked numerically. If the response rate is low, follow-up letters and possibly door-to-door outreach by trustees will be required. Survey results are valid for 3–5 years, depending on HUD regulations. • Additional Opportunities: o Free online training modules for trustees (four 1-hour sessions) can earn 10 points if completed by October. o An Asset Management Plan can also earn additional points. o Beautification grants are available. o Reeseville qualifies as a low-to-moderate income community. Fire Department – Rescue Pumper Refurbishment The Board previously approved the Fire Chief to form a committee to research the purchase of a new rescue pumper. Discussion was held on whether refurbishing the existing truck might be a viable option. Questions included: • Will other communities provide coverage if our pumper is unavailable during refurbishment? (To be confirmed with Chief Stanke.) • If the truck is structurally sound, can we proceed with refurbishment? President Steger will request pricing options from the Fire Department for both new and refurbished pumpers. The City of Horicon is currently refurbishing a truck at a cost of $250,000. Theresa Lions Club – Banner Request Jack Shark, representing the Theresa Lions Club, requested permission to: • Install two additional banner brackets near Fireman’s Park (for a total of eight). • Hang two 5' x 3' banners in honor of the Club’s 40th anniversary — one on each side of the bridge and one on the Fireman’s Park fence. A lift will be needed for installation. Public Works will assist. The brackets had previously been used for holiday banners. Motion by Brandenburg, seconded by Krapfl, to allow the installation of banners with Public Works assistance. Motion carried, 7-0. Subdivision of Land As required, approval is needed for minor land divisions within three miles of the Village limits. Motion by TR Brandenburg, seconded by TR Bodden, to approve the land division request for parcel 142- 1217-0923-001 located in the Town of Theresa (N9146 County Road AY). Motion carried unanimously. Special thanks to Shawn for her continued willingness to step up when needed. Upcoming Projects: • Starting May 5th, Highway 28/Mayville Street resurfacing project will begin and includes the replacement of all crosswalks and two additional crosswalks. • There will be 3.5 inches of asphalt milled and then the street will be repaved. Manholes and valves will be leveled to the new surface once paving is complete. Northeast Asphalt was awarded the contract. • Alliant Energy must complete restoration work promptly to avoid interfering with roadwork. Residents expect restoration to pre-project conditions. • The Village is undergoing a property revaluation. If assessed values are 20% below or 10% above fair market value, the State requires reassessment. The Assessor's Office controls only the assessment part of the property tax formula. The impact on property taxes will not be known until late this year. Tax rates and individual tax impacts will be determined after budgets from all four taxing authorities are approved and net new construction and manufacturing values are calculated and submitted by the Wisconsin Department of Revenue. • The DOT held a public meeting at the Town Hall regarding the Highway 175 project.
