PROCEEDINGSOFTHEVILLAGEBOARDOFTHEVILLAGEOFREESEVILLE September12,2024 AdulyconvenedmeetingoftheVillageBoardoftheVillageofReeseville,DodgeCounty,Wisconsin,washeldinopensessiononSeptember12,2024,andcalledtoorderbyVillagePresidentBrianMillerat6:30pm.Thepledgeofallegiancewasrecited.Rollcallwastaken,andthefollowingTrusteeswerepresent,AnnaVolkova,DaveSnow,JimBublitz,JacobPacala,CherylGoodrich.AbsentKevinHankes.Noticeofthemeetingwasgiventothepublicatleast48hourspriortothemeetingbypostingthecompleteagendaattheReesevilleVillageHallandtheReesevillePostOffice.JimBublitzmadeamotiontoapprovetheconsentagenda,themotionwassecondedbyCherylGoodrich,motioncarried.Publiccomment:JessicaBeckeraddressedtheVillageBoardabouthiringWatertownForeverGreenforanotherjob,whenthejobatReesevilleFireman’sParkwasnevercompletedandtheywerepaid.JessicaBeckeraddressedthevillageboardregardingUnitedLiquidwasteandtheobnoxiousodorinthevillageandthespillageonthestreets&jackbrakingonJacksonSt.EngineerReport:TammyHamptonwaspresentandgavetheupdateontheCleanWaterApplicationandduedateofSeptember30,2024.TammyalsogavethevillageboardanupdateontheSERFaccount.Tammyinformedthevillageboardthatbiddingcanbedonebytheendoftheyearorbeginningofnewyear.AmotionbyJimBublitztomoveitem9upontheagenda,motionwassecondedbyJacobPacala,motioncarried.AmotiontoapproveResolutionNO.2024-03wasmadebyJimBublitzandsecondedbyJacobPacala,motioncarried.ThevillageboarddiscussedtheholdingtankSpecialtyCheesewantstoinstallandpayallexpenses.Theholdingtankwillbeinstalledclosetothepropertylineandwillcatchmopheads,glovesandallothermaterials.Theholdingtankhas3compartments,andJakeexplainedhowitwillwork.TammyHamptonsuggestedthatthevillageboardputinthenewdeveloperagreementwithSpecialtyCheese,tohavetheholdingtankcheckedandcleanedregularly,andpenaltiesifthisdoesnotworkandthevillage'streatmentplantcontinuestohaveproblemsSpecialtyCheesewillbeliable.AmotiontoapprovethesanitarysewerwastewaterholdingtankwasmadebyJacobPacala,themotionwassecondedbyJimBublitz,motioncarriedandCherylGoodrichabstained.ProtectionofPersons,PropertyandSafety:Thevillageboardreviewedthepolicereport,forthemonthofAugustthevillagehad21contractcallsand15noncontractcalls.Thevillageboardaddressedjackbrakinginthevillageandhavingordinancesregardingthismatterandaskedthattheybeenforced.CarsonLincolnandNorth,paperworkhasbeenfiledwiththevillageattorney. CLRbuildingiscompletedonexterior,interiorisnotfinishedfundsfromgrantmoneywereexhaustedonexteriorofthebuilding.LeaseagreementfornewCLRbuildingstatesCLRisresponsibleforthelandscaping.MargaretdiscussedanemailreceivedfromCLRsecretary/treasurerregardingexpensesfrom2023. Thevillageboarddiscussedsecuritycamerasbeingplacedinseverallocationsforvillagepropertiesforaddedprotection.ThenewtreeplantatReesevilleFiremen’sParkwaspoisonedandhasdied.Libraryreport:ThelibraryshouldhearfromthegrantaroundOctober1,2024.JacobPacalareportedtheyaregoingoverbudgetitemsandpossiblylookingata2%increase.Utilities:Ken(DPW)reportedWilliam-ReidwasworkingontheVFD.KenreportedatreewentonS.MainandhecontactedWatertownForeverGreentoassistwithcleanup.KenreportedthemainbreakswerefixedonSharpAvenueandN.Main.KenwillbesigningupforschoolsewerclassesandtheDNRneedstoapprovetheclasses. StreetsandAlleys:J.Pacalareportedthatheisworkingonsnowplowingbids.ThevillagereceivedabidfromZechzerExcavatingandwillseeifanymorecomeinbynextmonth.Finances:MargaretSchmidtgavetheClerk-TreasurerReport,weareworkingontheNovemberelection,westillarelookingforelectionworkers,updateonGworksandreportedthatshemayworkmorefromhomeduetoafamilyhealthsituation. KassandraMiescherreportedshewillbeworking2daysaweekstartingOctober1,2024.Sentoutdisconnectionnoticesforpastduewater/sewerbills.Newwater/sewerbillswillbesentoutthefirstweekinOctober. Thevillageisstillhavingproblemswithmailingwater/sewerbills. ThevillageboarddiscussedtheTIF,andmakingsuretheTIFincentivesaretakencareofinNovemberofeachyear.JimBublitzmadeamotiontoapprovetheCatalis(assessorcontract)for2025–2027@$6,000ayearforatotalof$18,000,thecontractincludesthevillagesre-evaluationin2025,themotionwassecondedbyAnnaVolkova,motioncarried.JacobPacalamadeamotiontoapprovetheTownWebcontractfor2025for$1,436.00,themotionwassecondedbyCherylGoodrich,motioncarried. Thevillageboardsetadatetostartworkingonthe2025budgetforWednesdaySeptember25,2024at4:00pm. JacobPacalareportedheisworkingwiththelibraryandtheRCConhandlingbillsandfinancialreports.PublicHealth&welfare:J.BublitzreportedthatJacobPacalaissettingupaprogramforustohelpwithcemeteryrecordkeeping.JimBublitzreportedonSeptember21,2024willbeacleanupdayattheReesevilleCemetery,from8am–noon,anyoneinterestedinhelpingshouldcontactJim.Jimreportedontheolddumpsiteonsevenhillrd.,hasanoffertopurchase,butneedsDNRfirstbeforemovingforward.Jimreportedonoure-re-cyclingcenterwasvisitedbyDNRandneededtarpsplacedoverbinsandsecuritycamera,sowewereissuedanoncomplianceviolation,thevillagehassincetakencareofthenoncomplianceandforwardedtheinformationtoMallory(DNR),andarebackincompliance.PublicProperty:AnnareportedJacobPacalaisworkingoncleaningupthebaseballdiamonds,Jakepurchasedsoccergoalsand6trashcansheisrefurbishing.AmotionwasmadebyJimBublitzforthevillageofReesevilletosponsorthe4-H’srun/walkeventinJuneof2025.ThemotionwassecondedbyAnnaVolkova,motioncarried.ThedateforTrick-TreatinReesevillewillbeOctober27,2024from3-5pm.JimBublitzreportsthegazeboatminiparkneedsanewroofandDave,Jim’sfriend,willgettoitafterhefinishesthejobheiscurrentlyworkingon.AnnaVolkovareportedthethermostatinthevillagehallwasreplacedfor$337.37,andtomovethethermostattothefrontofthebuildingwouldcost$600.Thenewvillagedumptruckisback,theboxhasbeensprayed,stillhasbubbleswillmonitorit,andtheliftonthetruckwasreplaced.Thededicationtreewillwaituntilspringwiththetreebeingpoisoned.CommunityCenter:CherylGoodrichreportedontheRCCmeeting,theboardtalkedaboutquiteabit,checkbookregister,agendaandneedsmoredetail,andfollowthroughwithquestionsandconcernsbroughttoRCCboardatmeetings,meetingmonthlyisthatallboards,thebi-laws,gettingpaidformeetings,non-electedboardmembersarenotpaidformeetingstheyareappointedtotheirpositions.MargaretSchmidtaddressedanemailreceivedfromaresidentrequestingallemailspertainingtoRCCandtheRCCboardmemberscirculatingafterthelastboardmeeting,Margaretaskedhowtohandlethisrequest,theboardinstructedMargarettoseekadvicefromthevillageattorney.Futureagendaitems:Generatorwatertower,Treeborder,911Jointcontract,Sirenupdates,officeroombehindclerk’soffice,budget,sidewalkrepairplansAmotiontoapprovebillswasmadebyDaveSnow,themotionwassecondedbyJimBublitz,motioncarried.AmotiontoadjournwasmadebyJimBublitzandsecondedbyCherylGoodrich,motioncarried.MargaretSchmidtClerk-Treasurer Theminutesarenotapprovedbythevillageboarduntilthefollowingmonth'smeeting.
