Nash St., Hortonville, Wisconsin. Trustees present: Therese Abitz, Dalton Davis, Carrie Lathrop, Jane Olk, and Julie Arendt Vanden Heuvel. Presentation of accounts and other claims against the Village Agenda Changes None Preregistered Citizens to be heard Shauna Keel, 235 S Mill Street, said I am writing to share my letter of apology, thanks, and goodbye. Grace Abitz, 213 W Main Street, I have gotten to know most of you over the last several years by serving on the board except for Dalton. I am running for Assembly in District 56, I will be on the ballot for November 3, 2026. I think serving alongside of you guys, I showed that I am always willing to speak up regardless of the issue, and I am excited for the future. Committee Reports None Unfinished Business from previous meetings None New Business Presentation of Industrial Park Avenue Flood Study - MSA Eric Thompson from MSA Professional Services, presented on the Industrial Park Avenue Flood Study and the flooding that goes on there. He summarized the findings of a modeling study of flood conditions along Industrial Park Ave., South of Nye Street. The intersection of Nye Street and Industrial Park is anticipated to be overtopped during 10-yr and larger flood events. This is a lower service level than the 25-yr event, which might be expected for a culver crossing under a county road. If we were to install a 30” pipe the cost would be approximately $55,000. A detention pond in the NW corner could be built and would drop the water and put more water through the pipes and not on the road. There are not any easy solutions, however, there are things that can be done. Discussion and possible action on R-15-26 Amending Façade Loan Program Administrator Treadwell said that this is just the official resolution and we did approve this in an earlier meeting. Motion [Arendt Vanden Heuvel/Davis] to approve resolution R-15-26 Amending the Facade Loan Program from $15,000 to $20,000. Roll call vote, 6 ayes, 0 nays, motion carried. Discussion and possible action on Police Radios CIP Purchase Chief of Police Bahr said he had raised this issue at an earlier meeting. The department’s portable radios, purchased about 12 years ago, have reached the end of their useful life. Funding was included in the CIP to replace them. The department currently uses Motorola radios, which were purchased when Outagamie County transitioned to a digital system. Motorola has a larger dealer presence in the area but is significantly more expensive than Harris. Harris and Motorola are generally considered top-tier brands, while Kenwood is typically a lower-cost option. Harris is offering a 60% discount through the end of the year. Chief Bahr recommended purchasing six Harris police radios for $27,636.00. Motion [Arendt Vanden Heuvel/Olk] to approve the Police Radio CIP Purchase from Harris in the amount of $27,636.00 Roll call vote, 6 ayes, 0 nays, motion carried. Discussion and possible action on purchase of underground locator DPW Director Steber said that we have a couple of quotes for an underground locator. With the amount of construction going on, the strength of the current locator is not very great. It will not only give us where the line is located, it also tells us the depth. I would recommend the $11,230.00 from MidAmerican Technology, Inc. Motion [Arendt Vanden Heuvel/Davis] to approve the purchase of an underground locator from MidAmerican Technology, Inc. in the amount of $ 11,230.00. Roll call vote, 6 ayes, 0 nays, motion carried. Discussion and possible action on Sommers Construction Pay App #1 (Grandview Rd) DPW Director Steber said that this is basically the final payout for the Grandview project that we did this year. Everything looks good, the engineers walked it and all the sidewalks are all installed, and it came a little under contract. Motion [Arendt Vanden Heuvel/Olk] to approve Pay App #1 (Grandview Rd) to Sommers Construction in the amount of $119,345.24. Roll call vote, 6 ayes, 0 nays, motion carried. Discussion to repeal and replace, or create the ordinance(s) of: Article 3 - planned unit development overlay district, Administrator Treadwell said that this went through planning and zoning, and no residents came for the public hearing. There were not a lot of questions on this. The attorney has done the updates. Discussion to repeal and replace, or create the ordinance(s) of: Article 4 - conditional uses Administrator Treadwell said that conditional uses is very similar, and there was only one area that we wanted to remove. We removed that because this language is already in the business area as well, and to keep it in one area. Discussion to repeal and replace, or create the ordinance(s) of: Article 5 - non- conforming uses, structures, and lots Administrator Treadwell said that this is the same type of thing. I asked our attorney to make sure this was in compliance with state law, and this is what was returned to us. Discussion to repeal and replace, or create the ordinance(s) of: Article 8 - satellite earth stations; television or radio antenna towers; wind energy systems Administrator Treadwell said that this one is a little different, we don’t have anything in this yet. This is basically our first attempt to draw something up. We talked through this at Planning and Zoning. A lot of this comes back to PSU rules through the State when it comes to certain types of systems. We talked about changing the height limitations from 50” to 25” and from 90” to 50”. Discussion to repeal and replace, or create the ordinance(s) of: Article 9 - outside storage of firewood, fences and hedges, private recreational facilities Administrator Treadwell said that most of this – the outside storage of firewood is very similar to a lot of our nuisances. The idea with this section was to go into the nuisances and change it there and it will link back to this. This is talking about having outside storage in the business areas and what that looks like. The fences and hedges didn’t change at all. The only other change that was recommended from Planning & Zoning that is in here is for a pool or other recreational facilities, is to allow for if you had a pool fenced in, it could be five feet from the property line, and twenty-five feet from the street fight of way rather than pools without fences they have to be 50 feet from the street or at least ten feet from the property line. Discussion to repeal and replace, or create the ordinance(s) of: Article 11 – zoning board of appeals Administrator Treadwell said that again this was sent to our attorney and I talked with her on what we wanted. This follows state statutes when it comes to public hearings, and quasi-judicial bodies. Report of Village Officials Clerk-Treasurer: The report is in the packet. Director of Public Works: The report is in the packet. The bridge should be pretty much completed by the end of next week. Chief of Police: The report is in the packet. Congrats to officer McCready, she completed her probationary period and is doing a fantastic job. Library Director: I am still in the midst of hiring, and we are definitely feeling the strain when we are a single person short. Attorney: Ashley asked about scheduling the Administrator review, it typically is done in October. She will not be here on October 15, the first meeting in November will work. Administrator: The report is in the packet. I met with the state senate candidate and discussed the issues with municipalities. I have met with a few different developers this week. Any other miscellaneous topics for future discussion None Communications and Miscellaneous Business Black Otter Lake District news: Nothing new Building permit report: The August building report was submitted. Hortonville-Hortonia Fire District news: Nothing Gold Cross Ambulance run reports and news: The July and August run report was submitted. Hortonville Civic Association: Nothing new Senior Activities Committee: The senior committee has been busy; they did the cheese fest and visited Creekside Creamery. They are having a cake picnic, foot care begins on Monday, September 21 and it is by appointment only and it is $35.00, and they do ingrown toenails. I have the Autumn Fest flyer if anybody wants to know when and where. Comments and suggestions from citizens present Grace Abitz, I have been working really hard since April and meeting with nearly all of the 18 municipalities in District 56, and I have really made myself available to anyone in the district.
