Public Hearing to Consider the Application for a Certificate of Appropriateness to Install new Signage at 554 Green Bay Road, Suite B The Village Planner, Andrew Dunham, introduced the item, and gave an overview of the request. Mr. Dunham reviewed the proposed signage for the building and confirmed it was all compliant with Village requirements. The proposed signage uses the font found in the rest of the commercial area with the exception that the font size is smaller. Commissioner Armstrong asked why the applicant proposed 5” tall letters instead of 10” letters to match the rest of the business suites. The applicant was not present at the meeting to respond, and Mr. Dunham responded that increasing the font increases the width of the letters, so recalculations would have to be made to confirm a larger font size would still be compliant. Commissioner Armstrong then asked about the neighboring Mathnasium logo for comparison. Commissioner Cepuritis recommended the logo not be the same size as the additional text proposed (“strength training elevated”). Commissioner Paul suggested the business owner’s proposal is approved as presented but they should be encouraged to increase the business name if calculations allow. With no further discussion, Commissioner Armstrong made a motion to approve the Certificate of Appropriateness with the condition that the business name should use 10” letters to match the rest of the business district, and “strength training elevated” should be reduced to the point of compliance, pending staff review for zoning compliance. Commissioner Paul seconded the motion. A roll call vote was taken as follows: For: Hackley, Armstrong, Cepuritis, Paul, Pilant Opposed: None Abstain: None Absent: Joyce, Ozga The roll call vote was five votes in favor, and none opposed. Acting Chair Hackley declared the motion approved. Agenda Item IV. Subject: Certificate of Appropriateness – 430 Green Bay Road Petitioners: Beth Schindler of Epoch North Shore Tenant: Epoch North Shore Owner: 430-440 Green Bay - Kenilworth, LLC (Kevin Maloney) Location: 430 Green Bay Road Zoning: B Business District Requested Action: Approval of Certificate of Appropriateness Purpose: Repainting of storefront façade, installation of floral display, lighting, and planters. Applicable Regulations: Kenilworth Zoning Ordinance §153.242 Certificates of Appropriateness Summary: The Petitioner, Beth Schindler, seeks a Certificate of Appropriateness to complete façade improvements to the business at 430 Green Bay Road. The proposed scope of work would include the repainting of the façade to a blue-green copper patina color, the installation of a mix of perennial and artificial flowers on the storefront façade below the awning, and new planters on the sidewalk. Additionally, a new lantern-style light would be affixed to the front of the building to illuminate the façade. No changes to the existing commercial signage, such as the awning or awning signage, are proposed, and no additional sign area is proposed. Because this proposed façade treatment does not include signage and/or the illumination of signage, this proposal should be reviewed for concurrence with the Kenilworth Business District Design Guidelines. Considered By: Date: Architectural Review Commission 09/02/2026 Village of 5 Kenilworth Business District Design Guidelines: The Village Code does not specify standards for exterior plantings nor lighting when not illuminating signage. Therefore, the proposed improvements should be assessed by its concurrence with the design guidance set forth by Kenilworth Business District Design Guidelines, adopted April 29, 2013. The applicable guidelines are Sections B (Placement and Orientation), E (Facades), F (Doors and Entrances), J (Lighting), and L (Other Considerations) of the Design Guidelines. • B (3): In addition to providing pedestrian scale, a street wall contributes to the pedestrian interest and circulation of the area. To this end, long, blank facades are discouraged. • E (4): The use of decorative building elements consistent with the architectural style in a rhythmic pattern is encouraged to break up large building masses. Columns, pilasters, window placement and other architectural features should be used to divide facades of large buildings into several smaller vertical segments. Structural elements and bays should be architecturally expressed on the façade to add interest, scale, proportion, and detail. • E (5): Multiple storefronts that are part of the same building should have complementary façade designs, particularly with respect to color, cornice line and other architectural details, and decorative materials. • F (1): The entrances and their architectural details should be influenced by the overall architectural style of the building, its intended use, and be appropriately sized and designed. The entrance should be proportionately scaled to the overall building design. • F (2): Front entrances and retail storefronts should be prominent, easily discernible, attractive and inviting to pedestrians, and add visual interest to the street. • J (1): Appropriate and judicious lighting of a building’s façade is encouraged to identify stores and businesses, promote a sense of safety and security, and highlight prominent buildings and building features in the Business District. Excessive up-lighting shall be avoided to reduce light pollution. • J (2): Lighting shall be used to illuminate pedestrian and parking areas. • J (3): Lighting shall provide a sense of safety without having a negative effect on neighboring properties and shall be located, aimed, lamped, or shielded to minimize glare, sky glow, and stray light. Lights should not shine across property lines, especially along alleys and into residential neighborhoods. • J (5): Building lighting fixtures should be subtle and understated, and consistent with the architectural style of the Business District. • L (3): Landscaping should be healthy and attractive. Maintenance programs performed on a regular basis should be established as part of new development approvals. Maintenance should include turf mowing, periodic fertilization, pruning, and the clean-up of litter and debris. • L (4): Decorative planters may be placed at Business District entrances only where they will not impede the safe flow of pedestrian traffic. Required Action: Consideration of the required Certificate of Appropriateness approval. 6 Architectural Review Commission Action: The Architectural Review Commission may approve, approve with conditions, or deny the Certificate of Appropriateness.
