AGENDA ITEM III: New Business
Item 1- Utilization of Local Ordinance Citations for Enforcement of Illinois Vehicle Code (IVC) Statutes
Related to E-Mobility Devices
Chief Silva presented a slide deck to the committee. Chief Silva also presented information regarding the
enforcement of Illinois Vehicle Code (IVC) statutes related to e-mobility devices through local ordinance
citations. Complaints and safety concerns involving e-mobility devices continue to be a challenge for
municipalities across the country. While the State of Illinois is working on comprehensive legislation to
address e-mobility issues, any proposed legislation would not take effect this year.
In the meantime, the Department will focus on public safety messaging and, when necessary, enforce
relevant IVC violations under the local ordinance with the goal of promoting the safety of both riders and
pedestrians. The Department will also coordinate these efforts with local stakeholders.
The Committee voiced consensus with Chief Silva’s strategy to address e-mobility devices through public
messaging and enforcement when necessary.
Item 2 – Implementation of Kenilworth Police Department One Social Media Platform
Commander Glew presented a slide deck to the committee. Commander Glew provided an overview of the
Department's planned social media program relaunch. The presentation included research findings, a
review of policy considerations, proposed content guidelines, and a recommendation to establish a new
official Facebook account to enhance communication, transparency, and community engagement.
The Committee voiced consensus with the Department’s social media strategy and requested copies of
relevant policy when available.
Item 3 – Appointment of Trustees Hannus and Lojkovic to the Foreign Fire Insurance Board for the Term
05-2026-05-2028

Board. Trustee Hannus seconded the motion. The motion passed with a unanimous roll call vote.

pay for necessary maintenance of the department's AEDs. Chief Silva proposed that Trustee Hannus and
