DETERMINATION OF THE ARCHITECTURAL / HISTORICAL SIGNIFICANCE OF 515 8 ROSLYN RD WITH REGARD TO THE PROPOSED DEMOLITION OF THE DETACHED GARAGE WITH ABOVE 9 RESIDENCE 10 11 The Village’s Architectural Historian, Susan Benjamin, began the discussion on the third agenda item, 12 sharing her findings related to the 515 Roslyn Road property. She shared that this is an unusual case due 13 to the structure’s age, being only twenty years old. The Kenilworth Code of Ordinances does not 14 currently have any restrictions or criteria towards significance related to the age of a structure. This 15 structure is unique in nature since it is described in permit reports as a residence above a garage. 16 Additionally, it was designed in a manner to compliment the primary structure on the property, the 17 Lackner house designed by George Maher, but is not actually designed by Maher. 18 19 Following the presentation, the commissioners and the public were given the chance to ask Ms. 20 Benjamin any questions. Commissioner Kelly asked Ms. Benjamin for clarification on the fact that the 21 architect modeled the structure from Maher’s and Jensen’s work, but neither of those individuals built 22 or designed the structure in question. Ms. Benjamin responded that this is correct, but George Maher 23 did live in the primary structure on the property (located on a separate parcel). Assistant to the Village 24 Manager Heather McFarland pointed out that this case is important, as it sets a precedent regarding 25 how age of a structure is considered against other criteria relating to a structure’s significance. 26 27 The owner of the property requested the Commission allow them to move forward with the demolition 28 application with no delay, stating that it is not a house, it is primarily a garage, and citing the fact that 29 while the structure resembles significant features, the structure itself is not significant. 30 31 Chair Schwaab asked for a motion to accept the findings of the Historian Report for 515 Roslyn Road 32 and find that the structure meets the criteria for Properties of Special Importance. No motion was 33 provided. 34 Chair Schwaab then asked for a motion to adopt the Building Review Commission minutes from the 35 October 21, 2024 meeting as the Commission’s findings of fact and find that the structure at 515 Roslyn 36 Road does not meet the criteria for Properties of Special Importance. Commissioner Schumacher 37 provided the first motion, and Commissioner Kelly offered a second to the motion. 38 39 A voice vote was taken as follows on the motion: 40 Yea: Schumacher, Wyner, Kelly, Djuvik 41 Nay: Schwaab 42 Absent: Watson 43 Abstain: Mehta 44 45 Chair Schwaab declared the motion passed by a vote of three to one. 46 47 The meeting concluded at 7:22 p.m. 48 3 1 Respectfully Submitted, 2 Molly Burns 3 Management Analyst 4 4 Request for Commission Action Agenda Item: III.A. The proposal is for a 30” high brick/wrought iron fence structure behind the front set back line in the front yard. The average front set back on that side of the street is 65.7 feet. The proposed fence will be 70 feet from the front property line. Since the proposed fence is behind the front set back line, I would appreciate your review to determine what sections of the fence ordinance apply. Based on a previous conversation with Attorney Wilson about fences behind the set back line, it appears to me the proposal meets the requirements of the fence ordinance and should be approved. I would appreciate your comments. 57 RES,I.DE.:Nt:E. IH, ILLINOIS. 75O4’ ORAINAG. At that time, the estate consisted of four units of property which was subdivided. ‘Ilic main house, the barn and an exiended green house. The remaining parcel of property was across the “Kenilworth River”. SJ(4 ))j-ftti) The main house and the barn were completed in 1890 at acost of about $35,000. The barn housed horses and had acoral. With the introduction of the automobile, the first floor was paved and the horse stalls were eliminated. The hayloft of the barn was converted into servants quarters. In the division of the property, the Warwick road parcel had adrive way which had access to Warwick Road. The lo was 7511. by 175 ft. deep. In 1952 Dr. and Mrs. Engelmann acquired the services of an architect. Mr. Frank Polito of Wilmette. Sketches presented by Mr. Polito created an entire new house within the original Barn. The barn height was 14 feet from the floor to the rafters. ilils allowed thc building of five rooms inside the barn structure. The entire outside was converted by adding large mullioned windows. To give width to the design of the house atwo car garage was added. In 1961, the lingclinanns with their three daughters moved to 221 Essex Road, and kept the Warwick Road property. For the next 22 years itbecame home to five tenants. In 1985 Dr. and Mrs. Engelrnann decided to return to the Coach house. Mrs. Engelmann, an interior designer, redecorated the house before moving back. hi 1991, after reviewing many retirement alternatives the Engelmanns decided to redesign the house again. The need for afirst floor bedroom and masktr bathroom was important. Spending considerable lime looking at new housing designs, the present concept evolved. The double peek with acenter entrance was the result of studying a model house in awestern suburb. By tracing and enlarging cut—outs of the printed pictures of the model, the concept of the new addition was completed. In September of 1991, with the ‘vlclp and expertise of aKcnilworth Architect, Gunta Cepuritis, final drawings were completed. LANDMARK STATUS The building at 429 Warwick Road is not a locally designated landmark or located in a locally designated historic district. It was not included n the Illinois Historic Structures Survey, a selective architectural inventory conducted 1971- 75 of 50,000 buildings in Illinois by the Historic Preservation Office. In the 2008 Kenilworth Survey, the building was listed as NC (Non- 127 contributing) and NC as a garage. It was noted (inaccurately) as “replacement” and the date a question mark. SUMMARY The building at 429 Warwick, which was converted to a single-family dwelling in 1952, originally served as a coach house/stable, with hayloft above for the James A. Culbertson Estate. . After 1914 it had an attached greenhouse at the rear. In addition to the house at 220 Melrose, the estate property had formal gardens that were located where a garage was added to the estate house and where the house at 421 Warwick is located. The estate may have also had property across the Skokie Ditch. The Coach House/Stable, before 1952, view E, from street 128 Culbertson House with coach house at the rear, View SW. showing north side of coach house. 129 In 1952, the coach house, which by then had been converted into a garage, was sold to Dr. and Mrs. Reid O. Engelmann. The Engelmann’s hired architect Frank Polito, who redesigned the coach house into a single-family home. They undertook a second remodeling, with an addition at the front, in 1991, and that is the way the house looks today. Other than gabled roofs, half timbering and remnants of slender ornamental banding, there is nothing remaining on the building that reflects its original design by architect Franklin Burnham who designed the estate house. Today it t looks totally different from the street. Four Facades of the Coach House/Stable. Collection of the Kenilworth Historical Society, From upper left: W. façade, N. The façade facing Warwick that was added in 1991 consists of two front facing gables with an entrance set back behind the gabled projections. The walls are face brick and stucco. There is a gabled dormer over the front entrance. A two-car garage structure is located north of the house. The original envelope of the building is generally rectangular. Their facades are clapboard on the first floor and stucco with half timbering on the second. When the house was first remodeled, in 1952, the entrance was located on the south side. It opened into a long stairhall. To the west of the stairhall there were two rooms: a living room in the northwest corner and a den in the southwest corner. The dining room was located in the northeast corner of the house, and a kitchen, breakfast area and utility room in the southeast corner. Most of the windows in the house are wood frame; those at the rear are steel. The front-facing living room windows, dating from 1991, are multipaned and arranged in a Palladian form; those in the family room/bedroom contain large multipaned openings. When the addition was constructed in 1991, a living room was added to the north and a family room on the south, although it was called out as a “bedroom” in a handwritten note on the drawing. A large bathroom was designed between this space and the stair hall. 131 Site Plan, 1992, showing Addition. To the south of 429 Warwick Road is a relatively new tall stone house that replaced a ranch house. Further south is a vacant lot owned by the Kenilworth Union Church that is being redeveloped for use by the church. On the west side of the street there are three houses. Two of them were designed by George Maher in 1893, his own home and a Queen Anne house. At the south end of the block is a Neo-Queen Anne house that is new. New house to the south of 429 Warwick Road 141 424 Warwick Road, George Maher House; 432 Warwick Road, designed by George Maher Neo-Queen Anne house at south end of Warwick Road, on the west side of the street. Since the house at 429 Warwick Road, formerly the coach house for the Culbertson Estate property, has been so extensively remodeled, with the street- facing façade dating from 1991, replacing it would not have a negative impact on the character of the 400 block of Warwick Road. 142 History of the Culbertson Estate Property In 1893, James A. Culbertson hired Kenilworth Company architect Franklin Burnham to design his house at the southeast corner of Melrose and Warwick. Desiring to live nearer to his lumber business in Michigan than his home in Kentucky, Culbertson decided to move to Chicago. A southside realtor directed him to Joseph Sears’ new development on the North Shore. Drawn to the wooded lot and shallow ravine, he purchased property and created an estate that included an impressive Queen Anne house. Looking like it did when constructed, the house today features steep gable roofs, half timbering, ornamental bands and a broad wraparound porch with pairs of columns supporting its roof. Culbertson made a name for himself as Kenilworth’s first village president in 1896 and had numerous philanthropic interests—including the Kenilworth Union Church and the Kenilworth Assembly Hall. He organized the Kenilworth Improvement Association that beautified the parkways and the railroad station. After only living in the house a short time, Nora and James Culbertson lost their eight-year-old son to a brain tumor. Culbertson died in 1915. After her husband’s death, Mrs. Culberson only lived in 143 the home summers—residing full time in Pasadena, California. Upon Mrs. Culbertson’s death in 1950, the Culbertson heirs divided up the estate.1 Originally the coach house/stable was for horses and had a corral. When the Automobile became popular and took the place of the horse and carriage, the first floor was paved and the horse stalls were eliminated. The hayloft was converted into servants’ quarters. In 1952, Dr. Reid O Engelmann purchased the coach house and converted it into a single-family home with the address of 429 Warwick. In the subdivision of the property the lot was 75’ x 175’ and accessed from Warwick. The architect for the conversion of the coach house to a house was Frank Polito. Polito was born in 1911 and educated in Chicago. He graduated from Lane Technical High School, located at Western Avenue and Addison Road, before continuing his education at the Armour Institute (now the Illinois Institute of Technology) where he received his architectural degree. 2 During the late 1950s and 1960s, Polito designed a number of school buildings in Berwyn and Cicero. He also designed several Catholic churches and Parochial schools in Chicago and its northwest suburbs. 3 Polito had offices in Chicago at 75 East Wacker Drive but moved to an office building he built at 7356 N. Cicero in Lincolnwood, Illinois. In addition to commercial, institutional and educational buildings, Polito designed many single-family homes in a variety of styles from Classical Revival to Moderne and International Style. He designed several in Kenilworth. The Polito family resided in a contemporary, tri-level residence located at 1912 Highland in Wilmette, which has since been torn down.4 Frank Polito passed away in April of 1967 at the age of 59. Dr. Engelmann described his work on the house in an unpublished paper he wrote February, 1993, titled “Barn”, in the collection of the Kenilworth Historical Society. He wrote, “Sketches presented by Mr. Polito created an entire new house within the original Barn. The barn height was 14’ from the floor to the rafters. This allowed the building of five rooms inside the barn structure. The entire outside was converted by adding large, mullioned windows. To give width to the design for the house a two-car garage was added. “ 1 “James A. Their photos were widely published in shelter magazines and architectural journals. For 23 years they rented their remodeled coach house out to various tenants.7 225 Essex, Kenilworth8 In 1985, Dr. and Mrs. Engelmann decided to return to the coach house. Mrs. Engelmann, an interior designer, redecorated the house before moving back. In 1991, after considering many retirement alternatives, the Engelmanns decided to redesign the house again. They wanted a first-floor master bedroom and master bathroom. The present concept evolved after studying a model house in the western suburbs. Mr. Englelmann wrote in an unpublished paper at the Kenilworth Historical Society, “In September of 1991, with the help and expertise of a Kenilworth Architect Gunta Cepuritis, final drawings were completed”. A living room and master bedroom with a center hallway were built out. The old study became the master bedroom, and the old living room became a study. The building permit indicates that the cost of the addition was $124,412. 7 Tenants included Karl and Ingeborg Leuteritz (1965; Mrs. J. Rohn (1967; Guy and Rosemarie Woodford (1977), and Arthur (Artie) W Bergman , Jr. and Joy Pifko Young Bergman. Public Records Index, 1950-1993, Volume one, Gunta Buss Cepuritis lived in Kenilworth at 521 Brier; a second local address found in another index shows 522 Park Drive also associated with her. She was born in Riga, Latvia in 1942. On Newspapers.com there was an article quoting her in the Chicago Tribune, August 31, 1988. She was a member of Kenilworth’s Beautification Committee and worked with Jane Drexler researching the nomination of Mahoney Park for listing on the National Register of Historic Places.9 Drawing of addition The builder for the remodeling was Eriksen-Armstrong Corporation.10 Mr. Engelmann made some changes. The two main front rooms contained eight-foot French doors found in Savannah, Georgia, that were traced to a manufacturer in Washington. And that the iron grillwork on the two balconies was from the French Quarter in New Orleans; they were about 150 years old and belonged to Mrs. Engelmann’s father.11 9 “Gunta G. Cepuritis.. U. S. SPECIAL IMPORTANCE: ARCHITECTURAL AND HISTORIC SIGNIFICANCE According to §150.055 the Village Code of Ordinances, a building in Kenilworth can be considered of “special importance” to the village if it meets any one or more of the following ten possible criteria: (A)The structure, building, object or site has significant character, interest or value as part of the historic, cultural or architectural characteriscs of the village, the state or the United States; The house has been altered by non-significant changes that have destroyed its original significant historic character as part of the historic, cultural or architectural characteristics of the village, state or United States. The changes thatwere, made less than 50 years ago and highly visible from the street, are not historic. (B) The structure, building, object or site is closely idenfied with a person or persons who significantly contributed to the culture or development of the village, the state or the United States; This was an auxiliary building to the Culbertson Estate and has no relevant connection to the significance of the Culbertson family. (C) The structure, building, object or site is the result of the notable efforts of, or is a known example of work by, a master builder, designer, architect, architectural firm or arst whose individual accomplishment has influenced the development of the village, the state or the United States; The building, as it was remodeled in 1991 is not identified with any builder, designer, architect or architectural firm whose accomplishments have influenced the development of the village, the state or the United States. Frank Polito, who designed some significant houses and non-residential buildings in his career, did not contribute any significant features when he remodeled the Culbertson Coach House in 1952. His work that was visible from the street, which retained some features of the coach house, has been obscured by the 1991 addition at the front of the building. (D) The locaon and physical characteriscs of the structure, building, object or site make it an established and important visual feature of the village; The location and physical characteristics of the building as it looks today do not make it an established and important visual feature of the village. 152 (E) The acvies associated with the structure, building, object or site makes it a current or former focal point of reference in the village; There are no activities associated with the building that make it a focal point of reference in the village. (F) The structure, building or object is of a type or is associated with a use once common but now rare, or is a parcularly fine or unique example of a ulitarian structure and possesses a high level of integrity or architectural significance; The building historically was a coach house. It no longer resembles its intended purpose. so is no longer associated with the building type that made it distinctive. It has diminished architectural integrity. (G) The structure, building, object or site represents disnguishing characteriscs of architecture inherently valuable for the study of a e period, type of property, method of construcon or use of indigenous materials; The building no longer has the distinguishing characteristics of a coach house, which likely would have made it valuable for the study of that building type.. (H) The structure, building, object or site embodies elements of design, detail, material or crasmanship of exceponal quality; The building no longer embodies elements of design, detail, material or craftsmanship of exceptional value. (I) The structure, building, object or site exemplifies a parcular architectural style in terms of detail, material and workmanship; The building does not exemplify the stylistic treatments because it has been so totally remodeled. (J) The structure, building, object or site is one of the relavely limited remaining examples of a parcular architectural style; The building no longer reflects the characteristics of a coach house because of its remodelings. (K) The structure, building, object or site is, or is part of, a conguous grouping that has a sense of cohesiveness expressed through a similarity of style characteriscs, me period, type of property, method of construcon, or use of indigenous materials and accents the architectural significance of an area; 153 A coach houses was not typically part of a contiguous grouping of other buildings that were similarly used. They were associated with a large property and were predominantly functional at the time they were built in the 19th century, housing horses and buggies, Sometimes servants lived on the second floor of these auxiliary buildinsg. This criterion would not apply even if it had not been totally altered.. (L) The structure, building, object or site is an exceponal example of an historic or vernacular style, or is one of the few remaining properes in the village; Because of its remodeling, the building has no value as an exceptional example of a coach house. (M) The structure, building, object or site has a strong associaon with the life or acvies of a person, persons, organizaon or group who significantly contributed to or parcipated in historic or cultural events; or The building has no strong association with the life or activities of a person, organization or group who significantly contributed to or participated in a historic or cultural event. The main house at 220 Melrose was most closely associated with the Culbertson’s, not this building, which was strictly functional. (N) The structure, building, object or site is associated with a notable historic event. No significant historic event occurred in the building. 154
