meeting to conduct public business. In accordance with state law, the meeting agenda was posted at Village
Hall, other municipal buildings, and on the Village of Howard website and was also distributed to the local
media and other requesters at least 24 business hours prior to the start of this meeting.

C. Hughes made a motion to approve the agenda. C. McAllister seconded. The motion carried unanimously.
6. PUBLIC APPEARANCES
J. Muraski opened public appearances and invited members of the public to speak.
Ryan Malueg, 1600 Marley Street, addressed the board regarding inconsistent Village maintenance of
approximately 200 feet of sidewalk and terrace area adjacent to his property. He said snow removal and
mowing are sometimes completed by the Village and sometimes are not. Malueg asked the Village to provide
consistent maintenance of the area. C. McAllister said he had previously discussed the issue with Malueg.
No one else came forward. J. Muraski closed public appearances.
7. FUTURE AGENDA ITEMS/ANNOUNCEMENTS
J. Muraski said the subcommittee reviewing R-1 and R-2 lot width requirements will bring proposed changes
back to the Plan Commission and Village Board in the coming weeks. He said the proposal would maintain the
80-foot lot width standard while allowing up to 30% of lots to be narrower, with a minimum width of 60 feet,
to provide flexibility and potentially reduce the need for Planned Development District requests.

10. UNFINISHED BUSINESS OR OLD BUSINESS ITEMS (NONE)
11. NEW BUSINESS ITEMS
a. Review and take action on land exchanges with school district
P. Evert explained two proposed land exchanges with the Howard-Suamico School District. The first
involves property near Greenfield Avenue and Shawano Avenue. Evert said the Village plans to
realign a portion of Greenfield Avenue in the future and construct a regional stormwater pond on
nearby Village-owned property. The proposed exchange would provide the Village with the land
needed for the future roadway alignment while giving the school district property that would allow
its site to be developed more efficiently if it is not ultimately needed for a future school. He said the
Village would receive slightly more land in the exchange. The proposal is expected to go before the
school district at its Sept. 28 annual meeting. The second exchange involves Meadowbrook
Elementary School. Evert said a planned addition to the school creates a setback issue near an
existing driveway. The proposed exchange would provide the school district with the land needed
to meet the setback requirement in exchange for a driveway easement. As part of the same process,
the school district would also deed the Village property containing a portion of the Village’s existing
regional stormwater pond so the entire pond is located on Village-owned land. The board asked
questions regarding the financial and land impacts of the exchanges and whether the existing
roadway or driveway near Meadowbrook would be affected. Evert said the Village would receive
slightly more land, the financial impact would be relatively minor and the existing roadway or
driveway would remain in its current location. M. Nieft made a motion to approve the Land
Exchange Agreement between the Village and Howard-Suamico School District. C. Hughes
seconded. The motion carried unanimously. C. Nielsen made a motion to approve the Village
executing the documents needed to resolve the Meadowbrook Elementary School setback issue
with the exchange of land for a driveway easement. D. Kussow seconded. The motion carried
unanimously.
b. Review and take action on the 2027 consolidation grant agreement between the village and
other Brown County municipalities
P. Evert explained that the State of Wisconsin provides recycling grants to municipalities to help
offset recycling costs, with additional funding available when municipalities work together. He said
Brown County serves as the responsible unit under the intergovernmental agreement and
estimated that participation provides the Village with approximately $5,000 in additional grant
funding annually. C. McAllister made a motion to approve the 2027 intergovernmental agreement
between the village and other Brown County municipalities. C. Nielsen seconded. The motion
carried 7-0-1 (Abstained: M. Lasecki).
12. REPORTS OF VILLAGE OFFICIALS

on the Station 2 expansion, current and future staffing, increasing call volume, paramedic training,
the department’s proposed community EMS program, vehicle replacement planning and recent
grant awards and applications. The board asked questions regarding the community EMS program,
future staffing needs and long-term funding. No action was taken.
c. Directed Enforcement Officer B. Dhuey provided the September 2026 Police Department report. He
reviewed current staffing levels, call volume and response times, traffic and enforcement statistics,
e-bike and electric motorcycle complaints and police activity at the Duck Creek Quarry. Dhuey said
he plans to provide similar reports to the board on a quarterly basis. The board asked questions
regarding staffing, calls that could potentially be handled by other personnel and e-bike
enforcement. No action was taken.
