Farr explained that staff prepared the ordinance at the direction of the Village Board following discussion at its previous meeting. The ordinance lowers the speed limit on Greenfield Avenue to 35 mph as the area continues to develop and experiences increased traffic and pedestrian activity. C. Hughes made a motion to approve Ordinance 2026-11. D. Kussow seconded. The motion carried unanimously. b. Review and take action on a contract for architectural services relating to the Public Works Facility. G. Farr explained that the contract is for architectural and engineering services associated with a potential Public Works Facility expansion currently planned for 2028. The existing facility was built in 1989 when the Village had approximately 10,000 residents and 22 employees. The facility now supports 29 full-time employees and numerous seasonal employees and is over capacity, with equipment stored outdoors and office, locker room and other spaces undersized. Farr said the first step would be a space needs and existing facility assessment to determine what improvements are necessary before developing a concept and cost estimate. The first portion of the work is approximately $99,000, with approximately $230,000 needed to reach two initial project checkpoints later this year. The full architectural and engineering contract is approximately $650,000 if the project proceeds through design and construction documents. Farr emphasized that the Village Board would have opportunities to review the project and stop before proceeding to subsequent phases. Farr also reviewed the consultant selection process. The Village invited 11 firms to submit qualifications, received six responses and interviewed three firms. Barrientos was Village Board Meeting Minutes, August 24, 2026 Page 3 of 4 selected as the highest-ranked firm based on its experience and focus on public works facilities. Farr noted its proposal was also significantly less than the other top-ranked firm. Board members discussed the cost of the design work, the Village's anticipated construction budget, potential future acquisition of property north of the facility, the value of equipment currently stored outdoors and the importance of establishing clear checkpoints before proceeding further. J. Muraski read an email from C. McAllister, who was unable to attend the meeting. McAllister requested that the item be tabled until the entire Board had an opportunity to tour the Public Works Facility and expressed concerns about project costs and the Village's other upcoming financial obligations. R. Suennen made a motion to approve an Architectural and Engineering Services Contract for the Public Works Facility Expansion project with Barrientos as presented, realizing that there will be two phases where the Village Board can stop the project. C. Hughes seconded. The motion carried unanimously. c. Review and take action on awarding the Red Oak Street and Lineville Road Watermain Extension project to MC Excavating, LLC for $110,264.00 with work subsequently being change ordered onto the Kropps Corner utility project. J. Gerrits explained that the water main extension is needed to serve the Rennes Group property near Lineville Road and Glendale Avenue. Although water service had originally been planned as part of the 2027 Glendale Avenue reconstruction, Rennes learned that water service is required before construction can begin. Gerrits said Rennes contributed $150,000 toward the project as part of the property purchase. The Village requested proposals from five contractors with existing utility contracts, and MC Excavating submitted the lowest proposal at $110,264.00. Gerrits said staff is comfortable with MC Excavating completing the work based on its performance on the Kropps Corner utility project. He noted the work will later return to the Board as a formal change order because of its size. A. Lemorande made a motion to award the Red Oak Street and Lineville Road Water Main Extension project to MC Excavating, LLC for $110,264.00 with work subsequently being changed ordered onto the Kropps Corner utility project. M. Nieft seconded. The motion carried unanimously. d. Review and take action on the Tax Incremental District No. 10 Master Development Agreement Between the Village and T. Wall Enterprises P. Evert provided background on the redevelopment of the former UnitedHealthcare property and said T. Wall Enterprises plans a large mixed-use development that could ultimately include approximately 1,100 residential units along with commercial development. He explained that the Master Development Agreement establishes the framework for future phases and allows T. Wall to demonstrate the Village's participation to potential investors. Evert said the agreement provides T. Wall with 87% of the newly created tax increment, with the Village retaining the remaining increment along with tax revenue generated by the single-family portion of the development. He said the retained revenues are expected to cover the Village's costs for necessary public improvements associated with the project. R. Suennen asked how much of the projected $61.5 million in tax increment the Village would retain. C. Haltom said the Village would retain approximately 13%, in addition to revenues generated by the single-family homes, which is expected to cover the Village's out-of-pocket costs. C. Hughes made a motion to approve the TIF 10 Master Development Agreement between the Village and T. Wall Enterprises. J. Muraski seconded. The motion carried unanimously. e. Review and take action on the Tax Incremental District No. 10 Development Agreement Between the Village and T. Wall Enterprises for Grid-Iron District Phase 1 P. Evert said the Phase 1 agreement is the first project-specific agreement under the Master Development Agreement and will allow T. Wall Enterprises to move forward with the initial phase of the Grid-Iron District development. C. Hughes made a motion to approve the TIF 10 Phase 1 Grid- Village Board Meeting Minutes, August 24, 2026 Page 4 of 4 Iron Development Agreement between the Village and T. Wall Enterprises. M.
