PUBLIC HEARING AT 5:00 P.M. - FOR A REQUEST FOR GREEN BAY COMMUNITY CHURCH FOR A CONDITIONAL USE APPROVAL TO ALLOW FOR A SYNTHETIC TURF MIRACLE FIELD AND 13,500 SQUARE FOOT BUILDING ALONG WITH ACCESSORY USES, ETC LOCATED AT 600 CARDINAL LANE, VH-452 D. Wiese said the property is zoned R-2 Residential Duplex by Subdivision and, following review with the Village Attorney, a conditional use is the appropriate process for the proposed development. The proposal includes a synthetic turf Miracle Field, outdoor recreational space and a 13,500-square-foot building. He said the Plan Commission would review the conditional use request and make a recommendation to the Village Board. J. Muraski opened the public hearing and invited members of the public to speak. Jessica Kurowski, 2474 Turnbury Road, submitted materials for the record and expressed concern that drainage and engineering information for the project was incomplete. She described an existing drainage pipe on the church property that directs water toward her property and said residents had not yet been able to review how that drainage would be addressed. She requested denial of the application. Cindy Mabry, 2484 Turnbury Road, submitted written materials and requested that they be included in the record. She objected to the application proceeding because she believed required application and engineering information was incomplete and requested a procedural ruling from the chair regarding the evidentiary record. J. Muraski said he would not rule on a motion made by a member of the audience. C. Mabry stated her objection for the record. Mary Hiebel, 528 Lacona Court, expressed concern about potential noise and lighting impacts on the surrounding neighborhood. Darren Johnson, 517 Lacona Court, expressed concern about existing flooding conditions along Lacona Court and said additional development and changes in elevation could increase drainage impacts on neighboring properties. Mark Mabry, 2484 Turnbury Road, expressed concern about the proximity and elevation of the proposed development relative to neighboring homes and the potential for increased drainage impacts. He also questioned whether sufficient engineering information had been completed. Michael Miller, 2465 Turnbury Road, expressed concern about increased traffic and additional impervious surface in an area that already experiences standing water. Tim Johnson, 2504 Turnbury Road, expressed concern about drainage and people using the adjacent church property entering his property from the existing disc golf course. He asked the Village and church to consider fencing along the property line if the project moves forward. Nobody else came forward. J. Muraski closed the public hearing. D. Wiese explained that the Village's conditional use application process does not require every engineering component to be finalized before the Plan Commission considers the use. He said the Village routinely places conditions on approvals requiring items such as final stormwater, drainage and site plan review. G. Farr said the area has had well-known drainage and floodplain concerns for many years and the Village has completed improvements intended to reduce flooding. He said he was not aware of specific drainage complaints related to the church's existing stormwater system. He explained that synthetic turf fields typically include stone and subsurface drainage systems that can slow stormwater discharge. He said final engineering studies had not yet been completed, but the Village would review the project in detail to ensure it does not create additional drainage problems. A representative of Green Bay Community Church said the proposed Miracle Field is intended to provide recreational opportunities for people with disabilities and that the church wants to work with neighboring property owners to address concerns, including drainage. A representative of the project's civil engineering firm said a drone survey had been conducted and existing grades and infrastructure had been reviewed. He said a final stormwater plan had not yet been completed, but the concerns raised by neighboring property owners would be considered as engineering plans are finalized. N. Gwidt asked about drainage from the existing parking lot and whether both stormwater ponds would be utilized. The engineering representative said those details would be addressed through final engineering. D. Kussow asked whether a lighting plan had been submitted. D. Wiese said a detailed lighting plan had not been submitted. The applicant clarified that the proposed fields would not be lighted and would be used during daylight hours. N. Gwidt said she was comfortable with the information provided and noted that the plans already showed landscape buffering, setbacks and fencing that could help address impacts on neighboring properties. J. Muraski moved to suspend the rules to allow additional public comments. E. Gulbrand seconded. The motion carried unanimously. Mary Hiebel, 528 Lacona Court, said runoff entering Duck Creek remains a concern because when the creek floods, water can flow back toward properties along Lacona Court. G. Farr explained the Village's floodgates, pumping measures and monitoring efforts used during high-water events in the area. John Kurowski, 2474 Turnbury Road, said he supports the purpose of the project but questioned approving the request when, in his opinion, significant application and engineering information had not yet been completed. Darren Johnson, 517 Lacona Court, said the proposed parking lot expansion could also affect drainage because snow is stored in that area and rapid snowmelt drains toward Lacona Court. Cindy Mabry, 2484 Turnbury Road, reiterated her concern that final engineering plans had not yet been completed or made available for public review. John Plouff, 2553 Lance Street, expressed concern about the potential impact of additional development on ducks, cranes, deer and other wildlife using the property. J. Muraski moved to return to regular session. D. Kussow seconded. The motion carried unanimously. D. Kussow asked how the review process would proceed if the conditional use was recommended for approval. D. Wiese explained that the recommendation would proceed to the Village Board and that the Plan Commission could require final site plan and stormwater review as conditions of approval. He said approval of the conditional use would establish the use while final site plan review would address the detailed design and conditions. 7. REVIEW AND TAKE ACTION ON A REQUEST FOR GREEN BAY COMMUNITY CHURCH FOR A CONDITIONAL USE APPROVAL TO ALLOW FOR A SYNTHETIC TURF MIRACLE FIELD AND 13,500 SQUARE FOOT BUILDING ALONG WITH ACCESSORY USES, ETC LOCATED AT 600 CARDINAL LANE, VH-452 N. Gwidt moved to approve the conditional use approval for Green Bay Community Church to allow for a synthetic turf Miracle Field and 13,500 square foot building, along with accessory uses, etc., located at 600 Cardinal Lane, VH-452. 1. Storm water drainage easements as requested by Village. 2. Trail dedications and conservancy easements to protect the trees and wooded areas. 3. Sanitary and stormwater easements as required by Village of Howard Engineering Department. 4. Opaque landscape or fencing along adjacent single family residential areas on the southside of the property. 5. Stormwater drainage plan and addressing the buffer zones shown on the plans, including the 8-foot- wide landscape buffer, compliance with side-yard and front-yard setbacks, and a stop sign or other traffic-control device at the entrance and exit on Turnbury Road. M. Semrau seconded. The motion passed unanimously. 8. PUBLIC HEARING AT 5:15 P.M. - FOR A PLANNED DEVELOPMENT AMENDMENT FOR A BUILDING ADDITION FOR KWIK TRIP LOCATED AT 399 CARDINAL LANE, VH-1290-1-1 AND VH-1290-1-2 D. Wiese said Kwik Trip was originally approved as a Planned Development District and is requesting an approximately 2,000-square-foot building addition along with minor parking lot modifications. He said the additional space would primarily be used for kitchen, freezer and storage needs. A Kwik Trip representative said the Cardinal Lane store is nearly 16 years old and additional space is needed to accommodate the store's growth. J. Muraski opened the public hearing and invited members of the public to speak. Tom Gierczak, 386 Woodfield Drive, said he came to better understand the proposed expansion and expressed concern about increasing congestion in the Cardinal Lane area. J. Muraski explained that the proposal primarily expands the existing building and does not substantially expand the parking area. Sharon Sloan, 388 Woodfield Drive, expressed concern about existing noise, litter and truck activity associated with the store. She asked whether the project would result in additional parking or truck traffic. J. Muraski said the proposal did not include an expansion of the parking lot. Dave Koertge, 400 Woodfield Drive, expressed concern about the condition of the existing landscape buffer between Kwik Trip and neighboring residential properties and said some shrubs had died or were not being maintained. He asked that the landscaping be maintained and dead shrubs replaced. Nobody else came forward. J. Muraski closed the public hearing. 9. REVIEW AND TAKE ACTION ON PLANNED DEVELOPMENT DISTRICT AMENDMENT FOR A BUILDING ADDITION FOR KWIK TRIP, 399 CARDINAL LANE N. Gwidt encouraged the Kwik Trip representative to meet with neighboring property owners following the meeting and said the existing landscape buffer should be properly maintained. E. Gulbrand said the proposed addition would benefit the store and noted that it did not represent a significant expansion of the existing footprint. D. Kussow moved to approve the building addition for Kwik Trip, 399 Cardinal Lane, VH-1290-1-1 and VH-1290-1-2, with the following conditions: 1. Stormwater drainage approval from the Village of Howard Engineering Department. 2. A driveway connection to Associated Bank to allow for cross access between the two properties. 3. Maintenance of the shrubbery on top of the berm. E. Gulbrand seconded. D. Wiese said staff would review the landscaping requirements included with the original approval and compare them with existing conditions. The motion carried unanimously. 10. PUBLIC HEARING AT 5:20 P.M. - FOR A REQUEST FROM THE VILLAGE OF HOWARD TO REZONE VH-14, 4100 SHAWANO FROM A-1 EXCLUSIVE AGRICULTURE TO R-1 RESIDENTIAL SINGLE FAMILY D. Wiese said the Village purchased the property across from Fire Station No. 2 in part to accommodate a regional stormwater pond that will serve future development in the area. He said the Village is also planning future road extensions and residential development known as Greenfield Crossing. Rezoning the property from A-1 Exclusive Agriculture to R-1 Residential Single Family is necessary to move forward with the proposed subdivision. J. Muraski opened the public hearing and invited members of the public to speak. Dale LePacz, 1364 Greenfield Avenue, expressed concern about increasing traffic on Greenfield Avenue and asked about previously discussed plans to connect or realign roads in the area. He also asked that the creek and wetland areas be considered and protected as development moves forward. Roy Scott, 4084 Linden Lane, asked whether the wetland would remain undisturbed, whether additional stormwater facilities would be constructed and how future development would affect traffic on Greenfield Avenue. G. Farr said the wetlands would be preserved and that a new regional stormwater pond is planned as part of the development. He explained that Greenfield Avenue is planned to end in a cul-de-sac near Shawano Avenue and that Milltown Road would be extended and eventually reconnect with Greenfield Avenue farther north. He said the southern portion of the road project is planned for 2027, with the northern portion anticipated in a later phase. Nobody else came forward. J. Muraski closed the public hearing. 11. REVIEW AND TAKE ACTION ON REZONING VH-14 FROM A-1 EXCLUSIVE AGRICULTURE TO R-1 RESIDENTIAL SINGLE FAMILY D. Kussow moved to approve rezoning VH-14 from A-1 Exclusive Agriculture to R-1 Residential Single Family. M. Semrau seconded. The motion carried unanimously. 12. REVIEW AND TAKE ACTION ON THE PRELIMINARY PLAT OF GREENFIELD CROSSING D. Wiese said the Village is beginning the initial phases of stormwater and infrastructure planning for Greenfield Crossing and that the preliminary plat meets applicable lot size and setback requirements. Staff also noted that future property owners and builders will need to account for existing soil and drainage conditions when developing individual lots. N Gwidt. moved to approve the Preliminary Plat of Greenfield Crossing. J. Muraski seconded. The motion carried unanimously. 13. REVIEW AND TAKE ACTION ON A PRELIMINARY PLANNED DEVELOPMENT DISTRICT FOR TYCORE BUILT, LLC VH-12-9-SHAWANO AVE D. Wiese said a small parcel, VH-12-9, was left out of the previously approved Preliminary Planned Development District for the Pamperin Place development. He said the request would incorporate the parcel into the development and allow the remaining lots in that area to be completed. Because the parcel does not meet all standard lot requirements, a Planned Development District is appropriate and is consistent with the previously approved development pattern. D. Wiese said this is the preliminary review and the item will return to the Plan Commission for a public hearing. N. Gwidt moved to approve Preliminary PDD for Tycore Built, LLC’s Parcel No. VH-12-9 from R-1 to Planned Development District (PDD) to support single-family residential development, combining the parcel with future Pamperin Place subdivision lands to create two future lots from existing CSM 7470 and a proposed Pamperin Place outlot. D. Kussow seconded. The motion carried unanimously. 14. FUTURE AGENDA ITEMS (NONE) 15. ADJOURN THE MEETING E. Gulbrand moved to adjourn. M. Semrau seconded. The motion carried unanimously, and the meeting adjourned at 6:38 PM. Ciara Hurrish Public Information Officer/Deputy Clerk
