10. UNFINISHED BUSINESS OR OLD BUSINESS ITEMS (NONE)
11. NEW BUSINESS ITEMS
a. Review and take action on Ordinance 2026-08, amending Chapter 4 of the Village Code
relating to dog ownership limits and other minor wording changes
P. Evert explained the proposed ordinance updates would clarify language throughout Chapter 4.
The changes include making the threshold for a multiple dog license consistent at three or more
dogs, updating gender-specific language to gender-neutral language, and clarifying that the Village's
Animal Control Officer may enforce wildlife feeding regulations but may only enter private
property with an inspection warrant. C. Nielsen asked for clarification on the inspection warrant
process and who would issue such a warrant. P. Evert explained that an inspection warrant may be
issued by a municipal or circuit court judge and noted that state law limits when an Animal Control
Officer may enter private property without a warrant. C. Hughes said the ordinance language was
revised to address public confusion regarding the difference between a search warrant and an
inspection warrant. D. Kussow asked for clarification on the wildlife feeding language and
questioned why it appeared in the ordinance. P. Evert explained that the wildlife feeding provisions
already exist in Chapter 4 and that the ordinance only clarifies the enforcement language. C. Nielsen
made a motion to approve Ordinance 2026-08 amending Chapter 4 of the Village Code. C. Hughes
seconded. The motion carried unanimously.
b. Review and take action on Certified Survey Map for the Village of Howard and MVP
Developers, 624 and 628 Lacona Court VH-4641 and VH-4643
D. Wiese explained the Certified Survey Map would relocate the planned cluster mailbox unit from
Village-owned property to a residential lot within the development. J. Gerrits said the mailbox was
originally planned on a Village-owned stormwater pond outlot. After further discussion, staff
determined relocating it to Lot 17 would eliminate the Village's responsibility for clearing snow
around the cluster mailbox unit. R. Suennen asked whether the United States Postal Service had to
approve relocating the mailbox. J. Gerrits said the mailbox unit has not yet been constructed and
explained that the Village works with the Postal Service during the planning process to determine
the mailbox location. M. Lasecki made a motion to approve the Certified Survey Map for the Village
of Howard and MVP Developers, 624 and 628 Lacona Court VH-4641 and VH-4643. R. Suennen
seconded. The motion carried 8-1 (No: C. McAllister).
c. Review and take action on Ordinance 2026-09, amending Village Parking Regulations on
McIntyre Circle
G. Farr explained McIntyre Circle will have a 28-foot-wide roadway, which would leave limited
space for traffic if parking were allowed on both sides of the street. He said staff recommends
prohibiting parking on the north side of the street to maintain adequate access for vehicles. He
added the Village may consider restricting the street to one-way traffic in the future if parking
demand warrants it. M. Nieft asked what circumstances would lead to the street becoming one-way.
G. Farr said staff would evaluate parking demand after the neighborhood is developed and occupied

before determining whether additional restrictions are necessary. M. Lasecki made a motion to
approve Ordinance 2026-09 prohibiting parking on the north side of McIntyre Circle. C. Hughes
seconded. The motion carried unanimously.
12. REPORTS OF VILLAGE OFFICIALS
a. Formation of a Joint Trustee/Plan Commission Ad Hoc Committee on Housing Density,
Placement, and Lot Standards
J. Muraski explained the proposed committee would review housing density, apartment placement,
and lot standards and provide recommendations for future development. The committee may
recommend amendments to the Village's Comprehensive Plan and Future Land Use Map. C. Hughes
made a motion to authorize the formation of a five-member Joint Trustee/Plan Commission Ad Hoc
Committee on Housing Density, Placement, and Lot Standards consisting of Village President John
Muraski, Trustees Craig McAllister, Daniel Kussow, and Adam Lemorande, and Plan Commission
member Randy Smith. R. Suennen seconded. The motion carried unanimously.
