Wiese explained the Grid-Iron development previously received preliminary and final Planned Development District approval, along with site plan approval for the first two buildings. The Final Plat would establish the final lot layout and configuration needed for development to move forward. D. Wiese reviewed the conceptual layout included in the packet, which showed the proposed mix of apartment buildings, commercial development and single- family lots. He noted the primary change from the previously approved PDD was that several lots originally planned for attached units are now proposed as individual single-family home lots. He also reviewed the future trail map included in the packet and noted staff have been coordinating extensively with the developer regarding utilities, easements, sidewalks, trails, and roadway layouts. Commission members discussed lot sizes and the overall development layout. Matthew Ballweg, representative from T-Wall Enterprises, stated the proposed lots were designed to provide additional density and improve affordability for future homeowners. He also stated the lots are under contract with Smart Custom Homes, LLC, out of Oneida. Zachary Holshuer, land surveyor from Vierbicher, stated the proposed lot widths are consistent with nearby subdivisions along Security Boulevard and in the Howard Commons area. Commission members discussed the changes from the previously approved development plans and whether the proposed single-family lots constituted a significant change from the approved PDD. D. Wiese stated staff considered the change minor and noted the proposal reduced intensity from attached housing to single-family homes. R. Smith made a motion to approve the Grid-Iron District Final Plat, subject to the following conditions: 1. Outlot 4 shall be dedicated to the Village 2. All trail easements shall be revised to include the Village’s standard easement language. a. Trail segments shall include turning radii as requested by Public Works. b. Trails shall be installed in accordance with the phasing plan provided by Public Works. 3. A portion of Lot 35 (sliver) shall be dedicated for trail purposes, in a form acceptable to the Village. 4. All private sanitary sewer easements shall be revised to include the Village’s standard easement language. 5. All single-family lots shall take access from Security Boulevard only and shall not take access from Outlot 2. 6. Approval is contingent upon the discontinuance of the identified portion of Security Boulevard. M. Semrau seconded. The motion carried unanimously. 7. PUBLIC HEARING AT 5:05 P.M.- REZONE VH-230-1, 793 FREDERICK COURT FROM R-5 RURAL ESTATE RESIDENTIAL TO R-1 RESIDENTIAL SINGLE FAMILY. D. Wiese explained the request is to rezone VH-230-1, 793 Frederick Court, from R-5 Rural Estate Residential to R-1 Residential Single Family. He stated the property owner recently passed away and the LLC handling the estate is seeking the rezoning to allow the property to be divided into additional lots through a Certified Survey Map. He noted utilities are already available in the area, though the applicant would be responsible for installing laterals where needed. Staff recommended approval. J. Muraski opened the public hearing and invited members of the public to speak. Nobody came forward. J. Muraski closed the public hearing. 8. REVIEW AND TAKE ACTION ON REZONING VH-230-1, 793 FREDERICK COURT FROM R-5 RURAL ESTATE RESIDENTIAL TO R-1 RESIDENTIAL SINGLE FAMILY. M. PUBLIC HEARING 5:10 P.M.- FINAL PLANNED DEVELOPMENT DISTRICT APPROVAL FOR A SINGLE-FAMILY SUBDIVISION WITH SUBSTANDARD LOTS LOCATED SHAWANO AVENUE AT 4245 PARCEL NUMBER VH-38-3, VH-12, AND VH-12-8 D. Wiese explained the applicant previously appeared before the Plan Commission for preliminary Planned Development District approval for the former Pamperin property located near the Hazel Estates development area. He stated the proposal includes a combination of lot sizes, with several lots reduced from the standard 80-foot width to 75 feet in order to accommodate roadway connections and work around wetland areas. He noted most lots meet the minimum lot area requirements. J. Muraski opened the public hearing and invited members of the public to speak. Steve, 4265 Shawano Ave, expressed concerns regarding residential density, traffic, future tax base impacts, and whether the Village is becoming primarily a residential “bedroom community.” He also commented on increasing traffic volumes in the area and encouraged the Village to continue planning for future growth. Russ Harrison, 1375 Bronco Court, stated he has lived in the area for more than 45 years and expressed sadness about seeing the area change due to development. Nobody else stepped forward. J. Muraski closed the public hearing. 10. REVIEW AND TAKE ACTION ON FINAL PLANNED DEVELOPMENT DISTRICT APPROVAL FOR A SINGLE-FAMILY SUBDIVISION WITH SUBSTANDARD LOTS LOCATED SHAWANO AVENUE AT 4245 PARCEL NUMBER VH-38-3, VH-12, AND VH-12-8 Commission members discussed lot sizes, wetlands, roadway connectivity and stormwater management. D. Wiese explained staff requested modifications to the original layout to improve roadway connections to surrounding properties and future developments. He noted the revised design reduced the number of cul-de-sacs and improved overall connectivity in the area. Staff also discussed setbacks, wetland preservation areas and planned regional stormwater facilities associated with the development. N. Gwidt stated she remained concerned about the reduced lot widths and wetlands within the development and indicated she would vote against the proposal. E. Gulbrand made a motion to approve the Final Planned Development District approval for a single-family subdivision with substandard lots located on Shawano Avenue at 4245 Parcel Number VH-38-3, VH12, and VH-12-8. Wiese explained the applicant is requesting to rezone VH-666, 2483 Duck Creek Parkway, from R-1 Residential Single-Family to R-3 Duplex. He stated the existing single-family home on the property is in disrepair and the property owner recently passed away. The proposal would allow the property to be divided into duplex lots through a future Certified Survey Map. D. Wiese noted nearby properties include duplexes and apartments, including the Duck Creek Landing Apartments across Duck Creek Parkway. J. Muraski opened the public hearing and invited members of the public to speak. Joe Bayard, 189 Viewpoint Road, stated he and his siblings inherited the property and are seeking the rezoning because they believe duplex zoning would make the property more desirable for future development due to surrounding apartments and duplexes already existing in the area. He also asked about driveway access near the nearby roundabout. G. Farr explained the driveway access would remain right-in/right-out due to the median configuration near the roundabout. Nobody else stepped forward. J. Muraski closed the public hearing. 12. REVIEW AND TAKE ACTION ON REZONING VH-666, 2483 DUCK CREEK PARKWAY FROM R-1 RESIDENTIAL SINGLE-FAMILY TO R-3 DUPLEX. D. PUBLIC HEARING 5:30 P.M.- REZONE VH-14-3, 4165 SHAWANO AVENUE HOWARD FIRE STATION #2 FROM R-5 RURAL ESTATE RESIDENTIAL TO R-1 RESIDENTIAL SINGLE FAMILY D. Wiese explained the request is from the Village of Howard Fire Department to rezone VH-14- 3, 4165 Shawano Avenue, from R-5 Rural Estate Residential to R-1 Residential Single Family. He stated the rezoning would reduce setback requirements to allow for future additions to Fire Station No. 2. D. Wiese noted the property boundaries would not change and explained the Village does not have a separate zoning classification for public buildings such as fire stations or Village Hall. J. Muraski opened the public hearing and invited members of the public to speak. Jackie, 4010 Shawano Ave., asked whether the proposal would expand the property boundaries. D. Wiese explained the property boundaries would remain the same and the rezoning would only allow future additions to be constructed closer to the lot lines. Nobody else stepped forward. J. Muraski closed the public hearing. 14. REVIEW AND TAKE ACTION REZONING VH-14-3, 4165 SHAWANO AVENUE HOWARD FIRE STATION #2 FROM R-5 RURAL ESTATE RESIDENTIAL TO R-1 RESIDENTIAL SINGLE FAMILY N. He stated the proposal includes redevelopment of the access point near Harwood Avenue, additional landscaping, screening areas and updated site lighting. D. Wiese noted staff may see additional requests for future phases of development on the property. G. Farr stated Public Works supports the proposal but noted there are engineering details still needing review regarding driveway alignment, traffic flow, sidewalk elevations and turning movements. He explained staff would like the driveway alignment adjusted to better align with Harwood Avenue and expressed concerns regarding the short length of the proposed left-turn lane exiting the property onto Glendale Avenue. Gwidt expressed concerns regarding visibility near the proposed sign location and ensuring the sign would not obstruct views for pedestrians or drivers using the heavily traveled sidewalk and intersection area.
