Review and take action on the Glendale Avenue resurfacing project multi-use trail G. Farr explained that the item was to determine the appropriate width and material for the proposed multi-use trail along Glendale Avenue. He said design guidelines typically recommend 10–12 foot trails for two-way bicycle and pedestrian traffic, but an 8-foot trail can be acceptable in limited circumstances. Farr noted that trails less than 10 feet wide cannot be easily maintained by Village plow trucks, which is why narrower trails are typically maintained by adjacent property owners. He said staff recommends constructing an 8-foot-wide concrete multi-use trail, which reflects feedback received from neighborhood residents. The board asked questions regarding trail maintenance responsibilities, sidewalk maintenance, and terrace widths along Glendale Avenue. C. Hughes moved to approve the construction of an 8-foot-wide concrete multi-use trail. C. McAllister seconded. The motion carried unanimously. b. Review and take action on the Village’s Arboricultural Specification Manual or Tree Policy G. Farr explained that the Arboricultural Specification Manual, commonly referred to as the Village’s Tree Policy, has been revised to clarify how the Village handles removal of healthy street trees and how requests from homeowners are evaluated. He said the revisions include updated definitions, valuation of trees, and guidelines for acceptable and unacceptable reasons for tree removal in order to ensure consistent treatment of property owners. The board discussed the proposed policy, including clarification of what constitutes minor versus major root issues and potential impacts on property owners. C. Hughes moved to approve the 5th revision to the Tree Policy (Arboricultural Specification Manual). A. Lemorande seconded. The motion carried 7-1 (No: S. Beyer) c. Review and take action on a Certified Survey Map (CSM) for Shawn Hoffman, 1730 Pinecrest Road, VH-173-3 D. Wiese explained that the Certified Survey Map proposes dividing the existing home from the remainder of the property at 1730 Pinecrest Road. The remaining property would be designated as Outlot 1, which would remain unbuildable. He noted the Village would like to preserve the potential Village Board Meeting Minutes, March 9, 2026 Page 3 of 3 for a future road connection for access and safety purposes. Staff recommended including notes on the CSM indicating that a future road may be constructed and that the property would be subject to future road and utility assessments. Randy Oettinger, surveyor for the applicant, addressed the board and said the requested language could be added to the map. J. Muraski moved to approve the CSM for Shawn Hoffman, 1730 Pinecrest Road, VH-173-3 with the conditions: 1. A prominent note on first page of the plat states that a future road will be constructed on Outlot 1 and Lot 1 will be subject to future road and utility assessments. 2. Either the words “future road” is labeled on the Pinecrest frontage or the future road shown on CSM. C. Nielsen seconded. The motion carried unanimously. d.
