REVIEW THE RESPONSIBILITIES OF THE JOINT REVIEW BOARD
Ariana Schmidt, a senior financial specialist for Ehlers, explained that if the Plan Commission
and Village Board both approve resolutions establishing the TID, it will be up to the Joint Review
Board to ensure the project meets the but/for test.
REVIEW AND DISCUSS THE DRAFT PROJECT PLAN
Ms. Schmidt provided a presentation explaining how tax incremental financing works. She said
the proposed TID is 57 percent blighted, which means it could remain open for 27 years. She
reviewed the projected incremental value of the TID and said the focus is on the first phase of
the development. The actual dollar figures will completely depend on how and when the
developer constructs the buildings because it is a pay-as-you-go TIF. The developer will only be
reimbursed if the project continues, and the increment becomes available. The board discussed.
Frank Roman, an Economic Development Consultant with Ehlers, who completed the analysis of
the developer’s project proforma to recommend the level of TIF assistance, explained the
unfavorable development conditions that led to the request for TIF, including the infrastructure
improvement costs.
SET NEXT MEETING DATE TO CONSIDER APPROVAL OF THE TID
The board tentatively scheduled the next meeting for 4:30 p.m. on May 12. Cole Runge said he
will be leaving his position with Brown County, so the village should reach out to Brown County
Director of Administration Chad Weininger or Brown County Deputy Executive Jeff Flynt to
replace him on the JRB.
ADJOURN
C. Runge moved to adjourn, and M. Juech seconded. The motion carried unanimously, and the
board adjourned at 5:13 p.m.
