STORMWATER IMPACT FEES S. Gehin: - Presented an updated stormwater impact fee report prepared by McMahon Associates. - The Village’s stormwater code permits qualifying developments to install on-site best management practices or pay a one-time fee in lieu of satisfying certain post-construction water-quality requirements. Village Board Meeting (September 15, 2026) - The fee would offset capital costs for regional stormwater ponds, while the regular monthly stormwater charge would continue to fund system maintenance. - The report evaluated fees based on watershed impervious area and total suspended solids removal. - The Village currently has 7 ponds and the report will need to be updated after construction of the Riverview Park pond. - Several current development projects have expressed interest in the fee-in-lieu option. - Public Works Committee at their meeting on September 1st recommended the impervious method should be used to calculate the buy in cost, impact fee should be determined on a per pond basis, and inflation should not be added to the pond cost as a lower fee will encourage the fee in lieu option thus increasing a site’s developable area and decreasing property maintenance. Staff noted that project circumstances may require either calculation method. Discussion: - How fees should be calculated, prior use of a payment-in-lieu rate, whether the fee applies to residential projects, and the benefit of allowing developers to use regional ponds instead of dedicating on-site land for detention facilities. - Staff indicated that the requirements generally do not apply to single-family residential developments unless land-disturbance thresholds are met. - Whether inflation should be added to the pond cost - Board consensus was to review the fees once Riverview Pond is in place to consider whether inflation should be included.
