March: - Representative Franklin is expected to attend the Village Board meeting tonight to provide an update related to GBCI. PUBLIC APPEARANCES - None STORMWATER IMPACT FEES (from 7/14/26) S. Gehin: - When a construction site is located within the watershed of a regional stormwater facility, the property owner can choose to pay a fee in lieu of to satisfy one or more of the post- construction requirements. This is subject to the regional stormwater facility ability to provide the site’s required stormwater control. - The one-time fee provides the Village with a method of recovering a portion of the Village’s capital cost. - McMahon Associates updated the 2012 Stormwater Impact Fee report containing the impact fees and/or buy in costs for each Village owned pond and for the overall pond system. - The report was updated to include the construction cost of the Bethel Baptist Pond and will be updated again in the future to account for the construction of Riverview Park Pond. - Inflation was not added to the pond cost. - Staff believes the buy in cost should be applied on a per pond basis because it is a true representation of the actual project cost. - Overall, we want to promote using pond capacity to increase a site’s developable area. Discussion: - Should costs include inflation and fees be calculated overall project basis or per pond basis. Per pond basis is a representation of the actual project cost. - Lower costs encourage development within these watersheds and utilize existing regional pond capacity. - Total post-construction impervious area vs. Total Suspended Solids (TSS) removal models. For simplicity the impervious method should be used to calculate the buy in cost. - Capacity for major future redevelopments (such as the prison site draining into the Heritage Hill Pond) - Using actual historical costs keeps the figures concrete and defensible. Keeping costs low actively promotes development within those watersheds and decreases property maintenance. Collison/Lefebvre moved to recommend to the Village Board to approve the Stormwater Impact Fee report with the recommendation that fees be calculated using impervious area, on a per-pond basis without adding inflation. Motion carried. 2027 STREET RECONSTRUCTION – PROPOSED ROADWAY WIDTHS S. Gehin: - The topographic survey for the 2027 reconstruction project is completed and design of the roadway projects has started. - After reviewing the existing roadway widths, staff recommend the proposed roadway design match the existing roadway widths. - By Code, the minimum pavement width for a local residential street is 32-feet (33-feet measured from back of curb). The roadway widths are less than that required by the Code. - The proposed roadway widths are described below: - Lazarre Ave. (Riverside Dr . to DuCharme Ln.) – 30-Ft - W. Whitney St. (DuCharme Ln. to Webster Ave.) – 24-Ft - E. Whitney St. (Webster Ave. to Beaumont St.) – 30-Ft - Woodrow Way (E. Mission Rd. to E. Allouez Ave.) – 30-Ft - Jourdain Ln. (E. Mission Rd. to E. Allouez Ave.) – 29-Ft - Karl St. (Libal St. to East River Dr.) - 30-Ft - S. Van Buren St. (Derby Ln. Catherine St.) -30-Ft - Due to the existing conditions, predominately residential land use with low speed and traffic volumes, the proposed roadway widths are found to be acceptable and adequate for the street projects. - By resolution, the Village Code does allow for an exception to the minimum roadway width requirement. Lefebvre/Collison moved to recommend to the Village Board Resolution 2026-20, approving the proposed roadway widths. Motion carried. WATER DEPARTMENT PICK-UP TRUCK PURCHASE S. Gehin: - Due to engine troubles, the Water Department is in need of the replacement of the 2009 valve turning and message board pickup truck. - As a result of, next year’s replacement of an operator’s 2016 F-150 pickup truck is being proposed for purchase this summer. - The retired truck will be repurposed as the valve turning/message board truck with the hope of serving in this secondary use for the next 5-yrs. - Staff received government pricing from Ewald Automotive Group in the amount of $48,135.50 for the purchase of a 2027 Ford F150 Pickup Truck equipped with a light bar and tool boxes. - The purchase will be paid from the Water Utility fund balance. Leiterman/Genrich moved to recommend to the Village Board approval of the purchase of the 2027 Ford F-150 Pickup truck and accessories from Ewald Automotive Group in the amount of $48,135.50. Motion carried. 2026 CONSTRUCTION PROJECT UPDATE - Gehin provided an update on the 2026 Construction projects FUTURE AGENDA ITEMS - Committee member raised concerns about electric bikes and scooters being operated at high speeds on sidewalks and trails, creating safety concerns for pedestrians. - Staff noted the Parks Department had discussed the issue and that a joint committee meeting could be considered. - It was also noted that the municipal judge was considering a symposium with neighboring communities because the concern is shared across communities. ADJOURNMENT Collison/Lefebvre moved to adjourn at 6:16p.m. Motion carried.
