Now Hiring - School Crossing Guards PUBLIC COMMENT State Representative Benjamin Franklin, Assembly District 88 Provided an update on progress of the closure of GBCI: - 2025-2027 state budget appropriated $15 million for DOC capital-project planning and initial realignment work - State Building Commission unanimously released the $15 million on 10/28/25. - DOA and DOC are using planning funds to develop preliminary plans and a design report across the realignment sites. - GBCI’s publicly reported operating budget was approximately $40 million in the most recent cited fiscal year (about $3.3 million per month) - To offset the loss of GBCI (which currently holds 749 design-capacity beds), the bipartisan framework involves revamping multiple facilities across the state, resulting in a net gain of 530 prison beds statewide. - While GBCI's closure eliminates 350 positions, the statewide restructuring creates 385 new positions (a net gain of 35 jobs). The bill also includes transition assistance and relocation support for current guards. - Although the initial state budget aimed for a closure date of December 31, 2029, the specific 2029 deadline was removed by partial veto. The active working draft instead ties closure to 48 months after enactment/enumeration. Michael Ott, 530 Beaupre Street - Raised concerns about frequent street parking in his neighborhood- near driveway, mailbox, and fire hydrant. - Concerns included blocked access, noise, limited roadway clearance, and whether emergency vehicles could safely pass. Gehin: - The topographic survey for the 2027 reconstruction project has been completed and design of the roadway projects has started. - After reviewing the existing roadway widths, staff recommend the proposed roadway design match the existing roadway widths. - By Code, the minimum pavement width for a local residential street is 32-feet (33-feet measured from back of curb). The roadway widths are less than that required by the Code. - The proposed roadway widths are described below: - Lazarre Ave. (Riverside Dr . to DuCharme Ln.) – 30-Ft - W. Whitney St. (DuCharme Ln. to Webster Ave.) – 24-Ft - E. Whitney St. (Webster Ave. to Beaumont St.) – 30-Ft - Woodrow Way (E. Mission Rd. to E. Allouez Ave.) – 30-Ft - Jourdain Ln. (E. Mission Rd. to E. Allouez Ave.) – 29-Ft - Karl St. (Libal St. to East River Dr.) - 30-Ft - S. Van Buren St. (Derby Ln. Catherine St.) -30-Ft - Due to the existing conditions, predominately residential land use with low speed and traffic volumes, the proposed roadway widths are found to be acceptable and adequate for the street projects. - By resolution, the Village Code does allow for an exception to the minimum roadway width requirement. - Public Works Committee recommended approval to the proposed roadway widths as provided in Resolution 2026-20 at their meeting on September 1st.
