Beauchamp: - The Public Service Commission (PSC) regulates Wisconsin public utilities, including water service and sets rates for the Allouez Water Utility, which is currently undergoing a rate case. - At the time of the rate application, staff asked the PSC to consider quarterly rather than monthly customer utility billing. - PSC recently contacted the Village to confirm whether the village wants to move from monthly to quarterly billing. - If approved, all utility billing for sanitary, storm and water services would be done on a quarterly basis. - In the past, Village water and sewer utility services were billed on a quarterly basis, switched to monthly for some time and recently interest in quarterly billing has resurfaced again due to staff and customers changes especially since most Brown County municipal water utilities bill on a quarterly basis. - Discussed pros and cons of switching from monthly to quarterly utility billing: - Pros: o Materials/supplies costs savings (postage, laser bills, reduced bank/credit card service fees) o Reduction in administrative staff time devoted to billing and receipting. - Cons: o Larger bills ▪ Quarterly billing may make budgeting more difficult for some customers, however, monthly payments can still be made o Lost water ▪ Monthly billing allows customers to identify unusual water use sooner than quarterly billing. To address this concern, staff has discussed adding a customer portal connected to the existing AMI system, which would allow customers to view current and historical water use and, depending on the portal, other account information. ▪ Director of Public Works also contacted municipal peers and found that 6/7 neighboring communities offer portals with near real-time Village Board Meeting (June 2, 2026) water-use monitoring. Savings from lower material and supply costs could help fund the portal. o Cash flow ▪ Utility cash flows will be impacted by the initial implementation of quarterly billing S. Gehin: - Quarterly billing would not make it more difficult to detect leaks that involve the water main or water services upstream of the meter. - If the village moved to quarterly billing, he recommends purchasing software, such as Aquahawk, that provides customers real-time usage of their consumption data, leak alerts inside the home, downstream of the water meter. - Pricing of software (approximately $20,000- 1st year, $12,000 – annually) H. Spindler, Utility Clerk: - Discussed the capabilities software would provide (streamline the process) and the amount of time spent each month on mailing utility bills Discussion: - Education & communication to residents - Delay start until after the holidays - Customers can still pay on a monthly basis (if unsure on average amount, contact the village and they could assist) - Add wording to upcoming monthly bills to warn residents of the change (no bill for the fourth quarter, bill will arrive in January 2027) and send a letter as well Atwood/Genrich moved to approve changing from monthly utility billing to quarterly utility billing. Motion carried. CONSENT AGENDA Marsch/Leiterman moved to: a. Accept and Place on File minutes from: i. Parks, Recreation & Forestry Committee 4/28/26 ii. Plan Commission 4/21/26 b. Approve accounts payable dated 5/15/26, 5/22/26 Motion carried. ELECTRIC BIKES AND SCOOTERS (Trustee Atwood- from VB 5/19/26) R. Atwood: - According to state law, classification of e-bikes now must be posted on the bike in a visible area, non-removable (type 1, 2, & 3) - Different speed limits - Paths on East River Trail have posted speed limit of 10mph, Fox River Trail is 15 mph - E-bikes are flooding neighborhoods with not a great deal of regulation - Suggested meeting with surrounding municipalities to see where everyone is at and come up with uniformity - Educating residents of the rules and regulations - Idea from C. Clark included adding speed limit radar signs on the trails to educate people as to how fast they are going as some people may not realize their speed - DEO Vogel has informational packets on e-bikes kept in his squad car when he sees minors on bikes and delivers to parents of minors to remind them of their responsibilities Village Board Meeting (June 2, 2026) - C. Clark: o Parks, Rec., & Forestry Committee discussed this topic last year and the Committee decided to install speed limit signs on the trails. o It is a popular topic around the state as every community is dealing with the same thing. Ideal to work with other communities to have uniform rules, ordinances & enforcement. FUTURE AGENDA ITEMS -None ADJOURNMENT Genrich/Harris moved to adjourn at 7:09pm. Motion carried. Minutes submitted by Carrie Zittlow, Clerk/Treasurer
