DISCUSSION/ACTION: OPTIMIST PARK PLAYGROUND ADDITION RESIDENT CONCERNS
The Miracle League of Green Bay received a substantial donation for the utilization of
improvements at Optimist Park. The Miracle League worked with Village staff and determined
that outdoor musical percussion instruments would be a good addition to the playground, fit the
space, and are within the donation amount. Park neighbors were concerned with the new musical
pieces and other noise making items at the playground at Optimist Park.
Lisa Kay Sperbeck, 425 Kalb Ave.
- Concerned with current musical bells creating noise.
- Is worried that the new percussion pieces will cause issues. Requesting no additional
noise making items at the park.
- Doesn’t feel that noise making items should be part of a playground within a residential
neighborhood.
- Were other options considered for the addition to the playground?
Todd and Lori Flagstad, 433 Kalb Ave.
- Enjoy the park and the Miracle League. Have lived on Kalb Street before the Village and
Miracle League began development of the park in 2007.
- Ringing bell on the green slide near Kalb Street is very loud and annoying.
- Concerned that additional noise making items will also be an annoyance.
- Flashing lights from the playground are on all of the time.
- Would be nice if notified about improvements at the park.
Gary Rogaczewski, Executive Director of the Miracle League
- Received a donation from LaForce in the amount of $34,000.
- Toured several other community park locations in the area to view potential items to add
to the playground. Determined the percussion musical items were a good option due to the
uniqueness, within the donation amount, require less space, and overall cost.
- The concrete and installation were also donated to the Miracle League for this project.
- All Miracle League participants are accompanied by adults while at the park and
playground.
C. Clark
- Has worked with Lisa over the past several years attempting to resolve her concerns at the
park including quieting measures with the Ring a Bell, placing a timer on the flashing lights
game, and planting screening trees around the playground.
- Was unaware of the bell issues on the green slide near the street. Will look into that
particular issue right away.
- The percussion musical instruments have been purchased, are in possession of, and
awaiting installation prior to Miracle League opening day which is June 6th.
- The literature for the instruments says the decibel levels are around 65 decibels at 50 meters
(165 feet). The street is over 200 feet from the installation location.
- Comparison noises to 65 decibels are things such as normal conversations, laughter, a
running dishwasher, and a running air conditioner unit.
- Village code noise level limits are around 60 decibels at the property boundary.
- Village Code Compliance Department has the ability to test the noise levels.

Discussion:
- What are some options to do with the instruments?
▪ Do not install
▪ Install and determine if issues (test sound) and remove if necessary
▪ Inquire with the vendor about a possible return of items
- Could equipment be placed in another park? The donation was for additional items to go
to the Miracle League at Optimist Park.
- Appropriate decibel levels.
- There is a growing need for sensory playgrounds and equipment like this.
- Possibly add a sound buffer/structure to deflect noise. Concerns from a security/safety
standpoint.
- The Village will make improvements to parks from time to time.
R. Atwood moved to proceed with the installation of the musical instruments at Optimist
Park subject to compliance with village code decibel regulations. M. Seidl seconded the
motion. Motion passed.
