e. Notice of Public Hearing on June 2nd, Request for a Conditional Use Permit
J. March- Gentleman and his son from the Pawnee Indian Nation of Oklahoma stopped into Village
Hall yesterday to fulfill a promise made 8 years ago. They dropped off copper bracelets made out of
old scrap pipe that the village donated to them 8 years ago. On the reservation they teach students
how to melt down scrap metal, do metal work, and welding. Thought it was a neat story that they
fulfilled the promise and we indirectly are helping some students learn valuable skills.
PUBLIC COMMENT
Arthur Despins, 1278 Garland Street
- Has anyone contacted the YMCA about Langlade School closing or development in that
area? Rafter stated the village has been in talks with the YMCA about their future and what
they plan to do. They are trying to figure out what they are going to do, whether they are
going to work on the current YMCA. Currently going through fundraising, large capital
planning (a strategic plan) that is supposed to be finished by the end of the year.
- Everyone wants to see community products grow, feels as though the village should focus
on current infrastructure and maintaining it rather than newer, bigger projects that could
possibly raise tax dollars.
- Currently 8 flock cameras in Allouez, two are located in zoning of a school. Using data,
cameras like these are easily hackable. Predators could be watching our kids on there.
SANITARY SEWER UTILITY RATE INCREASE
J. Beauchamp:
- Proposed 2026 sanitary sewer utility rate increase was discussed at the April 27th
Finance/Personnel Ad Hoc Committee meeting. The committee recommended that the
Village Board approve the increase, effective for June 2026 usage billed in July 2026.
- The proposed increase was also reported to the Public Works Committee at the May 5th
meeting.
Village Board Meeting (May 19, 2026)
- With little growth in the user base, utility rates need to increase to keep pace with
increasing operation and maintenance (O&M) expenses and to allow for a cash reserve
available for unforeseen and/or emergency costs.
- To maintain adequate cash flows, a rate increase is being proposed resulting in the
following fixed and variable charges:
Proposed: Allouez NEW Water Total
Fixed charge/month (based on ¾” meter) $4.40 $10.00 $14.40
Variable (volume) charge/1,000 gals $3.15 $5.93 $9.08
Current:
Fixed charge/month (based on ¾” meter) $4.50 $9.00 $13.50
Variable (volume) charge/1,000 gals $2.81 $5.65 $8.46
Fixed Charge – monthly based on the following meter sizes:
¾” $14.40 3” $215.95
1” $36.00 4” $431.90
1 ½” $72.00 6” $863.80
2” $115.20
Discussion:
- More prudent to have small annual increases as opposed to larger increases
- Trying to keep up with the expenses, have a balance if an emergency were to take place
Genrich/Marsch moved to approve the proposed sanitary sewer utility rate increase
effective for June 2026 usage billed in July 2026. Motion carried.
STORM WATER UTILITY RATE INCREASE
J. Beauchamp:
- Storm water utility charges are based on ERUs (Equivalent Residential Units). The current
ERU rate is $10.50/ month which last increased in 2024.
- At the time of the ERU rate increase, the storm water utility was operating with negative
cash. While an increase greater than $10.50 per ERU was needed to bring about a positive
cash flow, the decision was made to transfer $200,000 in American Rescue Plan Act (ARPA)
funds into the utility to help offset the negative cash, and to increase the ERU rate to $10.50
and increase the ERU rate again in a couple of years.
- An increase in the ERU rate from $10.50 to $11.50 is being proposed which results in an
increase of $1.00 per month for parcels with a single-family home.
Marsch/Hohner moved to approve the storm water utility rate increase as proposed (from
$10.50 to $11.50). Motion carried.

Harris/Leiterman moved to pick up the rules. Motion carried.
Harris/Genrich moved to approve the noise variance permit for 526 Beaupre Street.
Discussion:
- A lot of information just received the Board was not aware of
- Unsure if complaints have been received previously
- Limit to number of guests in home at one time? Restroom availability?
- Street could not support 50 cars (approximately 130 guests invited)
- Need to be made aware of ongoing noise issues in neighborhood
- Timing of application
Harris/Genrich moved to modify the motion to approve the noise variance permit for 526
Beaupre Street under the following conditions:
- Direct staff to work with DEO Vogel to make sure we provide extra attention to that
address if we are going to have enough vehicles to handle 130 people
- Parking handled appropriately
- No public safety issue with regard to that many cars in that area
- Make sure music is turned off at 9:30pm, and a follow up after 9:30pm to be sure the
