State plumbing code requires approved backflow prevention methods to be installed at potable water connections. The purpose of the program is to prevent contamination of the public water system. HydroCorp, an independent contractor, currently provides the Village with residential and non-residential CCC inspections services. To be compliant with DNR Administrative Code and to ensure everyone in our community has safe and clean drinking water, staff have received two separate proposals from HydroCorp to continue the residential and non-residential cross-connection control inspections. 2-year (Revised) Residential CCC Inspection Service Agreement (March 2026 to March 2028) In general, the scope of the service includes: • Program Administration • Answering Calls • The Scheduling of Initial and Compliance Inspections • Inspection and Documentation of approximately 300 residential properties per year for a total of 600 Inspections. • For the management thereof, agreement term was increased from 1- to 2-years to match the term of the non- residential agreement. • Program Compliance and DNR Reporting HydroCorp’s proposed fee is $42,693.00 (Year 1 $20,928.00; Year 2 $21,765.00). To reduce the cost of the inspection Services, the Water Department will complete the re-inspections of residential properties that were found to be non-compliant. In the event Village staff does not have availability, HydroCorp will complete at a fee of $71.16 each. 2-year Non-Residential CCC Inspection Service Agreement (March 2026 to March 2028) In general, the scope of the service includes: • Program Administration • Answering Calls • The Scheduling of Initial and Compliance Inspections. • Inspection and Documentation of approximately 112 non-residential properties over 2-yr contract period. Agreement includes a slight increase to the number of inspections due to added commercial properties and/or change to facility complexity. • Program Compliance and DNR Reporting. HydroCorp’s proposed fee is $17,792.88 (Year 1 $8,722.00; Year 2 $9,070.88).
