RIVERVIEW PARK STORMWATER POND (from VB 2/20/24 & Joint Public Works/Parks Committee
12/10/25)
S. Gehin:
- Many public meetings have been held over the past few years. Comments have been
received by the adjacent neighborhood, Allouez Girls Softball Association, DNR, WPS, and
members of the public.
- A final determination on where to construct the stormwater pond is necessary to meet state
and federal stormwater requirements, apply for grant funding, complete pond design and
construction of the project in 2027.
Nick Vande Hey, McMahon Associates, provided an overview of the Riverview Park Stormwater
Pond presentation. The overview included:
Municipal Stormwater Permit
▪ Village received its initial permit from DNR in 2006
▪ TMDL phosphorus & sediment allocations implemented through Municipal
Stormwater permit
Village Wide Summary:
Watershed Acres Required TP Provided TP Required TSS Provided TSS
East River 1,929 41% 33% 52% 48%
Fox River 763 41% 25% 72% 36%
Stormwater Quality Management- Plan of Action
▪ 2023 WDNR concurrence of village submitted stormwater action plan
o Typical wet pond cross section- pond pool (5’ to 11’), safety shelf, prairie plants (6’
to 8’)
o DNR reluctant to permit wetland impacts when other options are available with no
wetland impacts
Gave an overview of pond options 1-4A:
Riverview Pond Option 1
▪ Pond tucked between the East River and Riviera Rue neighborhood
▪ Lowest cost option & is adjacent to the East River
▪ No wetland disturbance or softball field impact
▪ Uses existing 48” storm sewer (2005) & storm sewer does not cross gas
main
▪ Neighborhood not in favor of pond adjacent to backyard
▪ If this option is chosen, staff recommends adding fencing & aeration device
at an approximate additional cost of $100,000
▪ DNR grant- $150,000 (18%), Village $680,000 (82%), Total Cost: $830,000
Riverview Pond Option 2
▪ Pond located at the northeast corner of Riverview Park (South of Hwy 172)
impacting two existing softball fields
▪ Includes the relocation of the two softball fields to the corner of Broadview
Dr. & E. River Dr.
▪ Pond is not disturbing the wetland, still eligible for DNR grant
▪ Storm sewer crosses gas main
▪ Highest cost option
▪ DNR grant: $150,000 (7%), Village $2,000,000 (93%), Total Cost:
$2,150,000
Riverview Pond Option 3
▪ Pond located at the corner of E. River Dr. and Broadview Dr.
▪ No impact to softball fields
▪ Wetland disturbance, limited ability to serve parks future stormwater needs
▪ Storm sewer crosses gas main
▪ Neighborhood not in favor of pond across the street
▪ DNR grant: $0 (0%), Village $1,070,000 (100%), Total Cost: $1,070,000
Riverview Pond Option 4A
▪ Pond located at the northeast corner of Riverview Park (South of Hwy 172)
▪ Reduces impact to one softball field
▪ Wetland impact of pond, storm sewer crosses gas main
▪ If this option is chosen, staff recommends adding relocation of the impacted
softball field at an approximate additional cost of $300,000
- DNR grant: $0 (0%), Village $1,410,000 (100%), Total Cost: $1,410,000
Public comment summary for options 1-4A:
- Neighborhood desires larger distance between homes and pond
- Softball club desires minimal to no softball field loss
- Minimize wetland disturbance & costs
- Concern about pond safety, odors and mosquitoes
- Keep pond and the need for additional parking as two separate projects
Tentative Pond Schedule:
- WDNR Grant due- April 2026
- Finalize plans, specifications, cost estimate & obtain WDNR permits- Fall 2026
- Construction begins- May 2027
Discussion:
- Option 1 includes staff recommendation of fencing and aeration device, whereas option 4
does not include either due to distance away from neighborhood
- Gehin: It is not village practice to install fencing or aeration devices on our ponds. Due to
comments from neighbors and others, believes adding fencing and aeration device is a good
compromise
- Ponds can be a visual asset vs. liability
- Addition of fencing is a safety barrier & having an aerator improves water quality
- Lowest cost option (financial stewardship)
Leiterman/Genrich moved to approve Riverview Pond Option 1 and to include fencing & an
aeration device to the pond and to have further discussion on the fencing and aeration
device details at a future meeting. Motion carried.
APPROVAL OF AGREEMENT WITH IWORQ FOR PERMITTING SOFTWARE
T. Fuller & J. Huguet:
- Staff are currently using CivicPlus for permitting software, however, the software has been
proven to be challenging and inefficient.
- As a result, staff began exploring alternative software solutions to better align with current
workflows/operational needs and believes iWorQ fits within village needs.
- Staff highlighted various software features that include text notifications, unlimited users,
and the option to fill out the permit form and pay at the same time.
- Annual cost is $11,000 which is similar to CivicPlus ($10,250). However, there is a $7,350
implementation fee required which staff is requesting the use of contingency funds to cover
that cost, as well as the difference in the annual cost for 2026.
Genrich/Sampson moved to approve the agreement with iWorQ for permitting software and
the use of contingency funds to cover the implementation fee and difference in annual cost
($8,100). Motion carried.
