Village Board Meeting (December 2, 2025) ALLOUEZ VILLAGE BOARD MEETING MINUTES TUESDAY, DECEMBER 2, 2025 AT 6:30 P.M. ALLOUEZ VILLAGE HALL, 1900 LIBAL STREET CALL TO ORDER / ROLL CALL President Rafter called the meeting to order at 6:30 p.m. Present: Atwood, Genrich, Harris, Leiterman, Marsch, Rafter, Sampson Also Present: Jim March, Sean Gehin, Trevor Fuller, Attorney Nesbitt MODIFY / ADOPT AGENDA Harris/Marsch moved to adopt the agenda as presented. Motion carried. ANNOUNCEMENTS a. Are you interested in running for Village Trustee? b. Joint Public Works & Parks Committee Meeting on December 10th at 5:30pm to discuss the Riverview Park Pond project c. Public Involvement Meeting on December 8th at 5:30 pm to discuss the LeBrun Street Extension d. Green Bay Hydro Helpers Program PUBLIC COMMENT - None REQUEST FOR CLASS A FERMENTED MALT BEVERAGE & LIQUOR LICENSE FOR HEALTHY WAY MARKET (Healthy Way Market – Agent: Caitlin Oleson) AT 3823 S. WEBSTER AVENUE Rafter/Harris moved to suspend the rules. Motion carried. Owners Adam & Caitlin were present, answered questions, and gave an overview of their new business, Healthy Way Market, opening on December 8th. Described as a locally owned independent grocery store and plan to work with local farms in the area to bring fresh items to the store. Atwood/Leiterman moved to pick up the rules. Motion carried. Atwood/Sampson moved to approve the request for Class A fermented malt beverage and liquor license for Healthy Way Market (Healthy Way Market- Caitlin Oleson) located at 3823 S. Webster Ave. contingent upon health inspection passes. Motion carried. OFFER TO PURCHASE AGREEMENT FOR 1905 S. WEBSTER AVENUE, PARCEL AL-50-10 T . Fuller: - A Development Agreement for this project was reviewed and approved on October 21st. - The Offer to Purchase formalizes the land transaction component associated with the redevelopment project and reflects the terms and expectations outlined in the previously approved Development Agreement. Discussion: - President Rafter requested to include the Development Agreement as an addendum to the Offer to Purchase. Genrich/Harris moved to approve the offer to purchase agreement for 1905 S. Webster Avenue, Parcel AL-50-10, and to include the Development Agreement as an addendum to the Offer to Purchase Agreement. Motion carried. CONSENT AGENDA Marsch/Leiterman moved to: a. Approve Village Board minutes dated 10/20/25, 10/21/25, 11/4/25 b. Accept and place on file minutes from: i. Parks, Recreation & Forestry Committee dated 10/28/25 ii. Plan Commission dated 7/15/25 & 9/29/25 c. Approve accounts payable dated 11/7/25, 11/14/25, 11/21/25, 11/26/25 Village Board Meeting (December 2, 2025) d. Approve Special Events Permit: Cystic Fibrosis Foundation Great Strides Walk at Green Isle Park on May 2nd (recurring event) Motion carried. FUTURE AGENDA ITEMS - None CONVENE INTO CLOSED SESSION Sampson/Leiterman moved to convene into closed session pursuant to: Wis. Statute 19.85(1)(e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. (Negotiations regarding a real estate matter) Roll call vote: Atwood – aye, Leiterman – aye, Genrich – aye, Sampson – aye, Rafter- aye, Harris – aye, Marsch-aye. Motion carried. RECONVENE INTO OPEN SESSION Sampson/Marsch moved to reconvene into open session. Motion carried. No action taken. ADJOURNMENT Genrich/Leiterman moved to adjourn at 7:30 p.m. Motion carried.
