Sampson/Genrich moved to approve the May 19, 2025, minutes. Motion carried.
CLASSIFICATION/COMPENSATION STUDY UPDATE
March shared that the classification/compensation study was underway. JAQs (Job Analysis
Questionnaires) have been completed by the employees as well as employee interviews. The first draft
of the study data will be reviewed internally followed by a meeting with the consultant.
2026 BUDGET
Beauchamp discussed the 2026 budget highlighting the following affecting the property tax levy:
- State shared revenue/supplemental county and municipal aid is anticipated to increase
by 3.4%, nearly $25,000.
- State payment for municipal services aid will reportedly increase by $23,850.
- 2025 net new construction is 0.24%. This results in an anticipated increase of just over
$15,000 in the levy limit (excluding the levy for general obligation debt).
- The draft budget received from Green Bay Metro Fire indicates an increase in
contracted costs of 4.29%, roughly $93,000.
- The 4% increase in the police services contract with Brown County is just under
$46,000.
- Health insurance will be budgeted with an estimated increase of 10% which is
consistent with prior budgets.
- To balance the budget, revenues, which are limited, need to increase; or expenditures
need to decrease. Internal equipment charges can be decreased; but future budgets
may require consideration of alternative revenue sources such as a wheel tax and/or
ways to decrease expenditures.
Discussion:
- Impact of net new construction on the levy. Costs continue to increase regardless of
growth.
- When levy limits were first implemented, a cola-type adjustment was allowed.
- The Village does not assess for road improvements which is a revenue source utilized
by others.
- May need to continue to bond for equipment into the future.
- How do the equipment charges compare to a wheel tax?
- Dig into the wheel tax more.
WATER UTILITY RATE STUDY
Beauchamp stated that a simplified rate case was being considered for water rates that were last
increased in January, 2022. The simplified rate case allows for a “simple” 3% adjustment to keep rates
current and avoid large spikes. Considering the recent water loss, it was determined that a full rate case
should be performed which includes a cost-of-service study and rate adjustments set by the PSC (Public
Service Commission).
Discussion:
- A full rate case also allows for adjustments to the utility tariffs.
- Would the committee support exploring the possibility of quarterly utility billing?
o Effect on bills and water loss
o Technology for monitoring customer water loss
o Ability for employees to perform other duties
o Cost savings for mailings, collections, other
- Investigate quarterly billing with the rate case.
