PUBLIC COMMENT - None ORDINANCE 2025-05, AMENDING CHAPTER 5, ADMINISTRATION OF GOVERNMENT , SECTION 5-9, BOARDS, COMMISSIONS, AND COMMITTEES, OF THE VILLAGE OF ALLOUEZ MUNICIPAL CODE T . Fuller - The Village Board approved Resolution 2025-12, creating the Community Development Authority (CDA) of the Village of Allouez, at the May 20, 2025 meeting. The next step is to amend Chapter 5 of the Village of Allouez Municipal Code, including the CDA as a standing body of the Village of Allouez. Wisconsin Statutes §66.1335 outlines clear tasks for the CDA, but provides municipalities broad discretion with how to set-up the body. - Resolution 2025-12, specifically restricts a Community Development Authority from having eminent domain authority, but was not specific on issues such as acquisition of property, sale of property, and entering into development agreements. Chapter 5 should outline the limitations the Village Board would like to place on the CDA. - Staff recommends adopting Ordinance 2025-05. Harris/Marsch moved to approve amending Chapter 5, Administration of Government, Section 5-9, Boards, Commission, and Committees, of the Village of Allouez Municipal Code including a change to Section D(4)(b)(2) to read as follows: Action shall be subject to review and approval by the Village Board. Motion carried. Village Board Meeting (July 15, 2025) CITIZEN AND VILLAGE TRUSTEE APPOINTMENTS TO COMMUNITY DEVELOPMENT AUTHORITY T. Fuller - The following residents and Board members have agreed to serve on the Community Development Authority o Jean Marsch (Village Board Trustee appointee) (1-year) o Matthew Harris (Village Board Trustee appointee) (1-year) o Cole Runge (4-year) o Donna Capichano-Simmons (3-year) o Alex Stein (2-year) o Michael Krutz (1-year) o Mark Schumacher (1-year) - Staff recommend confirming the above initial members to the Community Development Authority (CDA). Sampson/Atwood moved to confirm the appointments to the Community Development Authority. Motion carried. GREEN BAY CORRECTIONAL INSTITUTION (GBCI) UPDATE President Rafter - The State did commit to closing the Green Bay Correctional Institute (GBCI) with this budget. - $15 million dollars has been committed towards the planning of closing GBCI. - The first time in the history of the State of Wisconsin, we have a Governor and the State Legislature agreeing on the closure of GBCI. - The one disappointment was that the Governor vetoed the close date of 2029. The State must work together more to compromise on how to move forward with the closure of the facility. The closure remains authorized. - The Village is left with uncertainty with no closure date but still need to plan. - The Village is going to invite the Governor and our legislatures, who represent this area, to come to a Village Board Meeting to provide proof that they will start collaborating, communicating, and doing everything they can to focus on the closure of GBCI by 2029. Marsch/Leiterman moved to suspend the rules. Motion carried. Larry Hill, 73 Webster Heights - Questioning who receives the $15 million. President Rafter - Guessing that the $15 million is to be used with the agreed upon plan amongst the State and Governor in order to move forward with the closure of GBCI. Marsch/Leiterman moved to pick up the rules. Motion carried. Discussion: - Believing inviting the State Representatives to the Village Hall is a wonderful idea and suggests that we ask them for updates every time they come to the village with what is being done at the State level to move us forward. - Deadlines make things happen. Ask the representatives why it cannot be done by 2029, when it is believed that it can be done. The Village will be asking for a closure date to make future plans. Taxpayer dollars cannot be spent without knowing when it will be closed. Village Board Meeting (July 15, 2025) FUTURE AGENDA ITEMS - None CONVENE INTO CLOSED SESSION Sampson/Harris moved to convene into closed session pursuant to: Wis. Stat. 19.85(1)(e), deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session and Wis. Stat. 19.85(1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the Governmental body has jurisdiction or exercised responsibility. Roll call vote: Atwood – aye, Harris- aye, Leiterman – aye, Marsch – aye, Rafter – aye, Sampson – aye. Motion carried. RECONVENE INTO OPEN SESSION Sampson/Atwood moved to reconvene into open session.
