Mr. Aaron Kramer
Village of Hobart
2990 S. Pine Tree Road
Hobart, WI 54155
Mr. Kramer;
During 2025, the Brown County Recycling Transfer Station received and transferred 24,697 tons of
mixed paper and recyclable containers to the Brown-Outagamie-Winnebago (BOW) Materials
Recycling Facility. The 2025 Material Composition Report for your municipality is included with this
letter and is based on the composition of this material after sorting. The report includes all materials
whether you were a single or dual stream recycling community in 2025. All material was transferred
to the Outagamie County (Tri-County) Material Recovery Facility #1148.
In 2025, Brown County provided recycling outreach and education efforts which included news
releases, printed ads and publications, waste audits, community presentations, social media posts and
web site information on behalf of our partner communities. The Tri-County Recycling partnership also
graduated its first group of Recycle Right Master Class participants, citizens who are now able to
educate the public about proper recycling.
We encourage you and your residents to use the Waste Wizard search tool
(recyclemoretricounty.org/waste-wizard/) and the Betterbin mobile app
(/recyclemoretricounty.org/betterbin/ to assist in answering questions regarding recycling and solid
waste disposal. This information is for your use in preparing annual reports for the Wisconsin DNR.
Please be sure to forward this report to the individual in charge of Responsible Unit reporting.
If you have any questions regarding your totals or other issues, please feel free to contact me at
(920) 492-4965.
Sincerely,
Mark A. Walter
Business Development Manager

MEMORANDUM
TO: Village Board
FROM: Aaron Kramer, Village Administrator
RE: FY2025 Amended Budgets
DATE: February 3rd 2026
BACKGROUND
The Village’s auditors will conduct their 2025 audit later this week. The Board is being asked to approve amended
2025 budgets for the General Fund, Debt Service Fund, and Capital Fund to close out the fiscal year.
PRE-AMENDMENT PROJECTIONS
Prior to amending the budgets:
The General Fund was projected to post a deficit of $18,716.57.
The Capital Projects Fund was projected to post a surplus of $264,219.54
The Debt Service Fund was projected to post a deficit of $225,323.54.
Followi
ng the amending, the funds will fini sh with the projected su rpluses/deficits by reallocating the property tax
levy contributions:
The General Fund was projected to finish balanced ($0.00).
The Capital Projects Fund was projected to post a surplus of $200,000.
The Debt Service Fund was projected to post a deficit of $179,820.47
The new balance of our reserve accounts will be as follows:
RESERVES 1-1-24 Balance
1-1-25 Balance 1-1-26 Balance
Change
General Fund $1,915,273 $1, 987,731 $1,987,731 + $0.00
Capital Fund 803,159 234,421 $434,421 + $20 0,000
Debt Service Fund 673,555 692,646 $512,826 - $179,8 20
TOTAL $3,391,987 $2,914,797 $2,934,978 + $20,181
Under Poli
cy 2025-02, “the Village shall maintain the following minimum Gener al Unassigned Fund Reserve
Balances (“the General Fund Balance”): 2026 - $1,350,000, 2027 - $1,400,000, 2028 - $1,450,000.”
With the unreserved fund balance of $1,987,731, this equates to $537,731 more than our current policy requires
for FY2028, the year that the Hobart Municipal Center (HMC) project is scheduled to commence. Following the
audit, I will likely propose that approximately $200,000-$250,000 be reallocated from the General Fund Reserve to
PAGE 49
the Debt Service Fund to place that fund in position to finance the in itial year of the proposed HMC bonding
payments in 2029, as well as $100,000-$150,000 in the Capi tal Reserve Fund to strengthen that fund’s balance.
This will leave a General Fund balance of somewhere between $1.5-1.7 million.

SUBJECT: ELECTION WORKER WAGE INCREASE REQUEST
DATE: FEBRUARY 3, 2026
Discussion: Our Election Workers are currently paid $11.00/hour for the Election Inspector
position and $11.50/hour for the Chief Inspector position. I am asking that you consider
increasing these wages to $12.00/hour and $13.00/hour respectively.
Our workers play a critical role in conducting fair and accurate elections in our municipality.
They have significant responsibility to follow election laws and changes in the law, to operate
election equipment, to manage voters, and to tally and report results from the day.
All inspectors must complete mandatory training to prepare for Election Day and regularly
attend trainings offered throughout the election cycle. We rely on these trainings and the
expertise of our experienced workers to teach those who are new to working the polls.
Although we offer the choice of a split shift, many still choose to work the entire day which
begins as early as 6:00am and can last well past the close of polls during a larger election. These
days can be physically and mentally demanding for our workers. Regardless, we expect that they
run the day with accuracy and ensure smooth operations so every voter can exercise their right to
vote.
Our Election Workers are an invaluable part of our elections. The requested wage increase
reflects the Village’s commitment to our workers and would align with our responsibility to
administer elections that are secure, accurate, and accessible to all voters.
Potential Motion: To increase the Election Worker wage to $12.00/hour for the Election
Inspector position and $13.00/hour for the Chief Inspector position.

MEMORANDUM
TO: Village Board
FROM: Aaron Kramer, Village Administrator
RE: Semiquincentennial Celebration
DATE: February 3, 2026
BACKGROUND
With the upcoming 250 th anniversary of the Declaration of Independence (Semiquincentennial), staff is
proposing a number of options for the Village to participate in the event. Funding, if any is needed, would
come from the various marketing and promotions accounts in the Village budgets.
PROPOSED OPTIONS
Purchase and installation of several
Semiquincentennial-specific flags throughout the
Village (see attachment for the Board to select the
desired flag).
Purchase and installation of Semiquincentennial
banners to be flown in Centennial Centre. The precise
number needed is not yet known, and a number of the
flag banner posts need to be replaced and/or repaired
as part of this process (see sample to the right).
Installation of a time capsule (to be located at the Fire
Station on South Pine Tree or at the current Village
office), to be opened on July 4 th 2076 or 2126, with
items to be placed inside to be determined at a future
Board meeting with public input and suggestions.
