ALL LEVY-SUPPORTED FUNDS (General Fund, Capital, Debt Service)
The combined reserve funds of all funds supported by the Property Tax Levy decreased to $2,914,797, a decline of
$477,191 over 2023. The decline is a book-keeping issue related to the purchase of the property on Golden Lane,
which was completed in December 2024 for a total of $623,641.51. As part of the sale, the Capital Fund took on a
short-term payable note of $525,000 (see Page 22 in the audit). The money to pay that note was acquired in early
2025, but the note is a liability for the Capital Fund, though by the time of the audit presentation, it may have been
removed from the Capital balance sheet. Without that short-term note, the overall combined reserved funds would have
reached a record $3,439,797. The Village remains in a good position to withstand any financial emergencies and has
flexibility in long-term planning.

MEMORANDUM
TO: Village Board
FROM: Aaron Kramer, Village Administrator
RE: Financial Management Assessment
DATE: May 6th 2025
BACKGROUND
Standard and Poor’s (S&P) recently downgraded one of our Water Utility bonds, for reasons which are still unclear to
us (see attached S&P Report). One item referenced in the report for the Village to enact to increase the bond rating
for the water side would be the creation and update of a yearly financial management plan. This might also be useful
in stabilizing and strengthening the bond rating for the Village overall, which remains strong with a AA rating assigned
to our 2024A general obligation (GO) promissory notes and 2024B taxable GO promissory notes, our most recent rated
bond issue (see attached 2024 S&P report).
FUNDING PROPOSAL
The proposed Financial Management Assessment has a first year fee of $10,000, with annual $5,000 after the initial
assessment. I am proposing the following assignment of the costs to the various funds of the Village:
FUND Percentage
General Fund Contingency 20%
Capital Projects 10%
Debt Service 10%
Water Utility 20%
Sanitary Sewer Utility 20%
Storm Water Utility 20%
TOTAL 100%
PROPOSED MOTION
To approve the proposed Financial Management Plan Consulting Agreement with Baird, with the initial annual cost
($10,000) and subsequent annual cost ($5,000) to be divided as follows - General Fund Contingency (20%), Capital
Projects (10%), Debt Service (10%), Water Utility (20%), Sanitary Sewer Utility (20%), and Storm Water Utility (20%)

TO: Planning & Zoning Commission RE: Consider Conditional Use Permit, Increase Animal
Units, HB-210-2, 2264 S. Pine Tree Rd.
FROM: Todd Gerbers, Director of Planning and Code Compliance DATE: February 12, 2025
GENERAL INFORMATION
1. Applicant(s)/Petitioner(s): Chue Vang
2. Owner(s): Chue Vang and Shor Yang
3. Parcel: HB-210-2
4. Address: 2264 S. Pine Tree Rd.
5. Present Zoning: ER: Estate Residential District
BACKGROUND
The current property owners, Chue Vang and Shor Yang, of the property located at 2264 S. Pine Tree Rd (HB-210-2) are
requesting consideration of a Conditional Use Permit increasing the number of animal units permitted from 5 to 10 animal
units in the ER: Estate Residential zoning district.
Presently the property owners are using their permitted 5 animal units for raising chickens, and they are requesting to
increase the allowable animal units to 10 to raise additional chickens. Based on the attached application and supporting
documents, they plan to have the maximum of 25 chickens (0.4 animal units per chicken). They also plan to build
additional chicken coop with an attached fenced in run area to house and provide security for the chickens. They do not
plan to let the chickens be free range on their property. Additionally, they plan to use the chicken waste as fertilizer for the
planned garden in the northeast corner of their lot.
The adjacent properties are currently zoned as follows, R-2-R: Rural Residential to the north, ER: Estate Residential to the
east, and A-1: Agricultural to the south.
RECOMMENDATION/CONDITIONS
Assuming proper care and maintenance (waste disposal, housing, containment), Staff recommends conditional approval of 10
animal units subject to the following conditions and any conditions the Commission might identify:
1. The additional 5 animal units are limited to chickens as noted in the application
2. Chickens shall be fenced in housed in an accessory structure (i.e. chicken coop) and shall not be able to be free
range
3. The Conditional use Permit may be brought back to the Village Board for consideration and revocation if the
activities of the operation result in repeated nuisance complaints, and/or violations of Village, County, State, or
Federal regulations, rules, or laws;
4. Conditional Use Permit shall be brought back to the Village Planning and Zoning Committee and Village
Board for review prior to any transfer in land ownership of the parcel.
ISSUE: Consider Conditional Use Permit allowing a maximum of 10 animal units, exceeding the 5 units
permitted in the ER: Estate Residential District
RECOMMENDATION: Staff recommends conditional approval

VILLAGE OF HOBART

Hobart, WI 54155
RE: Village of Hobart – 2025 Enclave Estates Utility and Street Construction
Contract 2320-25-02
Dear Mr. Lancelle:
Bids were opened on April 11, 2025, for the 2025 Enclave Estates Utility and Street Construction
project, Contract 2320-25-02.
Bids were received from four (4) contractors , ranging in base bid cost from $602,469.89 to
$744,412.00. The apparent low bidder was MCC, Inc., Appleton, WI. A bid tabulation is enclosed.
MCC, Inc. had a total alternate bid of $18,949.20 for the addition of sidewalk to the project. If the
sidewalk alternate bid is selected, the project total would be $621,419.09.
We have reviewed the documents submitted with the bid and everything appears to be in order. We
have worked with MCC, Inc. on similar projects. They have performed well and are capable of
constructing this project. Therefore, we are recommending the Village award the contract to MCC,
Inc. for the bid amount of $602,469.89, with the option to include the sidewalk for a n additional
amount of $18,949.20.
If you have any questions, do not hesitate to call our office.
Sincerely,

POLICY 2025-03
(PUBLIC SPEAKING AT A VILLAGE MEETING)
PURPOSE: The purpose of this policy is to provide guidelines and best practices for the public relative to speaking at
Village meetings, including Board and committee/commission meetings. While each person has the right to state their
opinions and disagree with public officials, we ask that all people who participate in a Village meeting be respectful and
constructive.
A. INTENT
The purpose of this policy is to provide guidelines and best practices for public comment and involvement in the Village
Board meetings, as well as other Village meetings.
B. PUBLIC HEARINGS
1. Public hearings are commonly held when there is a proposed change to the zoning code or a specific request for
such items as a Conditional Use Permit. They are almost always scheduled at the beginning of the Board agenda.
2. Anyone wishing to speak at a public hearing must sign their name, address, phone number and topic on the approved
sign-in sheet, available at each public hearing.
