MEMORANDUM
TO: Hobart Village Board
FROM: Aaron Kramer, Village Administrator
RE: Proposed 2026 Budget (Updated)
DATE: November 18th 2025
CHANGES SINCE LAST MEETING
There have been some minor changes since the introduction of the budget at the November 4 th Board meeting – mainly in the area of
health insurance. The Resolution for the Board to take action on is included in the meeting packet. It will set the tax levy, a s well as the
Storm Water Fee (Equivalent Runoff Unit) and the Garbage and Recycling Fee.
RESOLUTION 2025-09
Resolution 2025-09
The Resolution for the Board to take action on is included in the meeting packet. It will set the tax levy, as well as the Stor m Water Fee
(Equivalent Runoff Unit) and the Garbage and Recycling Fee.
Storm Water (Equivalent Runoff Unit)
The Village lowered the ERU fee from $70 per single unit to $6 3 during the COVID pandemic (Resolution 2020-16). The resolution
adopting the FY2025 budget in November returned to the $70 per single unit charge. This will generate roughly an additional $55 ,000 in
revenue for storm water projects in 2025. In light of the fact that staff will likely be presenting a comprehensive bridge and culvert repair
and replacement program in early 2026, which will be funded in part by the Storm Water Fund, the ERU charge is being proposed t o
increase from $70 to $73.50 (5 percent).
Garbage and Recycling Fee
This is the fee schedule GFL was operating on (see on following page), as well as the new one the Board approved earlier this year (see
on following page).
PAGE 5
The base rate for service has increased from $9.45 per month per residential unit to $13.50 under the new contract. In 2024, th e Village
took the garbage and recycling revenues and expenses out of the General Fund and created a new segregated account (Fund 14) to
better track expenses and analyze the needed special charge to maintain the solvency of the program. In the first year of this segregated
fund, it ended the fiscal year with a net positive balance of $49, 984.29. In order to keep the fund in the “black” and absorb the base rate
increase, staff is proposing the following increase for 2026, the first since 2020:
• 96-gallon - $180 ($15 per month) to $216 ($18 per month) – a $3 per month ($36 per year) increase or 20 percent
As the new contract calls for only 96-gallon refuse bins (the ent ire fleet of bins will be replaced over the next several years , the charge
for the 65-gallon bin will be in effect for one (1) more year.
• 65-gallon - $150 ($12.50 per month) to $195 ($16.25 per month) – a $3.75 per month ($45 per year) increase or 30 percent (this larger
increase is due to the fact that the 65-gallon users will see a larger percentage increase going to the 96-gallon units, and we are trying
to spread the increases over more than one year)

GENERAL PROPERTY TAX – This is the most common tax and is the primary revenue source for the Village.
MANAGED FOREST LAW (MFL) - MFL land is exempt from pr operty taxes. The DNR makes an annual payment of $0.20 per MFL
enrolled acre to the municipality where the land is located. The municipality retains 80% of this payment and remits 20% to the county.
AG USE PENALTY - Agricultural land receives use value assessment. When it is taken out of production, there is a charge to make up
for some of the tax advantages of the prior years, resulting in a payment to the municipality.
PAYMENT IN LIEU OF TAXES (PILOT) - The Public Service Commission of Wisconsin Administrative Code requires municipal electric
and water utilities to pay an annual PILOT. It is similar to the property taxes paid on a residential or commercial property.

POLICE DEPARTMENT GRANTS – These are specialized grants applied for a nd obtained by the Police Department throughout the
fiscal year. Due to the unpredictability of the success of such applications, no revenue funds are allocated to this category at the beginning
of the year.
FIRE DEPARTMENT GRANTS – These are specialized grants applied for and obtai ned by the Fire Department throughout the fiscal
year. Due to the unpredictability of the success of such applications, no revenue funds are allocated to this category at the b eginning of
the year.
STATE SHARED REVENUE - The shared revenue program is a way of collecti ng taxes from communities throughout Wisconsin and
redistributing them back to these communities. The program was first created in 1911 when Wisconsin became the first state to institute
a progressive income tax. Under the most recent state budget, shared revenue would be paid for by tapping 20% of the State's 5 percent
sales tax - aid would then grow along with sales tax revenue. This has resulted in a large increase in state shared revenue for Hobart.
PERSONAL PROPERTY STATE AID – 2017 Act 59 created a property tax exemption for personal property classified as machinery,
tools, and patterns not used for manufactu ring purposes, effective with property asse ssed as of January 1, 2018. The Legislatur e
authorized personal property aid payments to hold local governments harmless for the loss in taxable value and to hold taxpayer s
harmless by negating any shift in property taxes to the remaining taxable property that would otherwise occur due to this exemption.
2% FIRE DUES – Every year, all insurers conducting fi re insurance business in Wisconsin must pay the state 2% of all premiums they
have collected for insurance loss by fire. The state also contribut es 2% of premiums paid to the Local Government Property Insu rance
Fund for the insurance of public property, other than State property. Each municipality seeking fire dues must submit an annual self-
certification form to DSPS.
EXEMPT COMPUTER AID – This program reimburses municipalities for lost reve nues caused by the creation of the personal property
tax exemptions (1999) for computers, cash registers, and fax machines.

VIDEO SERVICE PROVIDER AID – 2019 Act 9 required municipalities to reduce fees assessed on certain video service providers,
beginning in 2020. Municipalities were required to reduce their fees by 0.5%, effective January 1, 2020, and by 1%, effective January 1,
2021. A State aid program was created to hold municipalities harmless for the associated reduction in revenue.
STATE TRANSPORTATION AID – General Transportation Aid (GTA) is paid to local governments (counties, cities, villages, and towns)
to assist in the maintenance of local roads and the local costs of improvement and construction of those roads. This aid must be used for
transportation-related expenditures. Aid payments are made from the State's segregated transporta tion fund, which includes reve nues
from the motor fuel tax, vehicle registration fees, and other transportation-related taxes and fees. There are two basic formulas by which
general transportation aid is distributed: (1) share of costs aid; and (2) mileage ai d. Hobart has seen a large increase in tra nsportation
aid over the past several years.
STATE DISASTER AID – The Wisconsin Disaster Fund (WDF) is a State-funded reimbursement program that allows local governmental
units to recoup costs incurred while responding to and recovering from disaster incidents. T he State reimburses 70% of eligible costs
after the local governmental unit submits a complete WDF application. The Village received WDF funds in 2023 for a 2022 severe weather
event.
DNR RECYCLING GRANT – This is an annual grant the Village applies for with the Wisconsin DNR.
OTHER STATE PAYMENTS – This account records additional State funding. In 2023, the Village received an election grant ($1,014.41)

The Hobart Fire Department is an all-volunteer department serving the Village’s 33 square miles and a population of over 11,000. There
are two fire stations. Station I is located on the corner of S. Pine Tree Road and Florist; Station II is located on Country C ourt off N.
Overland Road. The Fire Department responds to over 150 calls a y ear, some of the calls are structure fires, car accidents, ext rication,
carbon monoxide checks, search and rescue, and wild land/brush fires. The Fire Department is also responsible for the semi-annual fire
inspections for commercial businesses, issuance of burning and fireworks permits, and public fire education events. The Hobart
firefighters regularly meet two times a month for a business meet ing and a training meeting. Seve ral other training opportuniti es and
public education events are held throughout the year. The Hobart Fire Department is led by the Fire Chief (Jerry Lancelle) who is assisted
by an Assistant Chief of Training, Assistant Chief of Safety, Captain of Maintenance, Captain of Administration, and the Firefi ghters.
Hobart firefighters are all trained to a minimum of State level Firefighter 1 Certification. Many of our firefighters continue their training to
be certified in other areas of expertise, including Firefighter II, Engine Operator, Haz-mat, Extraction, Instructor, Fire Inspector, and Safety
to name a few. Training is paid for by the Village, State or Federal Government. In 2023, the Village replaced the station on S outh Pine
Tree Road with a new facility. A new compensation policy for the Department was passed by the Village Board in 2025.

CASH BALANCE (Reserve) AT END OF FISCAL YEAR – GENERAL FUND (2010-2024)
The General Fund posted a “real” surplus of $264,807.07 in FY2021. In the audit, a budget deficit of $44,207 is reported. The “deficit”
was created by the transfer of $308,978 out of the General Fund reserve funds to the Park and Recreation Fund, which was create d in
2021 to move that section of the General Fund into a segregated stand-alone fund.
DEBT SERVICE (Fund 05)
The General Fund Debt payments will increase by $15,915 in FY20 26 to $1.037 million ($758,700 pr incipal, $278,141.32 interest). The
Debt Service Fund will discontinue drawing down the Debt Reserve Fund and the General Reserve Fund in order to sustain and grow
the reserves for the anticipated Hobart Municipal Center project in 2028. As a result, the portion of the tax levy needed for bond payments
in 2026 ($1,014,891.32) is considerably larger than 2025’s budgeted amount ($762,089.92).
DEBT RESERVE: The debt reserve has a balance of $692,646 as of January 1, 2025. $228,729.31 was applied to the FY2025 Debt
Service budget – the proposed FY2026 budget does not include any re serve funds being applied. This will result in a projected
balance of $463,917 in the debt service reserve.
GENERAL FUND RESERVE: Under Policy 2025-02, “the Village shall mainta in the following minimum General Unassigned Fund
Reserve Balances (“the General Fund Balance”): 2026 - $1,350,000, 2027 - $1,400,000, 2028 - $1, 450,000.” With the unreserved
fund balance of $1,987,729.90 as of January 1, 2025, this equates to $637,729.90 more than our current policy requires, which
maintains the Village’s financial foundation as we move toward the Municipal Center project.
Overall, the Village will make a record $6,428,729.55 in debt payments in 2026 – TID #1 ($3,192,615.18), TID #2 ($1,519,908.55), General
Fund ($1,036,891.32), Water Fund ($384,511.16), Sewer Fund ($249, 757.02), and Storm Water ($45,046. 32). In all, $5,007,975.90 i n
principal will be extinguished next year. The Village’s over all debt portfolio will decrease fr om $54,839,008.11 on January 1, 2026 to
$48,410,278.56 by the end of the budget year.

The decline in the Capital Reserve in 2024 was a book-keeping issue related to the purchase of the property on Golden Lane, which was
completed in December 2024 for a total of $623,641.51. As part of the sale, the Capital Fund took on a short-term payable note of
$525,000. The funds to pay that note was acquired in early 2025, but the note was a liability for the Capital Fund at the end of FY2024.

USCP MOU Frequently Asked Questions
Where do I send the MOU?
The MOU should be returned via email to MOU@uscp.gov.
What types of services are reimbursable?
Assets and resources provided by your agency to support USCP for the hours requested are eligible for
reimbursement provided coordination was directly conducted with USCP . Congressional staff is not
authorized to guarantee reimbursement through the USCP MOU program.
E
xpenditure on equipment requires specific approval from USCP prior to purchase if reimbursement will
be sought.
Who can be reimbursed?
Only the law enforcement agency from whom USCP requested assistance, and who has entered into an
MOU with USCP, can be directly reimbursed. USCP cannot provide reimbursement to private companies
for security services.
What if I need an additional law enforcement agency to support a USCP
request?
If you need to engage an additional law enforcement agency to support a USCP request, you must provide
USCP with advance notice unless there are exigent circumstances. In addition, that agency must seek
reimbursement through you. Your agency can then pass the cost of that reimbursement to USCP in
accordance with the provisions of the MOU.
How do I submit for reimbursement?
Upon finalization of the MOU, USCP will provide a vendor enrollment form to your agency. This form is
required to register your agency for payments.
O
nce your agency has provided the requested services, the Point of Contact (POC) for your agency should
send an invoice that includes:
• An invoice number;
• A date for services rendered; and
• An itemized list of services with associated costs, to include a list of officers and the associated
hours, where relevant.
A Partner Agency that returns the Standard Memorandum of Understanding (MOU) with the date and
Sections 1a., 2a., and 3a. completed can consider the MOU process with the United States Capitol Police
(USCP) to be initiated such that the costs associated with providing law enforcement services to support
a USCP request are eligible to be reimbursed upon the finalization of the MOU.
PAGE 82
The invoice should be billed to:
United States Capitol Police
119 D Street, NE
Washington, DC 20510
I
nvoices should be submitted via email only to MOU@uscp.gov.
How and when will reimbursement be issued?
Reimbursement will only be initiated after services in support of a USCP request have
been provided.
Payment will be made in the form of a paper check or ACH direct deposit. Payment will
only be processed through to an agency with an MOU; no payment will be made
directly to individual officers or third -party vendors. Payment can only be made once an
