C. Information presentation by Keller, Inc. regarding the proposed construction and addition
to the existing New Franken Fire Department facility.
David Flanigan of Keller, Inc. presented information regarding the specifics of the proposed
construction and addition to the existing New Franken Fire Department facility.
He said the current facility was built in 1972. Current issues with the current structure include: space
constraints, concerns with decontamination, off site storage, no current shower to prevent
decontamination, lack of insulation, small meeting and training room, no space for EMS, and
ventilation.
The five main goals of the project is to:
1. Meet current and future of fire and EMS.
2. Stay operational during construction.
3. Keep Firefighters safe from dangerous carcinogens
4. Keep current staffing model working
5. Select the most cost-effective long-term solution.
Flanigan said the in -house estimators projected the cost of the project to be $6.5 million, which
would be divided equally between the Town of Humboldt, Town of Green Bay and the Town of
Scott.
Flanigan stated next steps are three community engagement meetings (scheduled for September
17, September 30 and October 6 at the New Franken Fire Department). Each municipality would
have to hold a vote to approve or deny the proposed additional. All three municipalities must vote
yes for the addition to go forward.
A member asked where County Rescue would go during the reconstruction phase. They anticipated
they would move back to Allouez Ave. during construction.
A resident had questions about applying for grants to cover some of the addition costs . Flanigan
said to apply for grants, the municipalities would need to be shovel ready.
Some asked about a donor campaign. They said they would be pursue this avenue.
Feld asked if it would be a one-time tax or longer. Van Lanen said it would be based off the length
of the loan.
