Motion Carried. 3. Discussion on Comprehensive Plan Update & Survey. Copies of the draft Comprehensive survey were made available to the Commission and attendees. They discussed how the survey would be filled out. Van Lanen asked if residents could have access to a paper copy in addition to online. Langenberg requested a physical copy be enclosed with a newsletter. She asked for the specifics of how the electronic submittal would work. Fuge said that had to be answered by Administrator Cerny who is overseeing the comprehensive plan. He was not in attendance at the May 14, 2026, meeting. The Commission confirmed how many copies of the survey would be placed in the newsletter. The Commission decided to include one copy and each newsletter. Herrman requested additional copies be available at Town Hall for those who want to fill out a paper copy but had more than one surveyor in a household. Langenberg presented a tentative deadline where the newsletter would be sent out as soon as practical. She wanted to give surveyors two weeks to return the form and allow Bay Lakes one week to prepare the results. Langenberg said she would follow-up with Cerny on Friday, May 15. Janquart suggested the June 18 meeting be adjourned to a later date if the survey results were not yet available. Langenberg asked about the flood study. Van Lanen said the study was complete but not yet drafted. Langenberg asked if there were additional comments on the logistics of the survey. The Commission had no additional comments. 2 | Page Plan Commission Minutes Langenberg went line by line through the draft survey. The first question was household information. Janquart asked about the under 18 category in the “Age of Respondent” section. Janquart wanted to leave it on but did not have their results counted. Herrman said those individuals may have wonderful insight and requested they not be discarded. Herrman said the survey did not have a spot for those 18 years old of age to check. The survey went from under 18 to 19-24. He requested the age of respondent change from 19-24 to 18-24. Langenberg went to the “which part of the Town do you live in?” section, which the board had no comments on. Langenberg read the first question in the “Quality of Life” section. Langenberg wanted to confirm that the survey would not force a person to add comments. She requested that the survey allows surveyors to skip comment sections. Langenberg read question #3, “What factors do you think attract people to the Town,” and if it was clear on what was being asked. Van Lanen said he would hope the question would allow the Commission to know why residents like to live in the Town of Scott. Herrman wanted there to be two questions so the Commission could get feedback on what attracts people to live in the town and what attracts people to visit the town. The board requested that the survey ask, “What factors do you think attract people to live in the Town?” and “What factors do you think attract people to visit the Town.” The Commission reviewed the next section titled: “Natural & Agricultural Resources.” Herrman said he had no issue with the questions, but the questions didn’t allow for a person to add comments. Janquart liked the idea of adding a comment section. Janquart suggested the comment lines be added at the end of each section. He said comments can add value to a survey. The Commission wanted it to read: Any comments on Natural & Agricultural Resources. Langenberg read each question out loud in the Natural & Agricultural Resources section. Janquart pointed out the inconsistency of (select one) in the survey. He noted that it was placed on questions 6 and 7, but not 4 or 5. The Board asked that the survey state (select one) after each question. Langenberg proceeded to read the questions in the Infrastructure & Transportation Section. 3 | Page Plan Commission Minutes Herrman pointed out that in Question 8 it reads (e.g., roads, water, s etc.). He said it should say sewer and not s and requested the change. The Commission agreed. Langenberg reminded Fuge to have a comment section be added to the end of the Infrastructure & Transportation Section. The Commission reviewed the Community Services section. Herrman pointed out that the Town of Scott provides water and sewer services through the Scott Municipal Utility. The Commission agreed to add a line for sewer and a line for water under community services. They recognized that not all residents have these services. The Commission wanted a not applicable section so individuals not receiving those services could check it. Herrman asked that information on the new fire contract be added to the next newsletter. Under “Development & Land Use” the Commission wanted to see a comment line under each question. The Commission discussed each question. Langenberg commented that the wording in Question #10 (I am concerned about how future growth and development will change the Town of Scott over the next 20 years) has improved since the previous draft of the survey. Van Lanen noted that in the previous comprehensive plan there was a focus to keep the Town of Scott a rural community. Langenberg discussed Question 12 (I would like to see more parks and playgrounds in the Town in both existing and new development areas). Question 13 was read out loud by Langenberg. Question 13 read “I am concerned that the Town will continue to be annexed by the city. I think the Town’s leadership should adopt a comprehensive plan that focuses on preserving the Town’s boarders and prevent further annexations.” Fuge commented that “boarders” should be changed to borders. The Commission agreed. Langenberg asked about how many people know about annexation. Herrman speculated that residents on Bay Settlement may know, but not others. Langenberg said the statement is a broad question. Langenberg was unsure how to rephrase the question without making the survey longer. Janquart said that the survey has the appropriate number of questions. Van Lanen said that a comment line should be added so those who have a viewpoint on annexation would have an area to share their opinions. 4 | Page Plan Commission Minutes The Commission proceeded to review Issues/Needs section. Langenberg read the question and asked for feedback. They had no comments for this section. Van Lanen said it was a good survey and well put together. Herrman said a question could be added about how someone could get involved in the Town. Van Lanen said a question could be added about adding additional staff for DPW services. Van Lanen commented that for the size of the town that there was a good number of parks. 4. Communications. Van Lanen said that going forward the Plan Commission will need to meet monthly. 5. Schedule next meeting. The third Thursday of the month in June is June 18. There were concerns that the survey results would not be ready by that time. The Commission agreed to meet on June 25, 2026, stressing that the focus of Town staff must be on drafting a newsletter and getting the survey to the residents as soon as possible. 6. Adjourn. Moved by Van Lanen, seconded by Herrman to adjourn. Vote: Aye-6, No-0. Motion Carried. Meeting Adjourned at 6:05 p.m. Respectfully submitted, Jaime Fuge, Clerk/Treasurer, Town of Scott Jaime M. Fuge
